Corruption in education exists in many hidden forms and a survey found that on average 34% of Europeans believe there is corruption in their national education system. Corruption destroys equal opportunities, undermines human rights, and teaches children that breaking rules and using money are acceptable. It also erodes public trust in institutions and democracy. The Council of Europe is working to promote ethics and integrity in education through platforms, projects, and standards to combat corruption at all levels of education.
