Anyone at All!

This Encyclopedia Britannica short film starts off with some youngster dying horribly in an auto accident. We are assured it wasn't his fault, but he died. So first at the school, and then more generally throughout the community, people organize through appealing to the National Safety Council, to study the problem.

At first I was annoyed. How about a few tips? But safety is a never-ending concern, and likely if there were some specific recommendations here, people would adopt them and give the matter no more thought. But safety issues are particular to a time and location; you don't worry about an avalanche in Miami. You don't worry about tsunamis in Denver. And so forth.

But first, you have to scare the bejasus out of the audience, in the time-honored tradition of driving education courses. So they do.
