Writer Masahiro Kakefuda turned down a Godzilla sequel in order to write for this film instead. He kept many of the tokusatsu effects in the original script and recycled it for this film's script instead.
The first draft of the script was an unofficial remake of the 1960 film "Eyes Without a Face" and would have followed a woman who was possessed by a cat and gouges out her eyeballs. Writer Masahiro Kakefuda said that it would have been the best horror film ever made if it was actually produced.
Director Kazuhiko Yamaguchi and writer Masahiro Kakefuda both got along very well, since they were both huge fans of bakeneko related films and spent a lot of time mapping out each time the bakeneko would appears in the film. Still, Kazuhiko made a lot of puzzling changes to the script, like changing the appearance of the bakeneko to predominantly white despite the fact that the cat seen in the film was black.
