Addition of Part PFE - Requirements for Feedwater Heaters.

Explanation

Due to many concerns that have risen over the years and the current manufacturing
practice of installing a Section VIII designed and manufactured fired pressure vessel
with a Section I Boiler the TG on Economizers has developed this change to allow the
configuration to be manufactured, stamped and identified as a complete boiler unit
including identifying the Section VIII component on the Master Data report.

PG-6 13-318

Delete reference to SA-202 material specification from Section I in PG-6.

Explanation

Withdrawal of specification SA-202 was initiated by BPV II to remove SA-202 material


specification. Similar action is being taken by BPV VIII and BPV IX - BPV VIII item
number is 13-292, and BPV IX item number is 13-293.

PG-11 10-1780

Replacement and reorganization of PG-11 and PG-42. PG-11 is now more in line with
UG-11 of Section VIII, Div. 1

Explanation

The revisions include a restructuring of PG-11 to include rules for nonstandard pressure
parts; rules for pressure parts, welded or non-welded, built to an ASME product
standard such as B16.5; and rules for pressure parts, welded or non-welded, built to a
standard other than ASME such as a Manufacturer's standard. The task group is
proposing rules for documentation a Manufacturer must submit to assure the part
complies with the rules of the Code.

Cross reference to PW-43 revised to PG-56. PW-43 relocated to new paragraph PG-
56. Alternate design procedures added to new PG-56.

Explanation

During discussion under 11-1957 dealing with units in the design rules of PW-43, it was
suggested that Section I ought to be expanded to allow alternative rules for design of
structural attachments. It was further suggested that in as much as the content of PW-
43 is design related, it ought to be relocated to the design portion of PG.

PG-26 12-2087

Revised PG-26 to add Weld Strength Reduction Factors for nickel base alloys.

Explanation

The basis for the method used to establish WSRFs was reviewed and follows herein. In
simple terms, the factor begins at 1.00 at the lowest temperatures where creep-rupture
controls allowable stresses. At the T-Note temperature from Tables 1A and 1B of II-D
minus 50 deg F) the WSRF is 1.0 and slopes downward linearly over a 550 degF
temperature range to the lowest value of 0.50. If allowable stresses exist to
temperatures beyond the 550 deg F interval, the value remains constant at 0.50. The
slope constant is then W=1-.(000909)(550F). In Table PG-26 the values are truncated
to 2 significant digits. For a single group of materials with more than 1 T-Note
temperature, we generally settled on the lowest of the possible T-Notes.

PG-33.3 13-850

Revise the definition of terms “t” and “tn”, in Section I, PG-33.3

Explanation

There is some confusion in calculating the available reinforcement of nozzle openings


when pipe is used for the nozzle neck or when pipe is used for the vessel or header.
The confusion is whether the thinning allowance of pipe should be deducted from the
nominal thickness of these components. To clarify this, the revision is to use the same
definitions for of terms “t” and “tn” from ASME Section VIII, Division 1. This would mean
that the nominal thickness of the pipe nozzle neck can be used for reinforcement, but
the nominal thickness less the thinning allowance shall be used for the vessel or header
made from pipe. This proposal is in line with the Section I Example Problems and
Section VIII-1.

PG-105 12-1617

Revise PG-105.1, PG-105.3, PG-105.4, A-302.3, Form P-4, and Table A-370 and add
new paragraph PG-106.8.3 to address a new Certificate of Authorization for
organizations fabricating parts without design responsibility.

Explanation

Organizations fabricating parts are currently required to demonstrate design capabilities


and are required to obtain separate ASME Certificates of Authorization for fabricating
parts under each section of the boiler code. The proposed program will permit
organizations that fabricate parts and do not perform or take design responsibility to
obtain ASME certification. The new certificate program will also recognize authorization
to fabricate parts for multiple Code Sections based on demonstrated capabilities.
Development of the new certification program for fabrication of parts has been endorsed
by BCA and TOMC.

PW-9.3/Figure PW-9.3.1 13-287

Revise PW-9.3 by adding new paragraph PW-9.3.3 and new Figure PW-9.3.3.
Paragraphs PW-9.3 and PW-9.3.1 were revised accordingly and existing Figure PW-9.1
is removed an replaced with new Figure PW-9.3.1. The dashed head lines that are in
the existing Figure PW-9.1 were removed in the new Figure PW-9.3.1, since head
attachment details are shown in the new Figure PW-9.3.3. Existing Figure PW-9.2 was
relabeled as Figure PW-9.4, so the figure correlates with the paragraph PW-9.4.

PW-16.8 11-1180

Add a new paragraph PW-16.8 and new figure PW-16.8.

Explanation

The second leading failure mechanism in high temperature boiler headers is cracking
between the stub tube weld and the header. The two leading causes of this cracking are
creep swelling of the header and stress caused by oxide growth between the tube stub
and the header. This action will require the oxide growth to be addressed in the design
of the shell, drum, or header when a socket type tube attachment is used.

A-260.1 14-1071

Sec. I Nonmandatory Appendices A-260.1 and A-270.1 were revised in order to clarify
the requirement for demonstration of NDE procedures, by adding "demonstration to the
satisfaction of the Inspector" and adding a references to subparagraphs of Sec. V
T-150 "(a) or (b)".

Explanation

Regarding NDE procedures, some interpret a general reference to Section V, T-150, as


requiring the procedure to be “qualified” as opposed to merely being demonstrated. This
revision is to clarify that procedure qualification is not required unless the need for
qualification is specifically stated in this Section.

Preamble 14-337

Addition of solar as a fuel source and the definition of solar receiver steam generators to
the Preamble

Explanation

This action adds solar receiver steam generators, in which water is directly converted to
steam using solar energy as the principal source of thermal energy, to Section I. There
have been solar receiver steam generators fabricated and constructed over the past 25
years, many in accordance with Section I. It is anticipated that there will be accelerated
worldwide deployment of concentrated solar power.

PG-9.3 14-1019

Add exception to PFT-12.1.1 to the requirement in PG-9.3 that copper pipe or tube be a
minimum of schedule 40. Revise PG-9.3 to refer to the exception added in PFT-12.1.1.

Explanation

This revision accompanies the intent interpretations brought forward under item 14-807

PG-19 14-606

Revised Endnote 8 to reference A-205 instead of A-370. Revised PW-44.1 to reference


A-207 instead of A-360.

Explanation

Section II, Part D, Nonmandatory Appendix A had been revised in 2013 with new
references pertaining to issues with code material. Section I, PW-44.1 and Endnote 8
still contain old references and were not updated. This proposal serves to update these
references.

Table PG-19 13-120

TABLE PG-19 has been revised to include the rules for TP347H. Other items related to
incorporation of this code case are being handled concurrently by Section II and Section
IX.

Explanation

Incorporation of Code Case 2328-1 in Section I.

Table PG-19 13-1039

Table PG-19 was revised to list Alloy 800HT. Minimum holding Temperature provided
in Table PW-39-12 was revised. PWHT requirements for Alloys 800H (UNS N08810)
and 800HT (UNS N08811) were added to Table PW-39-13.

Explanation

Weld of Alloys 800H (UNS N08810) and 800HT (UNS N08811) are susceptible to
Stress Relaxation Cracking (SRC) as well as Alloy 617. To avoid SRC, it is necessary to
add PWHT requirements such as Section VIII, Division 1, UNF-56(e) to Table PW-39-13
for P-No. 45. In addition, cold formed area of Alloy 800HT also has susceptibility to SRC
and post forming heat treatment is essential for this material. Therefore, Alloy 800HT
shall be listed on Table PG-19. Regarding minimum heat treatment temperature for
alloy 800HT, the same value with the temperature specified in the material specification
such as SB-407 is adopted to achieve coarse grain size. Furthermore, the minimum
holding temperature of PWHT for alloy 617 (P-No. 43) is raised to 1740°F (950°C).

Table PG-19 13-708

Amend Note 2 to include 310HCbN. Note 2 would read: "While minimum heat-
treatment temperatures are specified, it is recommended that the heat-treatment
temperature range be limited to 150°F (85°C) above that minimum, and 250°F (140°C)
for 347, 347H, 348, 348H and 310HCbN.

Explanation

Code Case 2115-3 specified that the rules of PG-19 for 347H material shall be applied
to 310HCbN material. When the Code Case was incorporated into the Code (2010
Edition) this requirement was not transferred. This results in the lower temperature
range (150F/85C) being applied which is not the intent. 310HCbN should be listed with
the 347H material with the higher temperature range (250F/140C).

PG-25.2.1.1 12-1117

Revised PG-25 to delete the title of the ASTM standards and refer to them only by
number. The current title is shown in Table A-360. Revised Section I, Table A-360 to
update reference to ASTM NDE reference standards E125-63 (R2013), E186-10, E280-
10 and E446-10. In the titles of E186-10 and E446-10, changed "51 mm" to read "50.8
mm," matching revisions ASTM made to titles of the standards

Explanation

Review of updated references to ASTM E 125, E 186, E 280 and E 446 in Section I,
Table A-360. It has been confirmed that the reference standard photographs in E125
and the radiographic plates in E186, E280 & E446 have not been revised. The changes
in the text part of E125 are editorial. Changes to the text portions of the radiographic
standards improve clarity.

Note 11 is added to the fourth row [from the top, CSEF(subcrit.) ] in Table PG-26.

Explanation

Note 11 was inadvertently omitted from the original proposal for. CSEF(subcrit.) since
the inception of Table PG-26 . This action corrects that mistake by adding Note 11 to
CSEF(subcrit.).

PG-27.2.3 14-1295

Replace A-125 in PG-27.2.3 with A-317. This is the an acceptable method of determing
MAWP or Minimum thickness of cylindrical shells. Delete A-125 in PG-52.3. Remove
A-125 in its entirety

Explanation

With the addition of Appendix A-317 under BPV-I Item 03-1055, Appendix A-125 is no
longer needed. Both A-125 and A-317 are acceptable methods for determining MAWP
or minimum thickness for thick wall cylindrical shells. There is no need to have two
methods, and the methods in A-317 is more accurate and can be used now for thick
wall shells. Per Item 03-1055, Appendix A-317: 1) Is a better fit to the data, originally
used for developing the current equations, than are the current equations themselves.

Explanation

Revision to PG-27 for Incorporation of Code Case 2359-2, Ni-25Cr-9.5Fe-2.1Al Alloy


(UNS N06025). Refer to BPV II item 11-772. The revision is accomplished by inserting
a line with y values at different temperatures for N06025, in the table in PG-27.4.6.
Separate from this action, Item 12-2087 will add weld strength reduction factors for
N06025 in Table PG-26, completing the incorporation of CC2359-2.

PG-28.3.1 14-1269

PG-28.3.1 revised to clarify that Section I only contains rules for stiffener rings for
furnaces only. PFT-17.4 description of required weld attaching stiffening rings to
furnaces revised. However, through the provisions of PG-16.1, other design rules may
be used.

Explanation

An inquiry was received indicating that since the external pressure rules in PFT-51 and
PFT-52 were generalized and moved to PG-28, it was no longer clear if stiffener rings
for components other than furnaces could be used. This revision clarifies that Section I
contains rules for design of stiffener rings for furnaces only, but that through the
provisions of PG-16.1, other design rules, such as Section VIII div. 1, can be used. Also,
the wording of PFT-17.4 is being clarified to better describe the required weld for
attaching stiffener rings to furnaces.

Remove the units for the term "S" in PG-31.2 of Section I.

Explanation

Except for the term "S", none of the other terms in PG-31.2 have units, so the units
shown should be removed form term "S". Other parts of Section I show the term "S"
without units; i.e. PG-27.3, so removing the units for "S" in PG-31.2 would be
consistent.

Explanation

The nomenclature for hG has been consistent in Section VIII since 2004. Section I used

PG-48.1 14-1179

Reinstated PG-48.1. Replaced Fig. A-8 sketch (g) with two new sketches (g-1) and
(g-2).

Explanation

A request for revision of Fig. A-8 sketch (g) was received. Upon researching the
background of the sketch, it was discovered that the sketch is not referenced anywhere
in the current text of the Code, making it difficult to understand what the sketch is even
depicting. Further research into the history of the sketch revealed that prior to Part PR
being deleted in the summer 73 addenda, Fig. A-8 was entitled "Detailed Sketches
Showing Application of PG-48 and PFT-26 to the Staying of Boilers". In addition, at that
time PG-48 included sub paragraph PG-48.1 which read "For staybolts adjacent to the
riveted edges bounding a stayed surface, the value of p in the formula of PG-46 may be
taken as the distance from the edge of a staybolt hole to a straight line tangent to the
edges of the rivet holes:. It is clear from that language that sketch (g) is depicting the
construction referenced in the old PG-48.1. PG-48.1 was deleted in the 1974 edition as
a follow-up editorial action to the deletion of Part PR.

In as much as Part PR has been reinstated as part of the SG Locomotive efforts, this
proposal reinstates the old PG-48.1. In addition sketch (g) is being replaced with two
sketches that better depict the construction as applied in locomotive riveted
construction.

Explanation

PG-52.6 contains nomenclature and states that the symbols defined are used in the

PG-52 to provide the nomenclature at the beginning of PG-52 and refer to the entirety of
PG-52. This way the nomenclature for the equation in the paragraph will be known by
the reader as he is digesting the requirements and use of the paragraph

uniform requirements for conformity assessment.

Explanation

The new ASME CA-1 Standard has been developed by the C-CAR Standards
Committee to uniformly address conformity assessment requirements of the ASME BPV
Codes. Action is now required to incorporate reference to the CA-1 Standard and
remove requirements from the book section that are now covered by CA-1. The
separation of conformity assessment from technical requirements of the book sections
has been endorsed by the TOMC and S&C Council.

Revised PG-110(e)(2) by adding "for power actuated pressure relieving valves per PG-

Explanation

The 2010 Edition of ASME Section I incorporated supercritical correction factor tables
and supercritical capacity stamping requirements per record 07-1148. The revision to
PG-110 per 07-1148 requires supercritical steam capacities to be per PG-69.2.3 which
is applicable for pressure relief valves but not for power actuated pressure relieving
valves. PG-69.2.3 offers no guidance regarding capacity certification or calculation for
power actuated pressure relieving valves. Power actuated pressure relieving valves are
certified per PG-69.3 and their capacity is required to be marked per PG-69.4. It is
therefore necessary to revise PG-110(e)(2) to indicate that the capacity for power
actuated pressure relieving valves shall be per PG-69.4.

Revise PG-112 and A-350 to clarify guidance for use of data report forms.

Explanation

Comments have been made concerning the guidance offered in how to use the different
data report forms. This item was opened to revise Section I,PG-112 and A-350 to clarify
that guidance.

Adopt new Form PL-1, Guide A-352.1 and revisions to PG-112 and PG-113 to explain
the use of the form.

Explanation

Section I proposed Part PL will require a Data Report for Locomotive Boilers. The new
PL-1 Data Report for Locomotive Boiler is identical in content with the current FRA
Form 4, which is the standard specification form for steam locomotives under FRA
jurisdiction. The form contains the ASME Identification information and certification
blocks required by Code added to provide ASME Certification.

Explanation

Table PW-11 13-103

Add exemption to volumetric examination in PWT-12 and PFT-21 for watertube boilers
to Table PW-11. Add the term waterleg to PWT-12. Delete PWT-12.1 and PWT-12.2
and refer to PFT-21 for permitted construction of box-type headers and waterlegs.

Explanation

A formatting problem with the existing text in PWT-12.2 is as follows "You'll notice that
the PWT-12.2 list of requirements resumes in the top-right column, but the paragraph is
indented, the first word is capitalized, and the sentence is a fragment. PWT-12.2 needs
to be reformatted in such a way as to make it clear that the text in the right-hand column
is a continuation of the requirements of PWT-12.2."

Addition of new paragraph PW-36.3

Explanation

Section IX has established new rules for assigning a P-Number to weld overlay or weld
metal buildup material for purposes of procedure qualification: QW-424.2 For welds
joining base metals to weld metal buildup or corrosion-resistant weld metal overlay, the
buildup or overlay portion of the joint may be substituted in the test coupon by any P-
Number base material that nominally matches the chemical analysis of the buildup or

Explanation

When Table PW-39-1 was revised under 09-1560 to relax the requirements for postweld
heat treatment of P-1 materials, Section I did not fully embrace the recommendations of
the EPRI report or the precedent set by Section VIII. In particular, in note (a)(1) of Table
PW-39-1, the exemption was limited to ¾” with a proviso that if the nominal material
thickness of any of the base metals in the weld joint exceed 1 inch a preheat of 200 F
must be applied. The preheat was stipulated to reduce concern that a thick plate
adjacent to the weld would act as a heat sink quenching the weld and increasing
residual stresses. For groove welds between two plates, the thicker plate does act as a
significant heat sink as the thick plate can conduct heat away from the weld pool
essentially over a full 180 degrees. For a welded stay attached in accordance with PW-
19, the stay does not literally have a thickness, it has a diameter. More importantly, the
heat transfer can only occur in one dimension along the axis of the stay. Thus the ability
of a stay with a diameter greater than 1 in. to quench the weld pool, as a thick plate
would do, is not present. As such this proposal modifies Table PW-39-1 Note(a)(1) to
exclude welded stays from the requirement for the 200 F preheat. This proposal does
not affect the requirements when the nominal thickness of the weld exceeds ¾”.

does not serve as a tubesheet. Additionally it is sometimes desirable for
manufacturability to attach the furnace to the head or tubesheet with the furnace
abutting the tubesheet or head. This revision provides for those alternatives and places
requirements for the weld similar to what is called out for tubesheet to shell welds in
PFT-11.4.

PEB-8.3 13-1962

Modify paragraph PEB-8.3 to allow electric element support plates to be constructed by


"U" Certificate Holders or as miscellaneous pressure parts.

Explanation

In the 2013 Code paragraph PEB-8.3 was added to allow the use of Section VIII Div. 1
Mandatory Appendix 41 to design element support plates. As written, this paragraph
inadvertently disallows what is common practice. In the proposed code change,
paragraph PG-11 as a manufacturer's standard pressure part was specifically
referenced to prevent the use of a standard ANSI blind flange with holes drilled into it.
There is urgency to this item as the addition of PEB-8.3 will prevent manufacturers from
selling their boilers until they complete a redesign of their product. This causes an
unnecessary burden when the addition of PEB-8.3 was not intended to exclude the use
of manufacturers standard pressure parts or parts constructed by a "U" Certificate
Holder supplied with a partial data report.
