The acting is wooden.
The directing is worse.
The dialogue is terrible.
The plot holes are huge.
The editing is shockingly bad.
The few good lines are delivered... poorly.
The chemistry between any two given actors is almost zero.
The chemistry between Mr Stalone and Miss Nielsen is actually zero As far as mid 80s action movies go, it's the defining work of it's genre.
Andrew Robinson was good in it, but then he's good in just about everything.
It's an awful movie, but without this as a stepping stone for writers, directors, cinematographers, and editors, to see how simple it is to be just a bit better, we don't get progression to things like Lethal Weapon.

Since it's set somewhere in the 800 or so years before the events of even the Phantom Menace, the only established rules it has to follow are that Jedi use lightsabers, have a level of precognition that helps in a fight, and can do telekinesis. Also the spacey stuff.
They certainly show rather than tell you those things.
The story takes the entire season to unfold so should be judged as a whole. You should discount most of the user reviews posted before 17 July and all of the ones posted before 25 June (when episode 5 came out).
The cinematography is outstanding, the fight choreography is superb, the acting is good (mostly).
Even the dialog is good... if you judge it against George's efforts.
Compared to the other series I'd rank it alongside Kenobi.
