Simply put, Seth didn't think a Quagmire spin-off would work.

It was stated in an interview with The Cleveland Show creators that the reason Cleveland Jr. has become so fat is because he has started to go through puberty. This is likely the cause of his poor eyesight as well. He likely got glasses sometime between early childhood and adolescence.
