CM Bheema Bharti is bedridden after surviving a fatal attack. Bheema Bharti, Navin Kumar, and Party President Gauri Shankar Pandey engage in a triangle brawl.
Illiterate and reserved Rani Bharti is completely incompetent while taking the CM's oath in the cabinet meeting. Later, she directs the DGP to track down those responsible for Bheema's attempted murder.
Rani Bharti, as Bihar's Chief Minister, experiences her first difficulty at the office and learns from the finance secretary Parvez Alam that the state lacks the resources to even pay its staff and that all state treasuries are empty.
While visiting the treasury office late at night, Parvez Alam and his deputy Anjani Srivastav discover some strange bills. Rani asks him to look into AHD withdrawals from each of Bihar's 48 treasuries.
After questioning the AHD officials, Parvez Alam learns that a fraud was being committed with minister Prem Kumar's approval. Rani asks him to resign and Prem warns her that if he leaves, her government will fall.
Prem Kumar is dismissed by Rani Bharti, who also directs the CID to look into the scam. With Prem Kumar's unexpected move, Rani's government finds itself in the minority.
