This movie was about Arthur Fleck. Not the Joker. Phillips saw the reaction people had to the first film and decided to hold up a mirror to the audience. Oh? You like this character? This one one right here? No. No you don't. No one actually cared about Arthur, they just wanted to see a psychotic clown brutally murdering people. With each negative review everyone is proving just how much that didn't actually give a crap about the original message of the first film.
Also I think the music really added to the "craziness" of it all. What's more psychotic than having a literal musical going on inside your head? It was perfectly unhinged choice. Just like the Joker should be.
But then again, people don't want unhinged. They want murder and gore. And as we see in the last scene of the film, we get exactly that. Just what the audience wanted all along. Murder and gore. Phillips' final eff you to the audience. He knew EXACTLY what he was doing. And I applaud him for it.
