This miniseries feature the return of Kamen Rider Genm's Action Gamer Level 2 form since its last appearance in Kamen Rider Ex-Aid (2016) Episode 11 Who's the Black Kamen Rider? (2016).
Kuroto's declaration that the world has finally caught up with his genius is a direct reference to Kamen Rider Ex-Aid Trilogy: Another Ending - Kamen Rider Genm vs. Lazer (2018), where prior to his death he wonders if the world will ever catch up to his genius.
Like Kamen Rider Drive Saga: Kamen Rider Brain (2019), this special was originally announced to premiere as an April Fools' joke, with Brain being announced in 2018, and Kamen Rider Genms -The Presidents- in 2020.
This miniseries is written by Yuya Takahashi, who was the head writer for both series featured in this miniseries.
Despite having Dangerous Zombie and Proto Mighty Action X Origin on his Kimewaza Slot Holder, Genm exclusively uses his Level 2 form in this special.
