The major villain in this series is Anarky, a genius mastermind who carries out socio-political acts to usurp and control Gotham. He was chosen to be the main villain as the producers didn't want "another Joker story" and due to Anarky's relevance to contemporary times.
According to producer Mitch Watson, Alfred Pennyworth in this show is based on Jim Malone (Sean Connery) from The Untouchables (1987): "He's a man who was once in a physical condition on par with Batman, who was now in his 60s and past his prime, but still able to provide advice to Batman and be an ally when necessary."
The producers employed thematic realism on designing the heroes and villains. Batman was kept realistic as possible (Mitch Watson says he "really gets damaged in his work") to focus on his detective nature, while the villains were specifically designed to be over-the-top.
According to producer Mitch Watson, Batman has three aspects to his personality:"There's the public Bruce Wayne, who we modeled slightly after Richard Branson, more of an altruistic guy whose company's trying to do good. The private Bruce is more introspective guy who really only deals with Alfred at the beginning of the series; he's quiet, a little bit obsessive about particular things. And finally, there's the Batman."
Batman's utility belt was fully recreated from cardboard and worn by producer Glen Murakami's design team, to test how the belt would function while in motion.
