Green Lantern green uniforms are provided by their rings, projected by them, when members remove their rings their clothes revert to the normal clothes they were wearing when they put it on. When Deegan confiscates the rings from his recruits, they're still wearing their green uniforms, which get torn and damaged like normal clothes.
