A gang war between the Bloods and Shamrocks is brewing. Belker lets the end of his relationship with Tattaglia interfere with his undercover job at a beauty parlor. Garibaldi attempts to get young hooker Carla Walicki into rehab.

There is a war between two of the major factions inio the gang world. Frank wants to create a ceasefire but there is no money for overtime, so it gets down to men risking their lives for no extra pay. A young female prostitute whom we&#39;ve met before who is also a junky needs help. Belker ends up in a bad way because of a guy who he busted and his personal relationship. Fay meets an orthodontist.

Last Chance Salon

A gang war threatens to break out between the Bloods and the Shamrocks. Belker (an excellent Bruce Weitz) works undercover as a hairdresser at a salon that&#39;s a front for selling drugs. Garibaldi (nicely played by Ken Olin) bends the rules in an attempt to help out young junkie hooker Carla Walicki (a touching turn by Lauren Holly). The gang war situation gets pretty intense and culminates in an exciting climax, with the Shamrocks proving to be the losers due to the fact that they can&#39;t adjust to a world that&#39;s changing around them. Moreover, this episode offers a smart exploration on the theme of morals and following the rules; Goldblume (a sturdy Joe Spano) has a strong scene in which he admonishes Garibaldi for not doing things by the book. Belker really gets put through the ringer as well: He not only makes a rare bad call with the drug bust, but also has trouble with his increasingly strained relationship with Robin (top work by the lovely Lisa Sutton) which results in an especially poignant moment at the end with Belker trying and failing to patch things up with Robin and ultimately wishing her happiness with someone else.

The two rival gangs end up at each others&#39; throats, and the threat of a major battle looms. Since the department currently has no budget for overtime, Frank must ask some of his men to risk their lives to quell the battle for no pay. Garibaldi tries to &quot;cut corners&quot; in getting help for junkie prostitute Carla Walicki (Lauren Holly). And Belker makes a bust rather prematurely during his current undercover assignment (at a hair salon), due to his head being in a bad place after his breakup with Robin. For my money, the story thread about the gangs was the most potent, leading to an effective sequence wherein the cops are able to stop the gang members and prevent any bloodshed. (Not surprisingly, Chief Daniels offer no real help to Frank.) But Belkers&#39; personal story offers Bruce Weitz some typically great character moments, as he shows both compassion by giving a man protection out of his own pocket, and tearfully says goodbye to Robin at the end. And therein lies the appeal of the character for me: as amusing as he can be when he&#39;s at his surliest, he has a real heart as well, and is in fact one of the most compassionate characters on the series. Excellent entertainment, as always, with a generous array of familiar faces in guest starring roles (in addition to some of the regulars, we also have a young Holly, Sandy McPeak, Macon McCalman, Carmen Argenziano, Sam Anderson, Robert Viharo, and Anne Haney). Eight out of 10.
