PREFACE
Roads and buildings have been constructed in India since ancient times. This
tradition is reflected in the Grand Trunk Road stretching today from Kolkatta to the
Pakistan border passing through New Delhi. Karnataka is no exception to this
tradition of road building. Roads existed connecting the Vijaynagar Empire to the
Ports in the west coast of Karnataka serving the Empire. By 1856 all district Head
Quarters were connected to Bangalore by Road. Between 1834 and 1861 the roads in
the then Mysore state were classified into Imperial, Provincial & Village roads. At
the time of re-organization of the State in 1956, the National Highways length was
864 Kms, State Highways length was 5983 Kms and Major District Roads length was
7006 Kms.
In Karnataka (the then Mysore State) prior to 1834, Revenue Officers were in
charge of Public Works. In 1834, a Superintendent of Maramat was in charge under
the Revenue Department for public works. A separate Public Works Department was
created in 1856 headed by Chief Engineer with an Assistant Chief Engineer, four
Assistant Engineers, eleven Upper Subordinates and nineteen Lower Subordinates.
The first Chief Engineer was Col.C. Bowen R.E. and the first Chief Engineer from
Mysore State was Mr. Y. Srinivasa Rao B.A. in 1909. In 1922 the salary of Engineers
in Mysore was Rs. 500 for a Chief Engineer, Rs. 250 for an Assistant Chief Engineer
and Rs. 80 for an Upper Subordinate. During 1856-1876, the PWD expenditure was
Rs. 99 lakhs on original works and Rs. 89 lakhs on repair works or in other words, the
Plan and Non-Plan expenditures were almost equal. In 1897, two Circles, the
Western and Eastern were created each headed by Superintending Engineer.
Some of the earliest buildings still in use, In 1867 the Bangalore Central Jail
built at a cost of Rs. 46,047. In 1868 the Bowring Hospital, Bangalore built at a cost
of Rs. 2,16,454 and in 1879 the Government Museum was built at a cost of Rs. 48,
335. The tradition of constructing monumental public buildings has continued in
Karnataka as a testimony of which stands the magnificent “Vidhana Soudha”
constructed in 1956. This tradition is kept alive by Constructing “Vikas Soudha”
next to the Vidhana Soudha and completed in the year 2006.

CHAPTER- 1
ADMINISTRATIVE SET UP
1.1 Public Works Ports and Inland Water Transport Department is responsible for the
development and maintenance of National Highways, State Highways, and Major
District Roads and construction and maintenance of Government Buildings. The
Department also undertakes construction on behalf of other department on Deposit
Contribution. At the Secretariat the Department is headed by a Principal Secretary
and a Secretary.
At field level the Department has four Zones namely, Communication and Buildings
(C&B) South Zone, (C&B) North Zone, (C&B) North East Zone and National
Highways. Each Zone is headed by a Chief Engineer. The Zones consist of Circles,
Divisions and Sub-Divisions. The Sub-Divisions are under the control of Divisions,
Divisions are under the control of Circles, and Circles are under the control of Zones.
Each Circle is headed by a Superintending Engineer. The Divisions are headed by
Executive Engineers. The Sub-Divisions are headed by Assistant Executive Engineer.
The Communication & Buildings, South Zone consists of 5 Circles and 20 Divisions.
The Communication & Buildings, North Zone consists of 3 Circles and 13 Divisions.
The Communication & Buildings, North East Zone consists of 2 Circles and
8 Divisions.
The Chief Engineer, National Highway is primarily responsible for the development
and maintenance of National Highways under the Ministry of Road Transport &
Highways (MoRT&H). The major portion of funds operated is from the Government
of India. The National Highways Zone has two Circles and seven Divisions.

Public Works Ports & Inland Water Transport Department is responsible for the
development and maintenance of National Highways, State Highways and Major
District Roads, adding to 76,051.78 Km. Apart from National Highways the State
Highways length is 19,556.39 Km and Major District Roads length is 49,923.24 Km.
Road surface can be of cement concrete (CC), black top (BT) or water bound
macadam (WBM). There are some unsurfaced roads also i.e – earthen road with
carriageway composing of natural soil. Unsurfaced roads are further classified into
motorable and non-motorable.

District roads according to these two features is presented in the charts below:

In this Chapter, the budgeted Road and bridge works under Communication and
Buildings of North East, North and South zones are presented, including the
additional grants released from the Finance Department. Programme relating to
National Highways is presented in Chapter 3.
The budgeted plan funds are used for strengthening / improving the riding quality of
roads and converting single lane roads into intermediate Lane / two lane / four lane
roads.
Table 2.1 shows PWP&IWTD budget in crore for the year 2016-17.

The physical and financial progress achieved during 2016-17 against the target of
4566 Km of road length is 4897 Km of road length. The financial progress of roads &
bridges shows that all the three zones utilized budget grants with respect to the works
shown in table 2.4.

2.4 Allocation of Funds under the H/A 3054 Plan:
The allocation under the Mukhya Mantri Grameena Raste Abivrudhi Yojane is earmarked for the
maintenance of Major District Roads and bridges. Chart 2.7 indicates the categories and
percentage of funds aportioned for the maintenance.

Annual Repairs and Ordinary Repairs comprise of pothole filling, jungle clearance, berm cutting
etc. Rechipcarpeting / resurfacing are done under renewals Works of any urgent nature are
carried out under Special Repairs. Maintenance of bridge involves cleaning the vents, removal of
vegetation, repairs to Piers, abutments, parapets, painting etc.

CHAPTER- 3
NATIONAL HIGHWAYS (N H ZONE)
3.1 The Length of National Highways has been increased from time to time from 900 Km. in
1956 to 1377 Kms. in 1971 and 6572.15 Km as on March 2017. A list of National
Highways in Karnataka is shown in Appendix-4 and Map-1.
Works on National Highways will be financed by the Ministry of Road Transport &
Highways. In addition, National Highway Zone has also undertaken improvements to
road and bridge works on SHs and MDRs under centrally sponsored schemes of Central
Road Fund (CRF), Inter State Connectivity and Economic Importance.
Details of progress achieved up to March 2017 under different heads of State and Central
grants are appended vide Table 3.1.
Under Central Head (Plan) during 2016-17 Rs.874.85 Crore has been spent against the
allocation of Rs.882.70 Crore. 27 works out of 145 works have been completed to end of
March 2017 and 438 Km. has been improved.
Under Central Head (Non-Plan) for periodical renewal, an allocation of Rs.175.00 Crore
has been provided during 2016-17 and Rs.161.51 crore has been spent. Under periodical
renewal 45 works have been completed for length of 306.60 Km. The details of Grants &
Outlay for the year 2016-17 under different head of accounts is also appended here with
vide table 3.1
3.2 Central Road Fund Scheme
The Central Road Fund Act was in existence prior to 1988, but got statutory status
governed by the Resolution of Parliament passed during May-1988, for development and
maintenance of National Highways, State roads, Railway over bridges/ under bridges and
other safety works, and for these purposes to levy and collect by way of cess, a duty of
excise and duty of customs on motor spirit commonly known as petrol, high speed diesel
oil.
As per the CRF Act, 2000 the cess on fuel being levied since 2000-01 was at Rs.1 per
litre on petrol and HSD oil, in 2003, it was increased to Rs.1.50 per litre and in 2005, it
was raised by another 50 paise, and the present rate of cess is Rs.2 per litre.
The present rate of cess at Rs.2 per litre is being distributed in the following manner.
Based on the CRF Act 2000, Ministry has framed CRF Rules vide notification dtd.
24th July 2014. As per this prevailing CRF Rules - 2014, State Highways, MDRs and
other roads (excluding rural roads) of importance without any encumbrance, may be
taken up for development, but the length of road to be generally not less than 10 Kms.
During the year 2016-17, 562 works for a total length of 5130.20 kms costing to
Rs.3589.00 Crore has been sanctioned and tenders are invited in phase manner. Under
EI&ISC no work has been sanctioned during the financial year 2016-17. An
expenditure of Rs.33.93 Crore has been spent for the ongoing EI& ISC works during
the current financial year.

KARNATAKA ROAD DEVELOPMENT CORPORATION LIMITED
The Government has constituted “Karnataka Road Development Corporation Ltd” vide
Government order No. PWD 172 CRM 97 dated 01-06-1999 and this was established on 21st
July 1999 as a wholly owned Government of Karnataka Enterprises.
a. The Corporation is established under Companies Act, 1956 [Sl.No.of 196 (56)] as a
Public Limited Company wholly owned by Government of Karnataka under the
administrative control of the Public Works Department.
b. The Company established as a nodal agency to promote surface transport infrastructure
to improve:
i. Construction of Roads
ii. Construction of structures like Major / Minor Bridges, Flyovers, Grade Separators
iii. Construction of Road projects on Public Private Partnership (PPP) basis.
iv. Collection of User fee on the roads developed by KSHIP/KRDCL and utilizing
the accrued amount for development & maintenance of roads
e. The Corporation functions under the supervision and control of the Board of Directors.
Three State Highway Projects of 131.17 km have been completed under Annuity mode
with total Annuity Amount of Rs. 1069 Crore. The roads are put to public use. The
Annuity period for these projects is 12-13 years.
Totally Construction of 642 Bridges at an estimated cost of Rs. 672 Crore are completed.

The work of Construction of Bridges across Kapila river near Goddanapura & Bilugali
villages is awarded to Rs. 47.80 Cr. Commencement date is 16-01-2016 and completion
date is 15-01-2018. Work is in progress. Expenditure incurred by end of March 2017 is
Rs.12.38 Cr.
CHAPTER- 5
After carrying out feasibility study about 2414 Kms were implemented during the period of
2001- 2008. The Improvement is carried out in two category:
The total project length of 2414 Kms was taken up for improvement spread over 50 contract
packages. A total length of 2385 kms of 49 contracts is completed excluding 29 kms passing in
forest areas due to court interventions. The contract of Construction of Bridge across the
Bennithora river (package U3Br) near Gulbarga has been terminated for the poor performance of
contractor and is being handed over to NH for taking up of Balance work. The Packagewise
details of KSHIP-1ist is provided in Annexure-1.
The Loan Agreement concluded on 31-01-2008 with 100% utilization of the World Bank loan.
An expenditure of Rs. 2374.24 crore has been incurred upto end of March, 2017.

The performance of KSHIP-1 received the appreciation of the World Bank in its Portfolio
Review of Karnataka in June 2005. The WB has assessed progress of KSHIP as far higher than
National Average and on par with the Bank’s worldwide average. The KSHIP has also bagged
the India-Tech Excellence Award-2010 as the 2nd Best Implemented Infrastructure Project in
India and the award was presented by the President of India on 27th Oct 2010.
5.2 Karnataka State Highway Improvement Project - II
After successful completion of KSHIP-1 and as per the Government order no PWD 61 EAP
2006 dated 25-11-2006 the improvement of 3411kms of State Highways of the core road
network of the State has been taken up under KSHIP-II. All the roads under KSHIP-2 are
proposed to be upgraded to a minimum of 2 lane carriageway with geometric improvements.

The PIU, KSHIP under PWD is responsible for the implementation of all externally-aided SH
projects in Karnataka. It is headed by the Chief Project Officer and a Project Director who
reports administratively to the Principal Secretary, PWD through Secretary, PWD.
KSHIP-II is taken up in two stages depending on the loan assistance received from the funding
agencies. The Stage-1 in 2011 has been taken up with the World Bank finance and Stage-2 in
2012 with the ADB finance.
Initially the World Bank sanctioned a loan assistance of US$ 300 million with an overall project
size of Rs.2545 crore. Following the Loan Negotiations meeting held with the World Bank and
DEA, GOI in February 2011 the Project cost underwent a significant revision. With the
concurrence of the DEA, GOI the Loan was enhanced from US$ 300 million to US$ 350 million
and further the World Bank also enhanced the component size under the “Highway financing
Modernisation” from Rs. 50 crore (US$ 10 million) to Rs. 1682 crore (US$ 374 million) which
is aimed at assisting KRDCL in implementing the concept of Co-financing with Private financial
institutions to develop about 400 km of highways under either Item-rate contracts or PPP
concessions. The Project Cost was revised from the initial Rs. 2545 crore (US$ 565 million) to
Rs 4522 crore (US$ 1005 million).
The details of the Loan agreement with the World Bank are:
The implementation of World Bank assisted KSHIP-2 under Stage-1 and the list of roads of 834
kms has received the approval of the Government vide GO no. PWD 13 EAP 2010 dated:28-06-
2010 and GO no. PWD 121 EAP 2011 dated: 04-02-2012.
A total of 1192 kms of road length (KSHIP 831 kms + KRDCL 361 kms) has been taken up for
improvement at a total project cost of Rs 4522 crores under KSHIP-2, out of which World Bank
loan assistance is Rs 1575 Crores. The Project is being implemented in following contracts;
EPC contracts (266 kms):
The EPC contracts are regular ICB contracts with a defect notification period of one year and the
World Bank would fund 80% of the contract cost. The contracts for the five EPC packages were
procured and works commenced in July/August, 2011. The original ICB contract WEP2 from
Haveri- Hangal-Tadas (75 kms) entrusted to M/s Roman Tarmat, Mumbai was terminated due to
non performance in Nov, 2012 and retendered by splitting the contract into two NCB contracts
WEP2A & WEP2B. The contract for WEP2A was signed in Feb, 2013. The contract for
WEP2B was signed in June,2013. The improvement has been taken up at a contract amount of
Rs 596 Cr in six contracts having duration of 18 to 36 months. Entire road length of 266 kms
has been completed at a cost of Rs.633 cr. upto end of March, 2016. The details of the contracts

The Annuity Contracts are of 10 years duration with max. of 2 and half years of construction
and 7 and half years of maintenance. Under Annuity Contracts, the World Bank assistance is

The Agreements were signed in 24-03-2014 for WAP1 and 14-03-2014 for WAP2. The work
has commenced on 12-12-2014 after achieving financial closure.
The works are in progress. In WAP1, BC is completed for a length of 157 kms and in WAP2,
BC is completed for 100 kms to end of March, 2017.
The two contracts WAP3 and WAP4 with a total length of 265 kms had been initially proposed
to be taken up under Annuity model. As the annuity bids did not yield value for money, the bids
were cancelled and contracts are being implemented in three Item Rate contracts.
The works are in progress. A road length of 95 kms has been completed upto end of March,
2017
A road length of 382 kms from out of 3411 kms is taken up for improvement through PPP
contracts under Co-financing through KRDCL under Highway modernisation component of the
Project. The construction cost will be shared between WB, KRDCL & Developer in the ratio of
20:20:60. The list of roads is given below:
KRDCL is designated as the Implementing Agency for this component. The original DPR has
been revised for the selected roads. The Financial & Planning Transaction Advisor (FPTA) has
been appointed. Based on the Value for Money (VfM) analysis, the roads are taken up for
improvement under Hybrid Annuity model. The LOA is issued for five packages on
10-09-2015. Appointed date for WCP-1 & 7 has been declared on 03.10.2016. Appointed date
for WCP-3, 5 & 6 has been declared on 29.09.2016. The works are at various level of progress.
For remaining one package (WCP-2), Letter of Award is issued to the successful Bidder in
July 2016 and concession agreement signed on 24th Oct 2016. Financial closure expected in
April 17.
Out of 361 kms, a road length of 40 kms has been completed upto end of March, 2017

A total of 616 kms of road length and construction of 4 ROB’s in the existing level crossings in
the project roads at a total project cost of Rs 2150 crores has been taken up with Asian
Development Bank (ADB) loan assistance of US$ 315 million. The improvement has been taken
up in nine EPC packages at a total contract cost of Rs 1151cr. The contract duration varies from
of 15 to 36 months. The works were commenced in March, 2012. The package wise details are

The Public Works Department Code (D Code), Volumes I and II, sets out guidelines for officers
of the department in respect of administrative and executive functions. The diversified activities
over the years and the new concepts and innovative approaches have necessitated revision of the
Departmental Code to accommodate the new developments & in keeping with the manifold
activities of the department. The revision of Department Code (D Code) is one of the
institutional reforms undertaken through the World Bank financed Karnataka State Highways
Improvement Project -I & II. The revised D-Code is finalized in consultation with Finance
Department, Irrigation Department, National Highways and Public Works, Ports & Inland Water
Transport Department Senior Officers and issued with the approval of Government. .
Government of Karnataka has formulated the concept of a Core Road Network (CRN) that
encompasses road links considered important for the economic and social development of the
State. The long-term goal of CRN concept is to improve 40,000 km, the most vital 20% of the
entire road network catering to 80% of the commercial traffic. The medium-term goal is to
improve a 25,000 km of National and State Highways.
The major focus of strengthening road safety management capacity of PWD includes advisory
support in strengthening and equipping PWD for effective operation, maintenance and protection
of existing roads, establishing practices incorporating safety into lifecycle of state roads in a
sustainable manner.
As part of the recommendations of the Study, the Road Safety Cell has been established under
Transport Department vide Govt. Order 23-10-2013. The Cell is headed by Joint Commissioner
of Transport and comprises of key staff viz Executive engineer, PWD Dept, Deputy
Superintendent of Police, Police Dept & Deputy Director, Health and Family Welfare Dept
supported by road safety and enforcement specialists.
The Road Safety Cell is coordinating with different stake holding department of the state viz.,
Transport, Police, PWD, Health, Education, Urban Development, Directorate of Municipal
Administration, BBMP, RD & PR to implement the road safety in state wide.
Under KSHIP 1, 21 offices of PWD have been certified to ISO 9001-2008. Presently
Government of Karnataka is seeking certification under QMS ISO 9001-2008 to 60 PWP&IWT
Department offices. The Consultancy Services are in advanced stage of progress.
Under the KSHIP-II, the Karnataka Public Works Department (KPWD) is preparing to obtain
ISO 14001 certification for 14 offices in the State. The Consultancy service is completed and the
certificates were issued on October, 2015.
The PRAMC is envisaged to be a core planning center for road sector operations of PWD. The Planning
and Road Asset Management Centre was established at the PWD Secretariat, by merging the
erstwhile IDS Cell and IT Cell. The Unit Was established vide GO No:PWD:11 EAP 2011
Dated:23-08-2012 having 51 sanctioned posts headed by Chief Engineer.
The PRAMC will take lead responsibility within PWD for roads planning, development and
management as well as for ‘corporate’ PWD wide operations and management in the fields of
IT-ICT-MIS, Quality and Training/ HRD. The consultants M/s Egis International S.A., France
have been mobilized in Dec, 2012 to lead the process of implementation and operationalisation
of PRAMC under ADB funding over a period of three years at a consultancy cost of Rs. 25.33
crore. The services have commenced in Feb, 2013 and are ongoing.
Presently, Road data collection equipments have been procured and data collection for CRN
roads is on going for preparation of Annual works Program through Karnataka Road Asset
Management System (KRAMS) and HDM4 software.
Under WB funded project, KSHIP has taken several initiatives as part of GAAP, to improve its
governance structure and ability to implement the project effectively and transparently
especially in the areas of Disclosure and Complaint Handling System. The GAAP is designed to
improve procedures and capacity for better governance and create a forum for public
participation during the implementation of the project. As part of this exercise, KSHIP has
undertaken suo moto disclosure of the project documents in KSHIP website of www. kship.in as
required under RTI Act and has established a Complaint Handling Cell to handle and oversee all
the complaints. In addition, KSHIP has also set up a 24x7x365 Public Response Center to
provide opportunity for the public to share their suggestions and complaints.
Strategic study of IT-ICT-MIS Architecture, Facilities & Capacity for PWD:
Overall objective of the consultancy services is to help the KPWD to develop and begin
implementing a comprehensive and viable medium-to-longer term IT-ICT-MIS Strategy,
inclusive of phased roll-out plan(s) covering all design, development and commissioning /
implementation stages under the proposed Strategy. The consultants are expected to identify
initiatives and investments which - building on the achievements and benefits of the state-wide
initiation of e-governance are compatible with current GOK policy on the role of IT in GOK
agencies and facilitate an IT-ICT oriented work-culture within KPWD. The consultancy services
is awarded to M/s Wipro Ltd and the services are in progress.
The overall objective is achieving effective and sustainable KPWP&IWTD capacity for
performance of the Quality processes required to ensure conformance of works and resulting
assests with applicable requirements. This shall include advising on and facilitating QM/ QC
planning, assisting in staff training, on the job guidance and support, providing supervision,
monitoring and review of selected QC activities, and establishing/ updating policy and technical
documentation and user manuals for the KPWP&IWTD's various QM/QC requirements.
Along with this process, action has been initiated for procurement of Quality Assurance and
Quality Control equipments (549 nos.) for the various Quality control Divisions and sub
divisions of KPWD at an estimated cost of Rs. 12 crore. The procurement is in progress.
In the World Bank Project Agreement Document, it is agreed to have an web based project
activity monitoring and reporting system on pilot basis in PWD Department. The software has
been procured under permanent ownership basis and can be used for the future projects of
KSHIP, KRDCL and PWD.
The Project Management Software (PMS) enables project stakeholders to view and monitor the
project progress online at any time during execution of the project through Dashboard in terms
of time, money, quality, constraint, compliance, project visuals and generate the respective
reports. The client is able to monitor the progress, mile stone wise, area wise, activity wise with
details about financial progress and quality parameters contributing to better management of the
project.
HRD, E-learning and Training:
KPWP&IWTD recognizes the need for its personnel to constantly increase their skills to stay
ahead. As part of the Loan Agreement with World Bank, it has been agreed for Enhancing the
Capability of the KPWP & IWTD personnel by providing High Impact Training Programmes.
As part of this, a proposal to set up the Electronic Learning (E –Learning) and High-Impact
training programmes for KPWD&IWTD personnel has been in advanced stage. PRAMC is
leading this initiative and suitable training modules are being worked out.
Under KSHIP2, the Hybrid Annuity Model is introduced in Bank financed Projects for the first
time in India. This Contracting method will provide scope to leverage the WB fund to maximize
the development of road length and also opportunity to harness private sector efficiency to
achieve the benefit timely completion of the project works.
The Annuity documents were developed with suitable modifications to the Planning
Commission documents in consultation with WB. Two Contracts of 301 kms are being
implemented DBFOMT (hybrid annuity) basis. The concessionaire will be affront paid 50% of
the estimated construction cost during construction period of 2 to 2.5 years in five mile stones.
The World Bank would provide loan assistance for the affront payments to the concessionaire.
The concessionaire has to meet balance amount through commercial loans.The concessionaire’s
investment will be paid in the form of annuitypayments biannually during the 7.5 to 8 years
Operation and maintenance period.
Karnataka State Highways Improvement Project –III (KSHIP III):
• As part of the continuation of the efforts improving the transportation network efficiency,
the Government of Karnataka, has initiated KSHIP III in 2012-13. KSHIP-III received in
principle approval of the Department of Economic Affairs (DEA) Govt of India in Feb, 2013
for a loan assistance of USD 350 million to develop the Core Road Network.
• The Loan Appraisal proceedings are underway. The loan negotiation with ADB is tentatively
scheduled for September, 2017.
• The Feasibility Study was carried out for 4403 kms of roads covered under the approved
Core Road Network (CRN) of the State.
• On the basis of the Feasibility Study, 1193 kms were shortlisted for preparation of Detailed
Project Report under KSHIP III.
• A road length of 418 kms has been prioritized for improvement in three Contract packages
with ADB loan assistance of US$ 350 million. The Project size is approx. Rs. 5300 Crore. In
order to leverage the funds and draw the private sector efficiency, the GOK has shifted the
implementation strategy from the traditional EPC mode to PPP mode. The projects entail
75% construction grant and 9 years of concession period. The road works are proposed to be
implemented adopting Hybrid Annuity model with 2 years of construction period and 7
years of O & M.

The Contracts are expected to be mobilized by Dec, 2017.
CHAPTER- 6
PLANNING AND ROAD ASSET MANGEMENT CENTER (PRAMC)
6.1 Overview of PRAMC:
A joint mission of ADB and World Bank in June 2010 held extensive discussions with
PWD and agreed upon an Institutional Development and Strategy Action Plan (IDSAP) as the
basic framework to be complied with one of the principal features of the IDSAP is the
establishment of a Planning and Road Asset Management Centre (PRAMC) in PWD that will be
responsible for all planning and programming functions related to road sector development and
maintenance of road assets.
The Planning and Road Asset Management Centre (PRAMC) is established at the
KPWD Secretariat to strengthen the Planning & Programming and other mandated functions of
PWD particularly in the Road sector. The establishment of the PRAMC at PWD level to
function as ‘Sector Apex Body’ for Road Sector Policy, Planning and Asset Management
matters and defining the revised role of KSHTTA as the nodal agency is one of the actions
required for the loan Appraisal as per the draft Aid Memoire of the World Bank preparation
mission (October 10-22, 2010).
The functions of the Planning and Road Asset Management Centre (PRAMC) include
Road Sector Policy Development, Planning, Programming, Road Safety Engineering,
Information Technology support, and Training support across the whole of PWD. More
specifically, the following are the principle functions of the PRAMC:
To work as a nodal unit for the Planning, Budgeting and Programming of Roads in
Karnataka under the jurisdiction of PWD.
Improve planning and decision-making processes of the PWD.
Make efficient and effective use of Information Technology, and ensure integration of IT
systems across PWD
Improve the Human resource capacity by training and capacity development in the
Department through training.
Implementation of the Pavement Management System
To constantly update and maintain Road Information System, Progress Monitoring
System and Other Information System
And any other task delegated from time to time.
The main task of the PRAMC is the preparation of the Annual Works Programme for the
Core Road Network (CRN) for year 2017-18 and for both CRN and Non CRN Roads from the
year 2018-19. The PRAMC has submitted the Annual works program for the year 2015-16 and
2016-17 based on the available data form CDTA-1 and the historical data.
M/s Egis International has been selected as the Consultants to provide consultancy
services to support the establishment and operation of the PRAMC. M/s Egis International
Consultants have mobilized their team of experts and commenced the consultancy work.

Under the Asian Development Bank Assistance a consultancy service was established to
operationalize the PRAMC and the consultants are in place. The procurement of the equipments
and Software required for the operationalization is completed and handed over to the consultants
for the data collection. A brief description of the equipments procured is explained in the
following paras.
1. The Road Condition Data Collection Vehicle (RCDCV):-
The RCDCV known as “ROMDAS” (Road Measurement and Data Acquisition System)
is deployed by the department to collect the Road condition in a scientific manner, to assist the
planning process to provide an increased level of service to the road users. These laser
technology based equipment will be used to collect the road condition and distress such as
International Roughness Index (IRI), Rutting, Ravelling, Potholing and other parameters to
assist in the planning process. The collection of the data for the entire Core Road Network and
establish a Road Asset Management System to undertake a systematic process of maintaining
and upgrading Road Assets, combining best Engineering principles, sound business practice and
tools to facilitate decision making to achieve the public’s expectations.
2. Falling Weight Deflectometer (FWD):-
Falling Weight Deflectometer (FWD) is a non-destructive testing (NDT) and non-
intrusive device. FWD generates a load pulse by dropping a weight and is a device designed to
simulate deflection of a pavement surface caused simulates traffic loading. This typed of
equipment is one of its kinds in India. The equipment will be used to evaluate pavement
structural capacity, layer condition assessment for designing the overlays and rehabilitation
designs for improvement of the roads based on the relevant IRC Codes. The Falling Weight
Deflectometer is the world standard dynamic plate bearing test for the non-destructive testing of
the structural capacity of flexible pavement.
3. Ground Penetration Radar (GPR):-
Ground Penetrating Radar (GPR) is a Geophysical Instrument that uses radar pulses to
image the sub-surface and detects the reflected signals from subsurface structures without
modifications into physical properties. Ground Penetrating Radar is a quick, non-destructive and
effective way to determine pavement layer thickness. GPR can evaluate base and sub-base layers
with data collection densities not obtainable by traditional labour-intensive methods, such as
coring. Its main advantage is the continuous profile it provides of the road structure. Using the
GPR the underground utilities can also be detected.
The data collection for the CRN Roads using these equipments has been started and it is
proposed to complete the data collection by November 2016 and these data will be utilized in
the preparation of the Annual Works Program (AWP) through the Karnataka Road Asset
Management System (KRAMS) and HDM-4, software. The Annual Works Programme for CRN
for the financial year 2017-18 will be prepared by December 2016.
CHAPTER- 7
STATE HIGHWAY DEVELOPMENT PROJECT (SHDP)
Overview of State Highway Development Project
7.1 Scheme:
The State Government has approved a scheme to improve the existing 10500 km length
of State Road. This is a Major Initiative of Government of Karnataka (GoK) for improvements
of Road net work wholly financed by the State Government to be completed in two years. For
monitoring of the Project, a Project Implementation unit has been created in state Government
Order No: PWD 45 EAP 2011 Bangalore dated: 04.11.2011.
1. The works are grouped in to 66 Packages .Administrative Approval has been accorded in
State Government order No.PWD 45 EAP 2012, Bangalore, Dt: 09.05.2012 and
No.PWD 121 EAP 2012 Dt:19-11-2012. A length of 3567 km is being developed at a
cost of Rs.1439.00 Crore under these 66 Packages. ( Improvements works to 2110 km
and Renewals to a length of 1457 km)
2. All the packages are entrusted on tender basis and 95% of the works is completed.
3. During 2016-17 Improvement works are completed for a length of 3.05 km at a cost of
Rs.7.23 crore.
Phase-II
1. The works are grouped in to 70 Packages .Administrative Approval has been accorded in
State Government order No.PWD 107 EAP 2012, Bangalore, Dt: 19.05.2013. A length
of 3745km is being developed at a cost of Rs.1498.90 Crore under these 70 Packages.
(Improvements works to 2188 km and Renewals works to a length of 1557 km)
2. Tenders for all packages have been approved and the works are in progress.
3. During 2016-17 Improvement works are completed for a length of 17.93 km at a cost of
Rs.26.91 crore.

SHDP Physical & Financial Achievements
Phase-III
The proposal to develop 4315 km of State Highways / MDRs under Phase-3 at a cost of
Rs.3500 crore is administratively approved by the State Government in G.O No:
PWD.183.EAP 2014, dated: 30.12.2015 to be taken up under 127 packages on project mode.
Out of 127 packages 126 packages have been approved and 1 package is been re tendered.
Till date 122 packages agreements and approved and works are under progress, remaining 5
packages agreements are under progress.
7.4 Project Management System Software (PMS)
For comprehensive monitoring of the Project Monitoring System, software has been developed
and installed in the department. The software is developed on dotnet frame work and installed in
the Project Monitoring Server. In this Project Management System, Monitoring, Quality control
and Contract administration are the main Modules and through these modules, the Project
activities, daily activities and photographs, Quality control tests can be uploaded through mobile
application. The Project Monitoring System being adopted has won National Award for
implementation of e-Governance intitiatives for the year 2013-14 by the Department of
Administrative Reforms & Public Grievances, Government of India.
Achievements:
1. The Government of India has conferred GOLD National Award under e-Governance
to the State Highway Development Project for "Cat-VII-Innovative use of Mobile
Technology in e-Governance" on 30-01-2015 in Gandhinagar, Gujarat by the Hon’ble
Chief Minister, Govt of Gujarat.
2. India’s Best Governance Project for Minimum Government, Maximum Governance
has conferred to the State Highway Development Project for SKOTCH ORDER OF
MERIT AWARD.
CHAPTER- 8
8.1 Background:
Institutional Development in PWP&IWTD was given a major impetus with the on coming of
the Karnataka State Highways Improvement Project (KSHIP); as a pre-cursor to which an
Institutional Development Strategy Study was undertaken in 2000-01. The Government on
15-03-2001 approved the recommendations of the Study. The Department has since then
been undergoing major Institutional Development. The Institutional Strengthening of the
Department consists of following 6 components:

Financial Mechanisms
Core Processes
Information Systems
Human Resources
In all the above 6 components, major Institutional Development initiatives took place which
are briefly narrated below.
8.3.2 Asset Condition Information: Two Road Measurement Data Acquisition System
(ROMDAS) are put in use since 2003. The RCS data is being incorporated in RIS every
year. The RCS has lead to the availability of precise information on asset condition of the
State Highways and the data is being used in the preparation of the annul works programme
in the department.
8.3.3 Road Users Satisfaction Survey (RUSS): First RUSS was conducted in April-May 2002
across the State on all categories of roads. It was the first ever such Survey conducted in
South Asia and is being conducted by PRAMC at present.
8.3.4 Traffic Census: KPWP&IWTD is conducting traffic census since 1959. Quintessential 2 days
24 hours traffic census was conducted at 3509 permanent traffic count posts in February
2017.
8.3.5 Road Safety: KPWP&IWTD mandated use of “Manual for Safety in Road Designs on
15-03-2004. Two Traffic Cells were created on 24-10-2002 in the Offices of the
Chief Engineers, C&B (South & North zones) with a wide range of duties pertaining to
traffic & road safety. Black spots on PWP&IWTD roads were improved as part of KSHIP
road safety component. This was the first such specific black spot improvement work in
PWP&IWTD. Further such works are envisaged. A road safety Unit is established in
PRAMC which is looking after the Road Safety issues in the state.
Presently 21 divisions of PWD hold the Certificate for the Quality Management System
which complies with the requirements ISO 9001:2000. A certifying body will start audit at
all the certified PWD divisions from time to time. Now action has been taken to get
certification for all the Divisions of the KPWP&IWTD.
8.9 E-governance:
All the field offices up to Sub-Division level were connected with e-mail facility. The
Estimation & Rate Analysis software was customized incorporating all the components of
the data and rate analysis of the Radha Krishna Committee already mandated by the
PWP&IWTD. The GIS based RIS system is effectively used while upgrading MDRs to SHs.
It was decided to adopt a web based “Progress Monitoring System” for works to monitor
both Physical and Financial Progress of various Roads, Buildings, Bridges and other works
undertaken up by the department. All the users of the Department up to Sub division level
have been given with the access to the system and all the works undertaken by the
department are being updated by the Department. It is also mandated that the release of the
budgeted / LoC shall be based on the progress entered in the PMS.
Secure system: Only departmental users with valid user name and Password can
upload and view the information based on their privileges.
Latest KPWD roads available on existing Road Information System (RIS) will be
linked to PMS for selection of roads for improvements under Proposal section of
PMS.
Other departmental heads like Principal Secretary, Secretary, Chief Engineers and
Superintendent Engineers etc. will be able to view the progress online to monitor the
work progress which is undertaken by the department.
Dynamic reporting on both Physical and Financial progress can be generated and
printed in any format.
Impact of PMS:
Since PMS is a web based application, information on work progress on roads can be
viewed from anywhere anytime.
A Database of the works executed can be achieved and can be linked to the RIS in a
later stage.
8.10 E-Procurement:
8.10.1 Objectives:-The primary focus of the e-procurement initiative was to bring about
transparency in government procurement and to standardize the procurement process within
the state in order to institute a more fair, open and competitive environment for government
procurement through one central state portal.
The GoK wanted the e-proc system to address concerns arising from the previous manual
procurement process with respect to potential collusion – or bid rigging – whereby, on
occasion, contractors would be prevented from picking bid packages or submitting bids, or
could be influenced if they were known to be participating in a bid. The electronic system is
intended to help GoK address many of these concerns by ensuring all interested contractors
have access to bid packages with complete anonymity and may submit a response without
any threat of interference.
The e-proc system is in line with the key principles to ensure the basic standards of good
governance which include:
Transparency
Non-discrimination
Equality of access
Open competition
Accountability
Security of the process
8.10.2 Achievements: -
During the year 2015-16, 13221 works amounting of Rs.11552.00 crore were tendered under
e-porcurement online process.
8.10.3 System Review: - The Public Works Department has been using the e-proc system for about
more than six years. PWD was one of the original pilot agencies on the system and has been
working closely with the Centre for e-Governance and HP in defining its specific
requirements for the system and proposing enhancements for improving system functions to
better accommodate its needs. HP has been very responsive to PWD and continues to
review change requests and accommodate them through the change management process for
any system changes.
To date, PWD has processed 37634 tenders with an average of two or three bidders. There
are approximately 25,000 works contractors currently registered in the system.
G.O number, PWD20EAP 2008, Bangalore, dated 21-04-2009 was issued under section
18A of Karnataka Transparency in public procurement (Amendment) act, 2007 that for all
works costing Rs. 50 lakh and above in the department e-procurement system is mandatory
from 01-04-2009 onwards. From 01-04-2010 all works costing Rs. 20 lakh, presently from
03-12-2012 all works costing Rs.5 lakh and above are awarded by e-Procurement
compulsarily.
Truck operators, Bus operators and other Transport vehicle operators are the Stake holders.
Cement, Bitumen and Steel manufacturers, Buildings of all Public Offices, Forest
department for providing wood, Quarey owners, manufacturers of other construction
materials, manufacturers of bridge bearings and construction equipment manufacturers and
labour work force.
California Bearing Ratio (CBR) test is a penetration test, evolved for the emphircial method
of flexible pavement design. The CBR test is carried out either in the laboratory on prepared
specimens or in the field by taking- in site measurements. This test is also carried out to
evaluate the strength of other flexible pavement component materials.
The CBR tests are carried out by PWD Quality Control Divisions pertaining to roads coming
under C & B South Zone. CBR tests are conducted for upgraded MDRs and also as and
when requisitions received from concerned construction sub divisions.
8.13 Conducting ROMDAS Survey for core net work roads of PWD South Zone:
The ROMDAS Survey Equipment is deployed for the data collection of the roads in the state
of karnataka. Now the PRAMC is entrusted with the data collection task and data valication
tasks.
Each vehicle responds differently to roughness due to variations in the springs, dampers and
tyres. It is therefore essential to calibrate each roughness survey vehicle against a standard
roughness so that its measurements can be related back to the standard roughness.
The Bump Integrator is a response type Road Roughness Measurement instrument which
records the cumulative displacement of the rear axle relative to the body of the vehicle.
ROMDAS will convert raw roughness data into calibrated roughness through user supplied
equations. If equations are available for different speed, ROMDAS will apply the appropriate
equation given the vehicle speed at the time of the measurement.
The roughness is expressed in terms of IRI (M/km). Apart from IRI data, Road Inventory
Details are also collected during ROMDAS survey. The details collected are
ROMDAS survey is also carried out for the works approved under CRF & ORF
schemes. The survey is conducted before the commencement of the work and also after the
completion of the work to know the improvement in the riding quality.
8.14 Registration / Renewals of Contractors through Online:
The contractor can register the application through online for registration /
renewal from their own place without visiting the office.
9.1 INTRODUCTION
List of Projects costing more than Rs.One crore for which Architectural drawings have
been furnished during the year under report is enclosed.
ADMINISTRATION:
The main aim of this Department is to provide very efficient, economical and user-
friendly designs based on the requirements of the User Departments.
There is need for reviewing Cadre and Recruitment Rules of this Department and
necessary steps have already been initiated in this regard.
During the year under report, the Department has prepared and furnished about 873
Architectural Design Drawings to various Government building projects costing about
Rs. 1091.00 Crores.
SUMMARY/ CONCLUSION:
With better coordination from the Government, User Departments and the Public Works
Department, this Department can function more efficiently and provide better designs in terms
of usage, economy and aesthetics and necessary working drawings and detailed drawings for
services etc., can also be given in time.
CHAPTER- 10
BUILDINGS
10.1 Public Works, Ports & Inland Water Transport Department is responsible for construction and
maintenance of government buildings. While it has its own budget for construction and
maintenance of buildings. It also undertakes construction on behalf of other Departments/local
bodies under the Deposit Contribution Works.
Broadly, buildings under PWP&IWTD fall under two categories viz., Non residential
buildings and residential buildings. The first category covers office buildings, commercial
complexes, colleges, hospitals, libraries, etc. Residential buildings include quarters and hostels.
While minor works are undertaken under the budget heads 2059 and 2216, major asset
creation works are takenup under the budget heads 4059 and 4216 capital outlay. In addition,
there are building programmes under the budget heads of other government Departments, for
which budget provision is made under the respective budget heads.

11.1 Introduction:-
Sea ports are important gateways for trading in commodities between countries. The
ports form a major infrastructure in the logistic chain of activities in economic transport of
goods. It is an acknowledged fact that, there is a big gap between available capacity of ports in
India and the huge demand for port services.
In India, marine transport has the highest modal share of export-import cargo. Sea routes
provide efficient and cost effective modes of transporting bulk quantities of goods. As per
Ministry of Shipping estimates, traffic at sea ports is likely to grow three times by 2019-20 from
the present level.
Karnataka has a maritime coastline of 155 nautical miles (300 kilometres) and has one
Major port at New Mangalore Port and 12 minor ports i.e., Karwar, Belekeri, Tadri, Pavina
Kurve, Honnavar, Manki, Bhatkal, Kundapur, Hangarkatta, Malpe, Padubidri and Old
Mangalore.
11.2 Major Regulatory functions:-
With a view to achieve the various objectives the Department discharges the following
regulatory functions:-
1) Regulation of Navigation at the ports.
2) Landing and Shipping of goods at the ports.
3) Maintaining and hiring of marine Floating crafts and cargo handling, equipment such as
Cranes, Tugs, Water Barges, Weigh Bridge etc.,
4) Development and maintenance of minor Ports.
5) Dredging at the Ports and channels for safe Navigation;
6) Survey, Inspection and Licensing of Harbour Crafts;
7) Examination and issue of Certificate of competency to Engine, Drivers, Masters, Sarongs
under Karnataka Harbour Craft Rules.
8) Inspection and issue of Certificate of fitness to crafts deployed in Ferries and Waterways.
9) Operation of Ferries through contract system.
10) Conducting Hydrographic surveys of the Ports & Waterways.
11) Conducting enquiry about casualties / wrecks, jettisoning
12) Registration, Survey and Inspection of sailing vessels.

11.3 ADMINISTRATION :
The Department functions under the administrative control of the Public Works, Ports
and Inland Water Transport Department at the Government level. The Director of Ports and
Inland Water Transport with Head-quarters at Karwar is the Head of the Department who has
been assisted in the administration as indicated below.
The Port Officers (Master Mariners (F.G.) are functioning with Head quarters at
important ports in the state i.e., Karwar, Honnavar, Kundapur and Mangalore who are directly
responsible for management and operation of the ports in their respective jurisdiction. Licensing
of harbour crafts, conducting examination for issue of certificate of competency as Master and
Serang’s, Inspection/ Preliminary Investigation into shipping Casualties, Jettisoning etc., Port
conservator, Deputy Port conservators and Assistant Port conservators are stationed at other
lesser important ports who work under the direct administration and technical control of the Port
officers.

The Port Engineer is the Technical Assistant to the Director of Ports & Inland Water
Transport and look after the execution of maintenance of Port works, Buildings etc., and
supervises the dredging works in Uttara Kananda District and State Inland Water Transport
works assisted by Asst. Executive Engineer, Assistant Engineer & Junior Engineers.
The Executive Engineer of Port Division with Head-quarters at Karwar and the Executive
Engineer of Ports & Fisheries Division, with head-quarters at Udupi is working in the
department. They are assisted by Assistant Executive Engineers, Assistant Engineers/ Junior

Engineers. The Executive Engineer, Ports & Fisheries Division, Udupi is looking after the
developmental port works, dredging works and maintenance work of Port structure, Fisheries
works and Anti Sea Erosion works of Dakshina Kannada and Udupi Districts. The Executive
Engineer, Ports Division, Karwar look after the Port development works, fisheries works and
Anti Sea Erosion works of Uttara Kannada District. One Marine Engineer (First Class Engineer)
with head quarters at Karwar has been working in the department. He is also responsible for
survey of the Mechanized harbour crafts conducting examination for issue of certificate of
competency as Engineer/ Engine Driver.

11.5.1 PORT DEVELOPMENT PROJECT PROPOSALS UNDER PPP PROJECT
The Government of Karnataka has taken initiation for Second stage development of Karwar Port
under State Government funds and Government of India, Coastal berth scheme. The State
Government has accorded approval for construction of Northern breakwater at an estimated cost
of Rs.125.00 Crores and the work is under tender process.
Government initiated development of port & setting up of free trade housing zone at Belekeri on
BOOST basis and i-deck already prepared RFP, Pre-feasibility report and Draft concessional
agreement and submitted to Government for approval. Government of India also shown interest
for development of Belekeri Port as a satellite port to New Mangaluru Port Trust and Techno
economical feasibility report has been prepared and Government of Karnataka has already given
permission to the Ministry of Shipping, Government of India for development of Belekeri Port
as a Satellite Port.
M/s. Honnavar Port Limited has signed the agreement with the Karnataka Government for
comprehensive development of the Honnavar Port. The required port land of 211 acres has been
already sanctioned. Government accorded approval to DPR. Developer obtained statutory
clearance like, EIA (CRZ) PCB clearance, Local Panchayat Permission etc. Department
approved to the designs of jetty, breakwaters & dredging. Action is on to notify the port under
custom act.
Development of modern sea port at Tadri at the estimated cost of Rs. 3,800 Crores. IDD
nominated KSIIDC as nodel agency. Preparation of DPR and EIA Studies are completed.
M/s Lakshadweep Administration is proposed to construct dedicated jetty for their exclusive use
at an estimated cost of Rs.60 crores and Government of Karnataka has sanctioned 8000 Sqm of
Port land on lease basis and Lease agreement has been signed by State Port Department and
Lakshadweep Port Authorities and estimate submitted to the Lakshadweep Administration for
approval. The State Government has submitted another proposal to the Ministry of Shipping,
Government of India for providing financial assistance under Coastal berth scheme (CSS).
The State Government declared Pavinakurve Port to develop all weather direct berthing captive
port through PPP mode as per Karnataka Minor Ports Development Policy 2014. Submitted
RFP, Pre-feasibility report and Draft concessional agreement to the Government for approval.
M/s JSW has submitted proposal to the Government for development of Pavinakurve Port in

Swiss Challenge Method and the State Government has given permission to M/s JSW to prepare
Detailed Project Report. Preparation of DPR is under progress.
In view of the fact that ships of large sizes are used in transportation for economies of
scale in the international trade. Port would be developed with the required drafts, berthing
facilities and efficient mechanical handling facilities. So as to reduce waiting period of ships and
saving in the cargo handling expenses. In order to expedite creation of port facilities, it is
proposed to adopt the following strategies.
Maritime related industries would be given priority to be located along Karnataka Coast
in the field of ship building, ship repairing, dredging, eco-friendly ship breaking and other
flotilla units like tugs, barges, launches and support crafts. The above manufacturing facilities as
well as the traditional boat building activities would be allowed in Karnataka Maritime
Waterfront on lease basis to such units. The incentives and concessions to such units would be
governed by the industrial incentive package announced by the Government of Karnataka.

11.5.5 Coastal Shipping :-
The barge mounted power projects would be provided with required port facilities at
identified locations. Similarly, Thermal Power plants would be provided with exclusive port
facilities for importing different kinds of power fuels at Harbours
In Karnataka State, the Inland Water Transport wing has been created under the
Department of Ports in the year 1972 on the recommendations of Gokhale Committee and
Bhagavathi Committee to look after the administration, maintenance, control and regulation of
the Ferries and Waterways by providing Mechanized Boats like LCTs/ Launches, FRP Boats and
Steel Boats.
Total 334 ferries are operating in the state, out of which 16 Ferries are operated by the
Department and 42 Ferries operated by public auction under the Technical control of the
department, remaining 276 Ferries are under the control of Zilla/Taluk/Gram Panchayat. The
personnel working in the department are well trained in the field on Navigation and Nautical
Technology. The above Ferry services are mainly provided to cater shore to shore transportation
of Men and materials of the remotest rural areas, which are not connected either with road or rail
transportation. They are service oriented facilities to the rural commuters for their daily
requirements.

The coastline of Karnataka State stretching from Majali in the North to Ullal in the
South, passes through three districts i.e., Uttara Kannada, Udupi and Dakshina Kannada. Out of
the 300 Kms. long coastline of State, about 240.54 Kms. long coastline is subjected to Sea
Erosion. The tidal reaches of as many as 14 rivers like Kali, Belekeri, Gangavali, Aghanashini,
Sharavathi, Kollur, Sitanadi, Udyavara, Gurupur, Netravathi etc., are also subjected to river bank
erosion. It is very essential to protect the public property like roads, buildings etc. by
construction of long term sea wall and emergent protection works during monsoon wherever
severe erosion is taking place.
During the year 2016-17 an amount of Rs. 2502.66 lakhs has been spent under the head
of Account 4711 and constructed 4114 Mtrs. long Seawall.

11.8.1 SUSTAINABLE COASTAL PROTECTION AND MANAGEMENT INVESTMENT
PROGRAMME (ADB Assistance)
ULLAL SHORELINE PROTECTION SUB PROJECT
The Ullal sub project will provide provision of long term and sustainable erosion
protection to prevent severe erosion at Ullal and possible breaching of the spit. The 1st trench of
project is already under progress at Ullal at a cost of Rs.223.32 Crores which was identified as
the most vulnerable coastal stretch. Construction of 4 inshore berms at Rs.25.51 crores,
Construction of 2 offshore reefs at Rs.110 crores, rehabilitation of break water at Rs.40.91 crores
(Revised Rs.53.00 crores) is completed.
Preparation of 2nd trench detailed project report for 8 identified places by ADB technical
consultant is completed and submitted the same to the Central Water Commission for approval.
During the year 2016-17 an expenditure of Rs.54.39 crores was incurred.

QUALITY ASSURANCE ZONE
12.1 Overview of Quality Assurance Zone:
The Quality Assurance Zone under Public Works, Ports & Inland Water
Transport Department has been formed vide G.O No: 396.¸ÉøÀJ.2014, Bangalore
dated: 04.08.2014. The Quality Assurance Zone is headed by the Chief Engineer
with the following staff pattern.

Engineers at Bangalore, Mysore, Dharwad & Kalburgi
8 Quality Assurance Divisions headed by the cadre of Executive Engineers
at Bangalore, Shimoga, Mysore, Hassan, Dharwad, Belgaum, Kalburgi &

In order to ensure proper monitoring and quality in works as per

separate module under PMS for Quality Assurance Zone to the existing PMS

request from construction divisions seeking conducting quality control test on
various components of the work and to upload the test results immediately.
