Big changes are coming to TARC! This week, Transit Authority of River City (TARC) and Jarrett Walker + Associates, in partnership with Schmidt Associates, unveiled the New TARC Network to the TARC board and the Louisville community. The plan will: ◽ Help address TARC’s fiscal challenges by aligning service levels with available funding, ◽ Maintain service within close proximity to 97 percent of locations where riders currently board, and ◽ Expand access to job opportunities, increasing the number of jobs the average resident can reach by 5 percent. After an unprecedented 18 months of thoughtful planning, active listening, and meaningful conversations, it’s been a privilege to support TARC in shaping a system that reflects Louisville’s needs—and we’re excited for what’s next. I enjoy seeing a project move from an RFP to something that’s now out in the world, actively serving the community. This is especially exciting news for Transit Authority of River City (TARC). At the end of each pursuit, I try to identify at least one takeaway. For this one, it was clear: have confidence in your strategy—and earn the trust of your team to execute it. When those two align, the results speak for themselves.

A service review is a comprehensive review of services within a designated geographic area and includes steps to obtain information about services in the geographic area, evaluate provision of services from a comprehensive perspective, and recommend actions when necessary, to promote the efficient provision of those services. Roundabouts offer benefits that extend well beyond simply improving traffic flow. While they are widely recognized for enhancing mobility and reducing congestion, their broader contributions to complete streets and connectivity are often underestimated or overlooked. Roundabouts can significantly improve safety for all users—drivers, cyclists, and pedestrians—by calming traffic, reducing conflict points, and encouraging lower vehicle speeds. Additionally, they enhance neighborhood connectivity by making intersections more accessible and navigable, particularly for non-motorized users. By integrating landscaping, pedestrian refuges, and clearer crosswalks, roundabouts can serve as functional and aesthetic community focal points that align with modern urban planning goals.
What was once an often congested and sometimes challenging high speed intersection is now a smooth-flowing gateway to Avila Beach. Even while construction is nearing completion, all traffic, from cyclist to large trucks, navigate the gentle turns with ease. We’re proud to have helped deliver this transformative project for the community! Thank you County of San Luis Obispo, Caltrans, and San Luis Obispo Council of Governments - slocog.org and for your trust and collaboration!
