Written on spec in the seventies. Several directors, including Tobe Hooper, had tried to get it going. And several studios, including Amblin. The project was re-set up in 2003 by Philippe Martinez at Bauer Martinez Studios with Dolph Lundgren as the star attached and Steven R. Monroe set to direct. The production got canceled as a deal could not be finalized with the writers. Another project for Lundgren and Monroe at Bauer Martinez, "The Soul of Caleb Lee", also fell through, but Lundgren then went on to make his directorial debut for the company with the movie The Defender (2004).
The 26-foot ranger station tower in the film was constructed in two pieces. A few shots show the tower assembled. Most of the interior shots of the top half of the tower were filmed while that piece was on the ground.
Cerina Vincent was director Steven R. Monroe's first choice to play the lead character Danny. Monroe was convinced that Vincent could bring to the role an appeal to both men and women, and that she could deliver the dramatic scenes in the film. Stephen J. Cannell also felt that Vincent had the talent to carry the film.
After appearing in Cabin Fever (2002) in 2002, Cerina Vincent was not eager to do another horror film. After reading the script, however, she was immediately attracted to the character and the acting challenges it presented.
It Waits was filmed in November 2004 on location in the Watershed area about 25 miles east of Vancouver, British Columbia around Buntzen Lake.
