Chapter 1

INTRODUCTION

The Philippines consists of 42, 036 barangays, which are the smallest political
units in the Philippines under the administration of a Municipality or City (Phil Atlas,
2019). These are created by the Sangguniang Panlalawigan by a set of requisites that
must be approved before declaring such territory as a barangay. It functions as a
fundamental system that seeks general welfare to its inhabitants by providing but not
limited to enforcing laws/ordinances, organizing emergency responses, maintain peace
and order, and control pollution (Chan Robles, 2019).

In relation to the precedent statement, amongst the 23 barangays of Tagum


City, Visayan Village is considered the largest barangay in terms of the population
having a total of 47, 766 inhabitants registered in the National Statistics Office Census
of Tagum City. Its fast development has led to the rise of numerous establishments and
housing projects brought by the increasing population expected to reach 50,000 next
year.

Background of the study

Visayan Village is the most populated barangay of Tagum City composed of 72


Puroks with 9, 784 households according to a survey conducted by the Barangay
Health Workers. Their economic advancement is at its peak due to the growing
population that may possibly cause advantages or disadvantages. Hence, the intention
of this study is to explore the effects of it being the most populated barangay of Tagum
City.
Statement of the Problem

The study aims to explore the possible positive and negative effects brought by
Visayan Village being the most populated Barangay of Tagum City.

The following questions will serve as guidelines towards the intention of the study:
1. What is the history behind Barangay Visayan Village?
2. What are the current issues being experienced in the Barangay?
3. What do the barangay officials do to alleviate the situation?
4. Are there any projects or seminars for the welfare of its people?

Objective of the study


The objectives of the study are:
1. To venture on the historical past of Visayan Village.
2. To seek any current issues being experienced by the Barangay.
3. To inspect the actions of barangay officials towards alleviating situations.
4. To review the projects and seminars conducted for the welfare of its people.

Significance of the study


The outcome of the study is beneficial to the following:
To the Barangay Visayan Village Government, this study will help identify and
administer the issues currently being faced through insightful ideas that may help
formulate solutions to lessen further complications.

To the Residents of Visayan Village, this study will uplift their knowledge
towards the problems being faced by the barangay and help fulfill their role in being
responsible inhabitants by encouraging them to contribute.
Definition of terms
The following terms are defined operationally:
1. Barangay- refers to the smallest political unit in the Philippines.
2. Sangguniang Panlalawigan- pertains to the legislative body of the province
formulating policies and programs (Province of Benguet, 2019).
3. Purok- neighborhood or cluster of households in a barangay (Guia, 2019).
4. Population-number of inhabitants occupying an area.
Chapter 2

HISTORICAL BACKGROUND

This chapter showcases the historical background of Barangay Visayan Village


containing the people, places, and events.

On the year 1957, Visayan Village was declared as a regular barangay according
to the Brief History of Barangay Visayan Village. It was named after its first settlers,
which were the Visayans that venture towards Mindanao using balangay’s.

People
The first inhabitants of Visayan Village came from up north, the Visayans, which
inspired the name of the barangay.

Visayan Village is the home of 47, 766 people registered in the 2018 census of
the National Statistics Office of Tagum City, by next year its growing population is
expected to reach around 50, 000. A survey conducted by the Barangay Health
Workers reported that the 72 Puroks contain a total of 9,784 households thus the
largest barangay of Tagum City in terms of population.

Barangay Visayan Village is currently administered by the 2019-2020 elected


Barangay Officials namely: Alfredo B. De Veyra, Jr. O.D. the Punong Barangay, The
Barangay Kagawads Kelly G. Coquilla, Kheen V. Batingal, Catherine S. Eliot-Paguio,
Richard O. Orongon, Jesus V. Parcon Melvin D. Lemos, Carmelita S. Malacaste, Liezel
Mae T. Cajes, and Arnold R. Dumat, The SK Chairman Liezel Mae T. Cajes, Rogelio A.
Sanchez the Barangay Secretary, and lastly the Barangay Treasurer Lenyln M. Pagay.
Place
Visayan Village is known to be the largest barangay in Tagum City in terms of
population. It reflects the flourishment of their economic growth through the rise of
establishments by reason of its wide range of potentiality. The said barangay has a
land area of 1,520 hectares situated at the coordinates of 7.4214, 125.7944.

The following are some known establishments and places bounded by the
Visayan Village area: City Mall, Gaisano Grand Mall, Robinson’s Place Tagum, Medical
Mission Group Hospital, Tagum Doctor’s School and Hospital, Tagum Eye, UM Tagum
Visayan Campus, Tagum City National High School, Home for the Aged, Visayan
Village Central Elementary School, and Big 8 Corporate Hotel.

Events
Visayan Village, the same as other barangays have their own accustomed
events and celebrations brought forth from the history and needs of the people.

During every month of September, Barangay Visayan Village celebrates the


“Araw ng Barangay” wherein it was declared as a regular barangay. In honor of its first
residents who sailed through the seas by the use of balangay’s, the month of February
is dedicated to the celebration of the “Balangay Festival”. Besides these celebrations,
each purok celebrates their own Fiesta in veneration of their Patron Saints.

In addition to this, Barangay Visayan Village has hosted events for the welfare of
its people such as a Jobs Fair , Team Building to showcase the sportsmanship and
strengthen the bond of the officials, Monthly barangay Convocation, Comelec
Registration, Mass Blood donations and many more.
Chapter 3

PRESENT ISSUES

The barangay is the basic political unit that has encountered issues, wherein
inadequate action towards a problem may cause major and negative effects upon the
community. However, if acted upon immediately by the Barangay and Local government
with solutions, the effects of possible calamities will be stabilized.

Problem

According to Rogelio A. Sanchez. Jr. the greatest obstacle Barangay Visayan


Village is currently facing a poor drainage system. The small canals of the drainage
system could not accommodate wastes produced by the swelling population rate of the
barangay thus causing a blockage during rainy seasons that induce floods. Floods may
lead to an increase of vector and water borne disease transmissions such as
leptospirosis, typhoid fever, cholera, hepatitis A, malaria, and dengue If this problem is
not addressed properly it will induce a detrimental effect towards the community.

Programs

The barangay officials have accomplished their roles as leaders by teaming up


with the local government to create solutions that helped stabilize the reoccurring floods
due to the old and faulty drainage systems. There was a successful implementation of
projects that promote the rehabilitation and construction of a better drainage system.
They were able to build big culverts enough to hold huge amounts of water for proper
drainage and decreased chances of an overflow.
Chapter 4

PERSONAL COMMENTS AND OBSERVATION

This part of the paper will be based from my past and present perceptions
towards Barangay Visayan Village before and after conducting the study.

As one of the residents of Barangay Visayan Village under Purok Narra I have
not been that aware or knowledagable about it. I always thought of it as a simple and
rural part of Tagum a community far from infrastructures. I have always been curious
unto why it was named such a way and was not expecting a history behind it.
Whenever rain would fall I was always bothered by the thought of a possible flooding
because of past experiences. My perception towards Visayan Village was a barangay
with no improvement-a "laid back" community. This was because for the past several
years that I have been living there I haven't felt or seen any drastic change compared to
other barangays that were thriving with new establishments. I thought it was a
community that lacked empathy and initiative for its inhabitants due to the reoccurring
calamities that seemed unending.

However, after talking with some barangay officials I finally came to the
realization that I was so wrong about my initial thoughts towards Visayan Village. I was
suprised with the load of information they had given to me. They were very friendly and
willing to help answer my questions. I learned that it is a thriving barangay and unto
several projects to reconstruct drainage systems one purok at a time. They think of
their inhabitants welfare by prioritizing the one's who badly need reconstruction the
most. Almot every other month they provide programs or events for the benefit of all. I
feel so ashamed of judging my neighborhood before getting to know it. This upliftment
has given me the urge to try and become more aware and participatitive towards my
barangay.
Chapter 5

CONCLUSION AND RECOMMENDATION

In conclusion to the study Visayan Village’s first inhabitants came from Visaya’s
through a balangay hence the formation of its name. It is considered the most populated
barangay in Tagum city, which makes it thriving to vast economic growth. However, due
to swelling population it has experienced flooding caused by their faulty drainage
system that could not accomodate their wastes. Nevertheless, its Barangay Officials
have fulfilled its role being the leaders of its inhabitants by providing needs for their
holistic welfare through reconstructing and rehabiliting their canals and conducting
events and seminars beneficial to all.

From the results of the study I would like to make the following recomendations:

To the Barangay Visayan Village Local Government, provide expounded


historical backgrounds for further researchers. A seminar about proper waste
management for its residents to decrease the chance of blockage in the drainage
system.

To the Residents of Barangay Visayan Village, should not be passive but


rather participate in local events to further help the barangays’ development as unified
community.
