Attached is CSC Memorandum Circular (MC) No. 12, s. 2003 dated 29 October 2003 on the
subject "Revised Policies on Qualification Standards" implementing CSC Resolution
No. 030962 dated September 12, 2003 which amends CSC MC No. 42, s. 1998 (Framework
for Implementation of Policies on Qualification Standards) and other issuances inconsistent
therewith.

| Pursuant to CSC Resolution No, 030962 dated September 12, 2003, the Commission
has updated and fine-tuned all existing, policies on qualification standards. ‘These policies
are contained in the “Revised Policies on Qualification Standards”
‘The Revised Policies on Qualification Standards which amends MC No. 42, s. 1998
(Framework for Implementation of Policies on Qualification Standards) and other issuances

WHEREAS, the Civil Service Commission, the central personnel agency of the
Governmen!, is mandated by the Philippine Constitution to ensure that all
appointments in the civil service are made only according to merit and fitness to be
determined, as far as practicable, by comprtitive examination:
WHEREAS, Section 12 (1), Chapter Ill, Tille 1, Book V of the Administrative Code of
1987, states that the Civil Service Commission (CSC) shall administer and enforce
the constitutional and statutory provisions on the merit system for all levels and ranks
in the civil service;
WHEREAS, Sec: 22, Chapler 5 of Execulive Order No. 292, stales thal “A
qualification standard expresses the minimum requirements for a class of positions
in terms of education, training and experience, civil service eligibilily, physical filness,
and other qualities required for successful performance. The degree of qualifications
of an officer or employee shall be determined by the appointing authority on the
basis of the qualification standard for the particular position”
WHEREAS, Sec. 4, Rule iV, Omnibus Rules Implementing Book V of E.O. 292, and
other pertinent Civil Service Laws, provide that “The Commission shall adopt
qualification standards for service-wide positions in the first and second levels and
shall review and update, whenever necessary, those already established. Each
department or agency shall establish qualification standards for positions unique to
the department or agency concerned and shall submit the same to the Commission
for approval by the Commission”,
WHEREAS, to meet the changing needs of personnel administration and to provide
easy reference to all concerned, the Commission has consolidated, reviewed,
updated and fine-tuned all existing policies on qualification standards, which are
provided under MC 42, s. 1998, otherwise known as the “Framework for
Implementation of Policies on Qualification Standards’, and other CSC issuances on
qualification standards.

Part. General Policies
Qualification Standards are the minimum and basic requirements for positions
in the government. These shall serve as the basic guide in the selection of
personnel and in the evaluation of appointments to all positions in the
government
Qualification Standards shall be established for all positions in the Index of
Occupational Services (IOS) or positions subsequently created and
approved in accordance with existing laws, policies, rules and regulations
Qualification Standards, which have been established and approved by the
Commission for positions in a particular sector, may be adopted for the same

Agencies are encouraged to set specific or higher standards for their
positions. These standards shall be submitted to the Commission for
approval, and once approved, they shall be adopted by the Commission
as qualification standards in the attestation of appointments of the
agency congerned.
Qualification Standards that are subsequently prescribed by a special
law shall prevail.
Qualification Standards for positions with generic or specific titles shall
be established based on the set of duties and responsibilities Indicated
in the Position Description Form (PDF), which the Department of Budget
and Management (DBM) used In the classification and salary grade
allocation of the position.
Appointees to career service positions must meet the education,
training, experience, and eligibility requirements prescribed in the
Qualification Standards Manual, unless otherwise determined by the
Commission.
Appointees to casual, contractual, and colerminous positions that are not
primarily confidential in nature must meet the education, training, and
experience requirements prescribed in the Qualification Standards Manual.
Eligibility is not required for appointment, but preference should be given to
civil service eligibles. However, if the duties of the position involve the
practice of a profession regulated by the Philippine Bar/Board laws, and/or
require licenses such as those required for posi

Highly skilled positions are those listed in Category Il of MC 11, 5
1996 and those that may be subsequently determined by the
Commission.
A highly skilled position is one that requires skills acquired
through specialized education or training for which no skills test
is available. These skills cannot be measured by the usual paper
and pencil test, but through actual work performance and other
tests of merit and fitness.
These standards shall be submitted to the CSC for approval and
shall be used as basis for attestation of appointments by the CSC.

included in any of the abovementioned listings, the concerned parties
are required to secure a certification from CHED that said Institution Is

Education refers to the formal or non-formal academic, technical, or
tional studies that will enable the candidate to successfully perform the
duties and responsibilities in the Position Description Form (POF) of the
position to be filled

A graduate of any bachelor's degree with 12 units in
Accounting, Mathematics, or Economics in the curriculum may
bbe appointed to position of Financial Analyst, Fiscal Exeminer,
or Licensing Officer.

A graduate of Bachelor of Science in Nursing who has
eamed the 12 units in Accounting may be considered for
appointment to position of Budget Officer or Cashier.
Certificates of completion of toin-formal education Issued by the
Department of Education shall be considered valid documents for
Permanent appointment to positions requiring completion of elementary
or high school education, provided, that the other requirements of the
positions‘are met.
Certifications Issued by the schools deputized by the Commission on
Higher Edutation (CHED) on having completed a bachelor's degree
under the Expanded Tertiary Education Equivalency and Accreditation
Program (EO 330 May 10, 1996) shall be considered valid documents for
meeting the education requirement for positions requiring completion of
a bachelor's degree. (Annex C-List of CHED Deputized Schools)
Certificates Issued by the schools deputized by CHED showing
completion of at least 72 academic units leading to a degree under the
Expanded Tertiary Education Equivalency and Accreditation Program
(EO 330 dated May 10, 1996) shall be considered valid documents for
meeting the education requirement for positions requiring completion of
two years studies in college.
Certification Issued by CHED that a one-year diploma post-graduate
course acquired from foreign or local institutions Is equivalent to a
master's degree shall be considered appropriate for meeting the
education requirement for appointment to division chlef positions.
Certification issued by CHED that a degree obtained from foreign
schools Is equivalent to a bachelor’s or master’s degree shall be
considered valid document for meeting the education requirement for
positions requiring completion of a bachelor’s or master’s degree.o “

Completion of the degrees of Bachelor of Laws and Doctor of Medicine
from a CHED-tecognized institution shall be considered appropriate
education for appointment to division chief positions or positions
requiring a master's degree the duties of which do not Involvé practice
of profession covered by bar/board laws.
Persons who are allowed to register and are Issued Certificate of
Registration or valid professional license under exempt category of a
specific boatd law shall be considered as having met the education
requirement fot appointment to positions covered by the corresponding
board law or other functionally retated positions that do not Involve the
practice of other professions coveted by bar/board laws.

Registered Electrical Engineers who are not bachelor's
degree holders bul were issued licenses under the exempt
calegory per RA 184 (Electrical Engineering Law) as amended
by RA 7920 (New Electrical Engineering Law) shall be
considered as having completed the Bachelor's Degree in
Electrical Engineering for meeling the education requirement
for appointment to Electrical Engineer or other functionally
related positions not covered by other bar/board laws and,
provided further, thal the appointees meel the other
requirements of the positions.
Persons who wete conferred first and second level civil service
eligibilities when substitution of experience and training for deficlency
iri education was allowed (last Quallfyitig Examitiation was held on June
47, 1979) shall be considered having met the education requirement for
appointment to the corresponding level of positions.

may be appointed to the position of Administrative Officer It
provided he/she meets the experience and training requirements
of the position.

The following positions are exempt from the master's degree requirement:
a. Division chief positions whose duties involve practice of
brofession regulated by bar/board laws shall require only the
cortespording Professional Board License (RA 1080) or
Certilicate of Admission to the BAR (RA 1080). However, for one
having an RA 1080 eligibility to be appointed to a Division Chief
position that does not Involve practice of his/her profession or
practice of other protessions, he/she must have a master's
degree, provided thai, this does not apply to licensed lawyers and
doctors.

A master’s degree shall be required if a licensed Civil
Engineer will be appointed to other positions not covered by
the Civil Engineering Board Law, such as Administrative
Officer V, Planning Officer V, or Human Resource Management
Officer V.

TA RA 1080 (Nurse) eligible who thay or may nol be a
holder of a master's degree can ‘be appointed on permanent
status to the position of Population Program Officer V but cannot
be appointed Social Welfare Officer V as this is covered by
another board law.

A master's degree shall not be required if a full-fledged
lawyer or doctor will be appointed to Division Chief positions that
do not require practice of olher professions.
b. Staff positions that are equivalent to division chief, like Execulive
Assistant VI, Concilialor, and other positions as may be determined by
the Commission; and

Part Ill, On Experience
Relevant experience refers to previous employment or Jobs or volunteer work
on a full lime basis in either the government or private sector, whose duties,
as certilied by the Human Resoutce Management Officer or authorized
officials of the previous employer, are functionally related to the duties
in the Position Description Fortn of the position to be filled.a

2 Experience in fist level positions may be considered for meeting the
experience requirement of second level positions when acquired in the same
occupational group or functionally related positions.
Experience as Engineering Assistant may be considered as
relevant for purposes of meeling the experience requirement for
Engineer I! position.
3. Relevant experience acquired through a designation covered by an Office or
Memorandum Order may be considered for meeting the experience requirement in
the Qualification Standards Manual.
Part IV. On Tralning
a Relevant training refers to formal of non-formal training courses such as
seminars, workshops, and others that will enhance one’s knowledge, skills,
capabilities, and attitude, and enable the candidate to successfully perform
the duties and tesponsibilities as Indicated In the Position Description Form
of the position to be filled.
2, Human Resource Development (HRD) Interventions or non-formal
Interventions, such as coaching, mentoring, Job rotation, and others that are
supported by certificates Issued by the HRMO or authorized offictal from
the government of private sector shall be considered training for meeting the
training requirements In the Qualification Standards Manual, provided they
are relevant to the position to be filled.
3 Training acquired from any CSC-accrediled institution shall be considered for
meeting the training requirement In the Qualification Standards Manual, provided It is
relevant lo the position to be filled.
4. The Commission may consider training acquired from non-accredited training
Institutions under any of the followitig meritorlous cases:
a. not avaitable In CSC-accredited tralning Institutions;
b. conducted by reputable local/foreign Institutions; or
c. other cases considered meritorious by the Commission.
Part V. On Eligibility
ot Eligibility refers to the result of passing a merit and fitness test which may be
determined as far as practicable by competitive examination, or based on
highly technical qualifications or other tests of merit and fitness conducted by
the Civil Service Commission, ot other examinations jointly designed and
coordinated by the departments or agencies with the assistance of or in
coordination with the CSC, or the Professional Regulation Commission (PRC)

conducted boatd examinations, the Supreme Court conducted bar
examinations, the GESB conducled CES examinations, or TESDA conducted
crafts and trades examinations.
First level eliyibiliies are appropriate for appointment to positions in the first
level. They do not apply to those coveted by bar/board/special laws,
and other spectal eligibilities as may be determined by the Commission
or those that require licenses such as those positions listed under
Category IV of CSC MC 11, s. 1996 as amended.
Second level eliyibilities are appropriate for appoinument to positions in the
second and first level. They do not apply to those covered by
bar/board/special laws and other special eligibllities as may be
determined by the Commission or those that require licenses such as
those positions listed under Category IV of CSC MC 11, s. 1996, as
amended.
Third tevel eliyibilities are appropriate for appointment to all levels of
positions, except those covered by bar/board/special laws and those that
tequire other special eligibilities as may be determined by the
Commission.
Eligibilities resulting from passing the bar/board examinations shall be
required for appointment to positions the duties of which constitute the
practice of profession(s) regulaled by the Philippine BAR/Board laws.

special eligibilities as may be determined by the Commission or those
that require licenses such as those positions listed under Category IV of
CSC MC 14, s. 1996 as amended.

o RA 1080 (Electrical Engineer) eligibility shall be
appropriate to Master Electrician or Electrician position.

appropriate to Certified Plant Mechanic position.
4 RA 14080 (Mechanical Engineer) eligibility, although
functionally related, shall not be appropriate to Mechanic
position, in view of the provision under RA 8495 (An Act
Regulating the Practice of Mechanical Engineering in the
Philippines).
u RA 1080 (CPA) eligibility shall be appropriate for
appointment to Accounting Clerk or other first and second
Jevel positions not covered by-board laws.
u An RA 1080 (Criminologist) eligibility shall be appropriate
for appointment to Fingerprint Examiner, Police Officer or
other fitst and second level positions not covered by
bat/boaid laws.
u RA 1080 (LET) eligibility shall be sppropriate for
appointment to Training Specialist positions but not to
Stine and Museum Curator positions which require one
year of salisfactory actual performance for issuance of
eligibility under Category Il of MC 11, s. 1996 as revised.
7. Eligibilities resulting from board examinations which require less than four (4)
years of college studies shall be appropriate for appointment to positions for
which the examinations were given, and to other first level positions not
covered by other board/special laws and/or those that require other special
eligibilities as may be determined by the Commission or those that
require licenses such as those positions listed under Category IV of
CSC MC 11, s. 1996, as amended.
Mlustration
o RA 1080 (Midwife) shall be appropriate for appointment
to Clerk positions.
u RA 1080 (Junior Geodetic Engineer) eligibility shall be
appropriate for appointment to Engineering Assistant
positions.
u RA 1080 (LET) eligibilily shall be appropriate for
appointnent to Human Resource Management Officer
positions but not to Librarian positions, which are covered
by another board law.
2 An RA 1080 (Criminologist) eligible shall be required to
have Securily Guard license Issued by the PNP lo be
appointed to Security Guard positions.
8. Eligibilities resulting from passing the Unassembled, Testimonial or
special examinations conducted by the CSC or by the departments or
agencies wit! the assistance of or in coordination with the CSC shallonly be appropriate for appointment to the positions for which they were
given, to other functionally related positions, and other positions as may
be determined by the Commission.
Incumbents of positions who were Issued permanent appointments
using eligibllities resulting from these examinations shall retain their
permanent status but may only be promoted to positions belonging to
the same occupational group or functionally related positions for which
the examinations were given or other positions as may be determined
by the Commission.
Mlustration
Electronic Data Processing Programmer eligibility shall
be appropriate only for Electronic Data Processing Programmer
positions and (o other functionally related positions belonging to
the Information Technology Group, such as Data Encoder, Data
Machine Operator, Auxiliary Machine Operator, Data Encoder-
Controller, Computer Programmer, Information Systems Analyst.
The following eliyibilities shall be appropriate for appointment to highly skilled
positions:
> Eligibility granted to those who passed the TESDA Skills Test (SCEP)
for positions listed under Category | of Memorandum Circular No. 11, s.
1996.
+ Eligibility granted after one year of Very Satisfactory actual work
performance tnder temporary status for positions listed under
Category 1! of Memoranduiti Circular No. 11, s. 1996.
The same, education, traning and experierice requirements for
appoiritment to positions listed under Category Il of MC 11, s.
4996 shall be required for purposes of granting the corresponding
eligibility.
These eligibilities shall be appropriate for appointment to the
corresponding level of positions within the same occupational
group or functionally related positions or other positions as may
be determined by the Comission.10.

appointment to positions of Draftsman and Illustrator.
u Phlebotomist (Category I, MC 11, s. 1996) shall be
appropriate for the position of Health Program Officer.
4 Media Production Specialist eligibility shall be appropriate
for permanent appointment to Media Production
Specialist and other functionally related positions.
licenses issued by authutized government agencies shall be required for
appointment to positions listed under Category 1V of MC No. 11, s. 1996 as
revised by MC 30, s. 1997.
u Professional Drivers License issued by the Land
Transportation Office shall be required for appointment to
Diiver and other positions whose duties in the PDF deal
primarily with driving motor vehicles.
u Pilot License issued by the Air Transportation Office shall
be 1equited for Pilot positions.
The Baranyay Official eligibility shall be considered -appropriate for
appointment to first level positions in the career service including those In the
Fire and Jail Bureaus, except positions covered by board laws and/or those
that require other special ellgibilities as determined by the Commission
or those that require licenses such as those positions listed under
Category IV of CSC MC 11, s, 1996, as amended.
Passing the Napolcom examtnations shall be considered as appropriate
only for appointment to uniformed personnel positions In the PNP. This
does not confer a civil service eligibility.
Passing the Shari'a Bar Examination shall be considered as appropriate
for appointment to first level positions In the Sharl'a Courts, except for
the following:
a. positions under Category | of MC No. 14, s. 1996 which strictly
require passing the TESDA trade test
b. positions under Category Il of MC No. 11, s. 1996 which require
one (1) year of satisfactory actual work performance under
temporary status before the Issuance of permanent appointment;

CSC Resolution No. 97-4554 and MC No. 30, s. 1997 which require
appropriate licenses Issued by competent authorities;
d.— Stenographer positions as these require specific skills and
competencies; and
e. positions which require passing board examinations or those
which are governed by special laws.
