Coltman Precast Concrete Limited design and manufacture precast concrete products for the 
construction industry, which includes:

    Precast Stairs and landings 
    Precast balconies 
    Precast stadia units 
    
We also offer a comprehensive supply and installation and offer an impartial design service.  
 
Coltman is an independently owned company with a sole manufacturing plant based in the 
West Midlands.  We have over 30 years experience in manufacturing, supplying and installing 
precast concrete. 
 
This  information  pack  is  aimed  at  giving  initial  information  to  our  customers  regarding 
Health and Safety, Sustainability, Quality and Environmental matters.

Coltman  Precast  Concrete  limited  operates  a  Health  and  Safety  Management  System  in 
accordance with HSE Guidance HSG 65. 
 
CDM Stage 1 Assessments 
 
Coltman have been assessed in accordance with the following industry assessment schemes;

Planning, Method Statement, Risk Assessment 
Each site will be visited by a Contracts Supervisor (CPCS Appointed Person BS7121 and 
SMSTS trained) who will make an assessment of the site conditions and prepare a written 
Method Statement and Risk Assessment including a Crane Schedule and Lift Plan.

                                             by Coltman to spread/reduce the load from the 
                                             crane outrigger.  Can reduce outrigger load of a 
                                             typical 50 tonne mobile crane from approximately 
                                             85 tonnes/m2 (using standard mats supplied with crane) to 17 
                                             tonnes/m2. 
                                           Frimeda Lifting System ‐ cast into the top of 
                                           prestressed hollowcore floor units, reduces the 
                                           need for ‘barring’ the floor unit into final position 
                                           and improves soffit finish. 
 
Construction, Design and Management (CDM) 
                                                   
Coltman’s Technical Department can assist 
with your design and technical queries and 
our Contracts Department can help with 
planning to ensure that the site installation is 
carried out safely and efficiently. 
 
Our design team are trained and are 
conversant with the latest CDM Regulations 
2007 and the new Precast Flooring 
Federation Code of Practice for Safe Erection 
of Precast Flooring.  Coltman have 
introduced their own in‐house CDM Manual 
providing information and instruction to 
relevant staff regarding design stage considerations, procedures include carrying out a 
designer’s risk assessment.  All design work is checked in accordance with company 
procedure. The team uses up to date design software to prepare drawings and calculations 
with continual back‐up of the systems provided by our in‐house Computer Systems 
Manager. 
 
Our Chartered H&S Manager can provide professional advice and guidance on compliance 
with current health and safety legislation, including CDM Regulations, Work at Height 
Regulations, BS 7121 Safe Use of Cranes and industry best practice. 
 
Coltman are prepared, in principle, to enter into Collateral Warranties related to the 
performance of our work, backed by our professional indemnity insurance policy.

Coltman  being  a  BS  EN  ISO  9001:2008  registered  company  is  committed  to  providing 
customer  satisfaction  by  establishing  methods  and  procedures  that  consistently  produce 
quality products. 
 
Quality Control 
 
Coltman’s  commitment  to  customer  satisfaction  not  only  means  working  to  established 
methods  and  procedures,  but  also  involves  close  monitoring  to  ensure  that  these  methods 
and procedures are consistently producing quality products. To carry out this monitoring we 
have invested considerable, time, training and resources into developing our Quality Control 
Department. Our QC Department consists of a fully trained, experienced and resourced team 
of  QC  Technicians  who  are  committed  to  ensure  that  all  products  comply  with  the 
manufacturing  details  shown  on  production  drawings  and  schedules.  In  addition  to  routine 
visual  and  dimensional  inspection,  QC  also  carries  out  scheduled  material  and  structural 
testing.  All  data  collected  by  QC  is  recorded  and  made  accessible  to  the  Production 
Department where it is used to determine what actions are necessary to ensure quality out‐

Coltman Precast Concrete Limited has a certified Environmental Management System to BS 
EN ISO 14001. 
                                  
It is the environmental policy and the overall business objective of Coltman Precast Concrete 
Limited  to  provide  services  of  the  highest  quality  taking  specific  regard  to  environmental 
issues and the client’s requirements. 
 
It  is  also  an  objective  of  Coltman  to  enhance  its  reputation  and  its  environmental 
responsibilities in order to gain wider recognition in our field of expertise. 
 
Coltman are committed to understanding the present and future needs of the environment.  
To  this  end  Coltman  strive  to  ensure  that  these  needs  and  the  expectations  of  our  clients,

Coltman  Precast  Concrete  Limited  recognises  that  prestressed  hollow  core  slabs  are  a 
construction product which requires CE Marking. 
 
We have therefore implemented the relevant factory production control measures  to meet 
the requirements of BSEN 1168:2005.

Training & Information:          
Coltman Precast Concrete Limited recognised the CSCS and CPCS Competency Schemes in the 
construction industry and is 100% compliant.  All employees receive a company H&S induction 
and  appropriate  task  training  in  accordance  with  the  company  CDM  training  policy.    Trained 
operatives include CPCS Crane Supervisors, SSSTS Trained Supervisors, CSCS Precast Concrete 
Installers,  CPCS  Slinger  Signallers,  IPAF  Mewp  Operators,  CSCS  Safety  Net  Riggers  (Faset 
Trained) and CSCS Passive Fall Arrest Operatives. 
 
Monitoring:     
Regular  site  safety  inspections/reports  are  carried  out  by  the  Quality,  Safety  &  Sustainability 
Manager 
 
Consultation:   
H  &  S  Committee  meets  every  2  months.    The  company  has  Trade  Union  Safety 
Representatives. 
 
 
Design:   
The  design  of  the  precast  concrete  components  is  carried  out  by  the  in‐house  Design 
Department headed by the Technical Director and supported by the Technical Manager and the 
Drawing Office Manager.  Relevant information is give to the team for each specific project and 
general information given in the company CDM and Design Office Manuals. 
 
Company CDM procedures include carrying out a designer’s risk assessment.  All design work is 
checked in accordance with company procedure.  The team uses up to date design software to 
prepare  drawings  and  calculations  with  continual  back‐up  of  the  systems  provided  by  our  in‐
house Computer Systems Manager. 
 
Accident Reporting:  
 All  incident/accidents  are  reported  in  accordance  with  the  company  accident  reporting 
procedure.  The Quality, Safety & Sustainability Manager shall report any appropriate incident to 
the HSE in accordance with RIDDOR.

All  sub  contract  companies  are  assessed  for  competence  based  on  the  completion  of  a  Sub 
Contract Assessment form and their overall performance in carrying out the work. 
 
Risk Control:   
A site visit is made to all projects and a safe working method statement and risk assessment is 
carried  out  for  each  stage  of  the  project  by  a  SMSTS  trained  and  CPCS  BS7121  Appointed 
Person.  Coltman Co‐ordinate with the site personnel to ensure that adequate welfare facilities 
are provided. 
 
Co‐operation and Co‐Ordination:   
The  design  department  and  contracts  department  shall  co‐operate  and  co‐ordinate  with  the 
relevant  design  personnel  and  site  personnel  to  reduce  risk  and  control  the  risk  on  site.  
Adequate information regarding the eliminating, reducing and controlling risk shall be given to 
the designers/site personnel all in accordance with the Company CDM Manual. 
 
Quality:  A quality management system is implemented to BS EN ISO 9001: 2008. 
 
Environmental:    An  environmental  management  system  is  implemented  to  BS  EN  ISO 
14001:2004.
