Introduction including overview of area inspected and activities taking place
The Company I have chosen for the project is XYZ Construction Company was founded by Pallonji
Mistry on 1865. Their Head quarter is located at Mumbai. They had done several construction
projects and I have visited one of their Construction projects which are located at Suriyur Village,
Trichy district, Tamil Nadu on 3/09/15 at 10.30 am to 12.45 pm.
The Construction area was surrounded by permanent wall structure there is a two entry but one entry
was restricted to use only in emergency purpose. The Geographical area was about 300 acres but
construction area is about 150 acres.
This project was started on Dec 2014 and it has 4 assembly points because of its vast area. The
averages of 1200 Sub contractors Employees and 130 direct company employees are working for this
project. The Main activities of this project are Excavation, Reinforcement, Welding, Joinery works,
Concreting, Drilling, Curing Concrete, Brick works, Plastering, Painting.
I start my inspection from security gate followed by work place, canteen, toilets, labour camp, First aid
room and end with Carpentry yard.

Executive Summary
Health and safety performances of the site are in good condition up to date there is no loss time
injuries were found. Some good practices are found inside the site premises such as good security
system induction for visitors, contractors.
However to maintain the Health and safety performance throughout the project and to increase the
safe man hours. To have good compliance with Indian Legislation and International standards like
OSHAS 18001:2009 the following improvements are recommended which is of serious concern
1. Non provision of guard rail and toe board to prevent fall off person, objects while working at
height,
2. Path way from work place to labour camp is of serious snake hazard due to huge grass
3. No signal man for tower crane operation
4. Non provision of adequate drinking water and insufficient toilets
5. Site logistics road is no t suitable for heavy vehicle operation
6. Poor housekeeping in the work place and labour camp
Provision of guard rail, protection from snake, signalman, welfare facilities, permanent road, good
housekeeping .These improvements may reduce the risk of accident, ill- health and fatal and increase
the safe man hours.
Employer is morally, legally responsible to provide safe work place, plant, equipment if he/she
fails to provide may lead to Prosecution/fine/ imprisonment. Economic factors such as direct cost and
indirect cost related to accidents which makes the organisation close the business

Main findings of the inspection
1. Work at Height (Observation19)
In construction work fall from height is a major hazard which makes serious injury and fatal may
occur. During Inspection it was found that there is no guard rail and toe board while working at height
during beam reinforcement work. Employer is morally, legally responsible to protect the worker by
providing guardrail and toe board to prevent fall of material. To minimise the consequences of fall it is
necessary to provide fall protection net .If employer he/she violate the rules and person if fall from
height and got injury means may lead to enforcement action by police department and employer need
to pay compensation as per Building and other construction workers act 1948.
The cost to provide guard rail, toe board, safety net, and training to worker is very less than
compensation to employees
2. Welfare (Observation 8,23,)
During inspection it was found there is no adequate water supply for workers, it is a hot summer all
the human body requires large amount of water if fails to provide adequate drinking water may leads
to dehydration, muscle cramps and fatigue. In sufficient number of toilets may lead the worker to use
open air toilet which is a main factor of causing various disease typhoid, cholera, polio, hepatitis, etc.
Open defecation is a leading cause of diarrheal death. Employer morally, legally responsible to
provide basic facilities as per ILO Convention C155 if he fails to provide may lead to enforcement
action and provide penalty to employer.
The cost to provide drinking water and toilet facilities is less than spending money to pay fine and to
curing disease like hepatitis, typhoid and in fatal situation we need to provide Compensation to
employee for diarrheal death
3. Snake Hazard (Observation 21)
Pathway of work place to Labour camp was found with huge grass area, where highly venomous
Indian cobra was found. If the snake bites person will immediately death within seconds. To overcome
this calling snake catchers and Dose the grass area using back hoe and providing adequate
illumination over the area at night.
Employer is morally legally responsible to provide safe work place to worker. Cost to dose the
area, lighting facilities, calling snake catchers is very low than compensation to worker if he death due
to snake bite.
4. House Keeping (Observation 4,15,25)
Poor Housekeeping was found in work place such as improper material stacking; stacking material at
the entry of ladder which obstructs the access which may lead to slip, trip hazard and results injury to
the person. In labour camp dustbin was dumped with all types of waste and found in over flow
condition which may creates bacterial infection to workers. As per solid waste disposal act 1965 the
waste should be disposed regularly and to segregate the waste.
The management need to appoint some scavengers to do regular housekeeping and to monitor the
Scavengers appointing one supervisor. In addition training to workers like where to stack material,
where not to stack material, etc.
The Cost for appointing personnel for housekeeping was less than cost in handling with slip, trip
accident, fine, compensation to workers
5. Tower crane without signalman (Observation 12)
During inspection Tower crane was operating without signal man. The signalman is part of the crane
crew and is responsible to the operator to give signals for lifting, swinging, and lowering loads. Not
only does the signalman give signals for handling loads but the signalman can visually observe
what the operator cannot see from the operator’s cab. During a lift the signalman should make a
visual check of the following the load hook is centred over the centre of balance of the load, checking
the stability of the outriggers.
If there is no signal man leads to fall of material from hook, Collapse of crane, striking against objects,
etc. As per BOCW act 1996 tower crane operation needs a competent signal man.
Cost to appoint signal man is very less than damage caused by non appointing signal man to crane
which results huge loss to company
6. Road way is not suitable for vehicle operation (Observation 4)
Site logistics road is not suitable for heavy vehicle operation. Road way is of ups and down which
makes vehicle to topple and in rainy days the road becomes sludge and slurry which makes the
vehicle to skid, overturning and leads injury to driver. The Management need to provide suitable roads
whether it may be permanent or temporary which will avoid serious accident and damage to property.
As per Motor vehicles act 1939, Road way should be suitable for vehicle operation.
Cost to provide temporary or permanent road is less than loss of money in dealing with medical
treatment, compensation to worker and loss of reputation when any fatal occurs.

Conclusions
The Project site is certified with Occupational health and safety OSHAS 18001:2007.Upto date there
is no Loss time injury.
However some critical issues were found during Inspection such as Poor safety protection while
working at height, lack of providing welfare facilities, snake hazard, No signal man for tower crane,
Poor housekeeping, Unsuitable road way for heavy vehicle operation which need to control as soon
as possible to prevent accident, ill health, fatal.
The Actions and recommendations are to be taken already mentioned in main findings of this report.
Majority of the recommendation made in this report is cost effective, simple to implement within a
short possible time.
This report shows the management is fails to implement act and law such as BOCW act 1996, Solid
waste disposal act, ILO C155. Breaching of law may lead to enforcement action, Prosecution, fine to
the employer. Loss of Reputation due to accidents which put organisation out of business.
This Company is already Successful Company and has a good reputation in society. So the
Management is advised to maintain good health and safety to satisfy moral, legal and economic
