After many years of separation from his father, a former police colonel, who unexpectedly disappeared, Ilya Averyanov returns to his hometown of Vogzhany. It turns out that the father died. Ilya is sure that it was not an accident, but he cannot prove that he is right: the city is mired in corruption and crime, and he, with his truth and justice, only hinders the local authorities. Mayor Vogzhan Gubarev finds himself embroiled in a criminal conspiracy to traffic illegal substances and trade in weapons. Between him and his brother, a bandit nicknamed Guban, who is convinced that power in the city belongs to him, a struggle for authority and influence flares up, from which local residents inevitably suffer. They do not believe that the city can live according to the law, so Ilya decides to change the situation and prove to his fellow countrymen that only by uniting can they resist evil.
