Last week, just two days before Thanksgiving, the US Environmental Protection Agency (EPA) released one of the most significant updates yet on IIJA Lead Service Line Replacement (LSLR) funding. A new memo, updated formulas, reallocated dollars, clarified eligibility, and a national dashboard give us the clearest picture to date of where lead and galvanized requirement replacement (GRR) lines exist…and how quickly funds will move. Isaac Pellerin sat down with Jonathan Cuppett, Director of Water Quality Compliance, to break down what changed and what utilities should be doing right now. Key takeaways from the EPA update: The national estimate of lead + GRR service lines has been revised from ~9M to ~4M, informed by 50,000+ inventories submitted last year. EPA released a new dashboard providing unprecedented public transparency into state and system-level inventories. States with the highest demonstrated need will see increased funding allocations beginning in FY25–26. Unspent funds from FY23 and FY24 are being redistributed—but not all states are eligible. Major eligibility clarifications allow utilities to use funds for GRRs and certain integrated components (mains, meters, connectors) in disadvantaged communities. The total estimated replacement cost (~$40B) far exceeds the $15B allocated, meaning shovel-ready projects will get priority. 💡 What utilities should be doing now: If you still have unknowns, incomplete inventories, or an unsequenced replacement plan, now is the time to act. The utilities best positioned to receive funding in 2025 and 2026 will be those who can clearly demonstrate: 1️⃣ What they have 2️⃣ What it will take to replace it 3️⃣ How they’ll prioritize disadvantaged communities 4️⃣ That they are ready to move as soon as dollars hit their state ➡️ Watch our full breakdown here: https://lnkd.in/gkyyyDvg The next round of funding is coming fast.
