- When an ancient bloodthirsty Vampire Vandalis descends on Hollywood it isn't long before he is preying on innocent runaways. They are toys in his game, but in a variation on the myth our Vampire is weaker and more vulnerable than his old school brethren. He is met by another vampire, Selia, who he's known for hundreds of years. She has psychic powers and tells him that he's being hunted and that the hunter has discovered a mythical "blade" with the power to cut their blood sucking eternal lives very short. Former Detective Grant has given up small time police work to pursue his quest, destroying the murderous Vampire Vandalis. He discovered the "Blade" and has been chasing Vandalis from city to city wading through the dearth of corpses and fear left in Vandalis' wake. Grant will finally confront Vandalis while trying to protect Alexis, a hard edged runaway. Vandalis has been preying on Alexis' friends using some of them to lure in others. Grant will have his work cut out for him as he tries to kill the elusive Vandalis. Just as Grant thinks he has Vandalis within slicing distance Vandalis turns the tables on him. Now the hunter becomes the hunted. Grant will fight to stay alive as Vandalis tries to turn him into another blood drained victim. - Age old vampire Vandalis (Michael Taggart) has found what he thinks is the perfect hunting ground...Los Angeles. The streets there are filled with runaways who won't be missed, so Vandalis rents a house and sets up his nest. First night on the streets, he is approached by Frankie (Darren Robertson), who offers to sell him whatever he's wanting to buy. Vandalis slips Frankie some money and invites him and his friends to bring whatever they've got and meet him later at his house. Vandalis goes home to find that his sanctuary has been invaded by his ex-lover, the vampire Selia (Sophie Tsimel). She warns him that he's being followed, but he doesn't believe her and kicks her out.
Van should have listened to Selia. Ex-detective turned vampire hunter Grant (Rod Koch) is closing in on him. Grant saw Van talking with Frankie and his friends and followed Alexis (Julie Tolle) and Clarissa (Megan Lee Ethridge). Thinking that Grant was a cop, the two girls tried to evade him by hiding in a shopping mall, but Grant waited until they came out then caught up with them again. He asks them where they are planning to meet Vandalis. Clarissa doesn't remember the address but she does remember the street, so the three of them walk down it.
Meanwhile, Frankie, Derek (Michael Estafen), Jer, and Molly (Melanie Hawkins) have arrived at Van's house. Van gives them some money, and Frankie sends Derek and Jer to the store for liquor, while he stays behind and Molly does Van in the bedroom. Sex isn't what Van is after, of course. He bites her neck, drinks some of her blood, and leaves her looking stoned and under his power. Selia has snuck back into the kitchen where she gets the jump on Frankie, but Van stops her before she has a chance to put Frankie under her power. Frankie tries to fire a shot at them, but Van jumps on Frankie. Soon, Frankie is under Van's power, too. When Derek and Jer return, they find their two friends acting higher than kites, so they decide to leave.
Grant, Alexis, and Clarissa see Derek and Jer coming out of the house and realize that they have found the place. Derek and Jer convince the girls not to go inside, but Grant doesn't heed the warning. Van, who was looking out the window when Grant arrived, pounces on Grant and knocks him to the floor. Grant fires a few shots at Van, but they don't harm him, so Grant whips out his anti-vampire dagger. He tries to slit Van's neck with the blade, but Selia sneaks up behind and clobbers Grant with a fireplace poker. Celia helps Van to his feet, and they head for the door. Grant reaches up with the blade and cuts Selia on the hand before he passes out.
When Grant comes to, Alexis is standing over him holding the blade. She hands it to him and asks what is going on. Grant tells her that Vandalis is a vampire, but she's not buying it. When she and Clarissa try to leave, Grant warns them that they need to stay close to him because Van will eventually come for them. Meanwhile, Van, Frankie, and Molly have taken refuge under a freeway bridge. Van feeds a bit more on Molly. When Frankie offers his neck, Van says that he first wants Frankie to round up all of his friends and bring them to him. When Frankie takes off to do Van's bidding, Van feeds a little more on Molly, who can only moan about how much she loves him. Selia shows up looking a bit peaked, so Van allows her to feed on Molly, too. Van warns Selia not to drink too much, but Selia drains poor Molly dry. Selia then shows Van the wound on her hand. It is not healing and, in fact, the tissue around it has begun to turn purple and her veins are turning blue, as though she is suffering from blood poisoning.
Back on the street, Grant, Clarissa, and Alexis are looking for their friends. When Clarissa goes into a store to use the restroom, she sees Derek and Jer, who are wondering what happened to Molly and Frankie. They decide to ditch out the back and go looking for them. They run into Frankie, who tells them that he knows where Molly is. As they head to the freeway, Grant sees them and gives chase, but they elude him. When they get to the underpass, Molly is gone, so Frankie has them search around for her. Van puts the bite on Derek, killing him. With Derek now missing, Clarissa and Jer become freaked out by Frankie's weird behavior and try to leave. Frankie pulls a gun on them. Suddenly, Grant and Alexis drive up. Grant also pulls out a gun and tells Frankie to drop his. Frankie fires, so Grant open fires on Frankie, killing him. Clarissa and Jer hightail it out of there, but Alexis hangs back.
Suddenly, Van leaps onto Grant's back and knocks him to the ground with a swift kick. Then he turns on Alexis. Grant sees what is going on and tries to stop Van from drinking Alexis' blood, but he is too late. Having now claimed Alexis as one of his thralls, Van takes off. Grant carries Alexis to his car and picks up Jer and Clarissa on the way to a motel room. Clarissa wants to take Alexis to the Emergency room, but Grant explains that they will treat it as an O.D. and that Alexis will be dead in six hours. Instead, Grant carries Alexis into the motel room, strips her, and places her in the shower. Then he puts her to bed and lets her sleep it off.
When Alexis awakens, the only thing she can think of is to get to Van. Grant tries to stop her, but Alexis won't be stopped...not even when Grant explains that Van will kill her. Alexis takes off, but Grant follows her. She leads him back to the underpass where Van is waiting for her. When Grant drives up, Alexis feigns weakness. Grant tries to support her, but she steals the blade from his jacket. Van jumps in and starts pounding on Grant. When Grant is almost unconscious, Van drinks his blood. Suddenly, Selia runs over. Now half crazed by the blood poisoning and totally angry that Van has rebuffed her and refused to help her, she grabs the blade from Alexis' hand and stabs Van several times in the back. Then she drinks his blood, and they both fall to the ground and die together.
In a voiceover, Grant explains how he and Alexis stayed with Van's body for two days. So strong was their love for him that they couldn't bear to leave. After a while, however, the addiction began to wane, and they were able to walk away.
