When Mr. Cowley speaks of the eight centuries it has taken (up to 1977) to get English Justice as near perfect as it could be, he is referring back to the time of King Henry II, great grandson of William the Conqueror. Henry was known for his extensive legal reforms after the chaos of the Anarchy (civil war between his mother and her cousin King Stephen), to establish a new Rule of Law.

Goofs
When Bodie and Doyle eventually locate Haydon's car in a second-hand car showroom, they discover that the radio is just a false front with knobs attached to a drawer where Haydon's gun was hidden. It is highly unlikely that the car would have been used by its other owners in the intervening six years without someone trying the radio and discovering that it was a dummy.

When the Heat Cools Off

A change in the opening title sequence.

It also starts off with a flashback when Doyle was a policeman back in 1971.

Bill Haydon is a nasty London gangster who was involved in an altercation with another man in a pub. Later that night Haydon shot a man dead and then killed Doyle's police partner.

Bill Haydon was later sentenced to life imprisonment.

Six years later Bill Haydon's daughter Jill shows up wanting her dad's case to be investigated as there is new evidence.

Doyle is reluctant at first but falls for the pretty daughter. However is Bill Haydon actually innocent?

Probably not worth looking into this episode too deeply as it makes little sense. I never bought into Doyle's and Jill's relationship as she looked like someone who might be using him.

However it is worth counting former Doctor Who alumni in this episode.
