Sub: Use of Waste Plastic obtained through Dry Process outlined in IRC:SP:98-2013
in Hot Bituminous Mixes (Wearing Courses).
In continuation of CGM(HO), NHAI, HQ letter dated 28.08.2019 to all ROs of
NHAI (copy at Annex-1) containing instructions on collection and use of waste plastic
in view of letter dated 27.08.2019 of MoRTH (copy at Annex-2), the attention of ROs
is drawn to the following:
(i) IRC vide IRC:SP:98-2013 issued guidelines for use of waste plastic in hot
bituminous mixes (Dry Process) in wearing courses.
(ii) MoRTH issued directions for use of plastic waste in bituminous mixes in
construction of NHs vide Letter dated 09.11.2015 and 27.12.2016 (copies enclosed at
Annex-384). MoRTH decided that bituminous mix with waste plastic should be the
default mode for periodic renewal with hot mixes within 50 Km. periphery of urban
area having population more than 5 lakh. MoRTH further directed that in each state/
UT, bituminous mixes with waste plastic may be used as per IRC:SP:98-2013 in
atleast a stretch of 10 Km as pilot project.
(iii) MoRTH further decided vide letter dated 27.08.2019 that in 2019-20 that
Swachhata Hi Seva Campaign (SHS) would focus on Plastic Waste Management as
main theme and the instructions had already been issued vide letter dated
28.08.2019 of CGM(HO).
2. In compliance of the directions of MoRTH vide letter dated 27.08.2019, the
following further instructions are issued to the Regional Officers in continuation of
CGM(HO), NHAI, HQ letter dated 28.08.2019
(i) ROs will facilitate use of waste plastic in Hot Bituminous Mixes by the
Contractors/ Concessionaires in their regions, as per the directions of MoRTH cited
above and in accordance with IRC:SP:98-2013. ROs shall identify the cities and
nearby NH stretches to incorporate use of waste plastic in hot bituminous mixes (dry
process) in wearing courses in terms of IRC:SP:98-2013. Such NH stretches could be
the stretches of periodical renewals or pilot stretches of wearing courses preferably
of service road to be identified specifically by ROs considering the waste plastic
likely to be generated in the identified cities nearby.
(ii) The list of agencies, institutes and transaction advisers empanelled by Ministry of
Urban Development for providing support to the cities/ towns for solid waste
management are placed as “Annex-5”. In addition, list of PROs/Agencies empanelled
by Central Pollution Control Board for Plastic Waste Management are also attached as,
“Annex-6”. Some other identified private vendors, who are actively involved in
plastic waste management in the country are as under:

The above list is only indicative. ROs may contact the other Vendors/ Suppliers, who
are locally available & supply the usable plastic waste conforming to IRC:SP:98-2013.
The list of such vendors may be suggested to the contractors/ concessionaires of
identified stretches at Para-2(i) above.
(iii) The plastic waste shall be used in the identified stretches without any financial
effect, i.e., the contractors/ concessionaires shall meet the cost of Vendor/
Supplier, who supply the usable plastic waste conforming to IRC:SP:98-2013 from the
savings in bitumen content on account of use of such plastic waste. However, the risk
of performance of wearing course in the identified stretches would be taken by NHAI
for which post construction performance monitoring of the identified stretches would
be undertaken by ROs through IE/AE/Supervision Consultants with the help of
equipment (NSV) based monitoring on bi-annual basis [Network Survey Vehicle (NSV)
is mandatory as per the provisions in the new contracts for IE/AE/Supervision
Consultants]. Wherever required, ROs may take the support of lITs/NITs as per the
list attached in “Annex-7” for post-construction performance monitoring.
(iv) ROs will inform the local bodies/ authorities about the names of the Vendors/
Suppliers engaged by the contractors/ concessionaire who would receive the plastic
waste collected at various centres. The collection of plastic waste, cleaning &
shredding of waste plastic so collected, mixing with aggregate/ bitumen, etc. would
be the responsibility of the Vendors/ Suppliers and the Contractors/ Concessionaires.
3. In view of the above, the roles and responsibilities of various agencies are
summarized as under:
(i) The supplier/vendor shall be responsible for collection, cleaning, shredding
and supplying the required grade of plastic waste conforming to IRC:SP:98-2013 at
the mixing plant of the Contractor/ Concessionaire of stretches identified by NHAI’s
RO. The supplier/vendor shall also provide required staff for supervision of the
mixing of shredded plastic waste, aggregate and bitumen in Central Mixing Plant
including laying thereof, as required by the Contractor/ Concessionaire.
(ii) The Concessionaire/Contractor shall make the payment to the supplier /vendor
for the services at 3(i) above by meeting the cost from the savings in bitumen
content on account of use of plastic waste. The performance risk shall however be
borne by NHAI as mentioned above.
(iii) NHAI’s ROs shall be responsible for overall coordination of use of plastic waste
in their region. ROs shall be the Nodal Officers for their respective jurisdictions.
4, All ROs are directed to identify and inform the stretches where plastic waste
can be used in bituminous mixes (in PR works or on pilot basis in wearing course of
pavement), discuss the details and modalities of execution of work including
uwidentification of vendor/ supplier of plastic waste with respective
concessionaires/contractors and furnish the details along with action plan to NHAI HQ.

2. _ In this regard, following instructions are Issued for collection and re-use of the waste
(All Regional Officers are requested to co-ordinate with all States and Union Territories
to receive plastic waste collected at various centre to be used for road construction,
(ii) The plastic waste is to be used as per the Guidelines Issued by the Ministry and IRC
‘SP:98-2013 ‘Guidelines on the use of waste plastic on Hot Bituminous Mixes (Dry
process) in wearing courses ' for road construction, beginning with the exercise to be
undertaken post 2° October.
(ii) From 14" September (launch of SHS 2019) to 1% October, all Regional Officers of
NHAI may make provisions for plastic weste to be collected at designated centres
along with the required mechanisms for containment.
(iv) On 2% October, all highways personnel may undertake Shramdaen and ensure the
collection of al plastic waste on and around National Highways.
(V) From 3® October onwards, all plastic waste collected may be used for road
construction, as cited above,
() Allcollected waste may be recycled by 27" October, 2019 (Diwali.
(vil) The effort should be supported with an awareness generation campaign, especially at
toll plazas.
In this context you are requested to prepare an action plan for the activities mentioned
‘above and subrmit the same by 30 August, 2019 to the CGM (T)-HO.3. All RO’s are further requested to ensure following activities under Swachh Bharat Mission
under thelr jurisdiction.
(@), Cleaning of toll plaza area by respective agency.
(©). Cleaning and desiting of drains.
(©. Cleanliness and maintenance of labour camps.
(@). Painting and road marking of NH.
{@). Ensuring cleaning of toilets provided at toll plazas under Swachh Bharat Mission.
(. Maintenance and beautification of dumping ground along NHs with the help of local:
Panchayat,
(g). Taking preventive action to stop water logging along NHs and provide suitable drainage
facilites to drain water coming on the road during rainy season.
(h). Ensuring the cleanliness of toilets which are provided in retail outlets along National
Highways as per MORTH letter no -RWINH-33044/05/2018/S8R (P&B) dated 18
January, 2018,
(). Organizing Swachhata workshop for truck drivers and toll plaza employees.
(@. Documenting and publishing Swachhata activities through social Media and mainstream
media.
(W). Spreading the message among people about plastic waste management

With the rapid urbanization, a lerge quantum of plastic waste is being generated. Safe
disposal of the plasti¢ waste is @ serious environmental problem, Studies have revealed that use
of waste plastic improves the desirable properties of bituminous mixes leading to’ improved
longevity and pavement performance, The Indian Roads Congress (IRC) has already published

mixes with the waste plastic is the default mode for the periodic renewal with the hot mixes

engineering college(s) like ITTWNITs/Government Engineering colleges may also be engeged

contracts.
2. In view of the above, all the agencies are requested to take necessary steps for
implementation of this circular and send the details of identified stretches to be constructed
with waste plastic to Chief Engineer, Standard é Research (Roads), In future, the feedback
on the performance of the stretches constructed with waste plaslic as prepared by the above
mentioned institutes may also be sent to Chief Engineer, Standard & Research (Roads) at
every 6 months interval
this all the agencies are requested to take necessary steps and action taken report may
please be send within 15 days of the issue of this circular to the Chief Engineer, SR&T
(Roads).

SCOPE OF WORK
The scope of work to be performed by qualified Agencies will but is not limited to, the following
tasks:
1 Provide technical, commercial, financial and legal services in support of PPP project
Preparation and transactions, which shall include but not limited to :
()) prepare bidding documents and draft contracts after reviewing the Detailed project
Report prepared by the state
(i) Carry out Value for Money (Vf) analysis and assess PPP options,
(iil) Conduct financial analysis and modeling, and project structuring;
Carry out the bidding process until signing of the contract with the prospective private
sector proponent or concessionaire
(v) Provide advisory services until the commissioning of the project or as & when required,
etc. Project review, development and implementation activities of various projects shall
bbe carried out in Municipal Solid Waste Management.
2 Help structure projects to enable recovery of the investments made in such projects through
innovative business and commercial practices such as levy of user charges/ fee/ toll,
facilitating financial contribution under the various schemes of Government of India and
exploitation of development rights/ concessions etc, as appropriate under the applicable
laws,
Proactively market the structured projects to potential investors, both domestic and foreign,
at appropriate stages
4 Structure and market the projects in such a manner that various forms of aid, grant etc. from
the Government of india, national and tions etc. can flow into the
projects.
5 Propose institutional structures required for implementation of projects and operation &
‘maintenance thereof with private sector financing and recommend a suitable project
‘management agency for the purpose of ensuring that the project is structured and executed
in line with the specifications as stipulated in the Detailed Feasibility and Investment Banking
Report (DFIBR) and / Techno Economic Feasibility Report (TEFR) or other appropriate report.
6 Assist the state/ULB in establishing eligibility, if possible, of the projects for financial
assistance of multilateral and bilateral agencies,
7 Project monitoring activities and related consultancy services during the execution/
construction period of the project until commissioning of the project.
8 Training and capacity bullding of the Municipal staff with respect to the PPP project
9. Any other activity related to the project
