Shadow Ops is a game that can look very deceiving. At first glance, you would think this game to be a tactical shooter. But in fact you will be a one-man army throughout most of this game. There are several teammates in the singleplayer, but don't expect too much from them. Usually you have to protect somebody while he/she opens a door or blows something up. Very typical stuff, and here in also lies the biggest flaw of the game. The multiplayer-mode could not connect to any server so I can't write anything about that unfortunately.
The graphics look very good for Unreal 2 engine. Don't expect anything too nifty, but the scenery and leveldesign looks impressive for the time. The cutscenes between levels also look nice and cinematic. The badguy looks a lot like Freddy (red?) Mercury to me. The soundtrack supports the cinematic style of the cutscenes, and the game actually comes with a soundtrack-CD with all the orchestral songs that can be heard in the game.
It is a shame that this game has little originality to offer, since it is very clear that the creators have the talent to create a good game. Especially in these days where first-person shooters are common you really want something different then the usual "blow this up", "protect him/her while he/she does this or that". If you are familiar with the early Medal of Honor games, you know what kind of missions to expect.
If you are a shooter-fan and you can somehow get your hands on this game, I'd say give it a try. But I doubt you want to get through the singleplayer-campaign a second time.
