HORIZON CONSTRUCTION COMPANY PROFILE
I. INTRODUCTION
HORIZON CONSTRUCTION is a construction and construction material production company
dealing in civil engineering works and the production of different construction materials.
HORIZON CONSTRUCTION is a subsidiary of HORIZON Ltd, a holding company that also deals
in agro-based industries, Insurance and ICT.
It is a Rwandan company and is registered under the laws of the Republic of Rwanda (RCA
625/07/KIG. The shareholders of this company are Rwandans.
II. Objective (mission)
Horizon Construction was formed to primarily carry out specialized works, in construction of
Housing Projects and Industrial project Construction. It is also engaged in Real Estate, Highways. Dams
and other infrastructure construction projects.
It was also formed with the aim of having quality products from the factory being used in
construction works and also to apply new technology in building construction.
III. Organizational Structure
A. Board of Governors and General Manager
The General Manager is in charge of the daily management and reports to the Board of
Directors through Chief Executive Officer of Horizon Ltd.
B. Departments
Under the supervision of the General Manager, there are two departments within the
company:
(i) Operations Management
This department is responsible for all construction and production works that are being done
by the company. It comprises the Construction and Production sub-departments. The
department employs the technical personnel as well as other support staff.
(ii) Finance and Administration Department
The department is responsible for all accounting work in the company. It is also in charge of
the procurement, marketing and human resource activities of the company.
IV. Company Resources
1. Head Office
The Company’s Head Office is situated at Kicukiro, Gikondo Industrial Area, in Kigali City.
2. Factory and Workshop
An extension to the factory and heavy equipment yard is situated at Kinyinya, where the
asphalt plant and concrete batch plant are installed.
The Company has also its own Stone Crusher Machine installed in Musanze District, In
Northern Province.
3. Equipment
(a) Construction Equipment
The company is adequately equipped with heavy construction and light equipment essential
for building and roads construction.
The heavy construction equipment includes, Bulldozers, graders, wheel loaders, backhoe
loader, excavator, Drum rollers (17 ton), pneumatic rollers, Sheep Foot Roller, mobile cranes
(50tones, 8 to 25tones). Others include water drilling Machine, tipper trucks (10-30ton), light
trucks, concrete mixers of various capacities including mobile ones. Others are pedestrian
rollers (1-2tons), Dumpers, concrete vibrators, Hydraform block making machines etc.
The company is also equipped with surveying equipment including levels and theodelites and
total stations.
(b) Vehicles
The Company has several vehicles including tipper trucks, semi-trailer, light trucks, four-wheel
drive vehicles and small pick-up vehicles.
Additionally, senior personnel have personal cars, which are also available for use by the
company.
(c) Office Equipment
The office is adequately equipped with computers, printers, photocopying machines, scanners,
drawing tables, etc. The company has various engineering and accounting software.
(d) Communication
The company has three direct telephone lines, one fax line and Internet services and all offices
are connected to a LAN.
(e) Personnel
Presently the company has 157 employees including managers, about 20 experienced civil
engineers, Electromechanical Engineers, technicians, accountants and other administrative
and support staff.
The company also employs labourers, in big numbers, on semi-permanent and casual basis for
different projects.
(f) Workshop Equipment
The workshop comprises of various equipments essential for a metal and carpentry workshop
including welding machines (single phase and three phase), cutting machines, steel bending
machines, carpentry equipment.
V. Experience
In the year 1994, we made a humble beginning in the construction business. The Company’s
name was Engineer Regiment. The Horizon Construction Company was incorporated in the
year 2007. It was the first step on the long road to success. In all these 14 years for Horizon
Construction there was no looking back. Today it has completed projects together total more
than 35 Billion Rwanda francs or about 65 Million United States Dollars. These include
Factories, Schools, Residential Buildings, Roads and Bridges, Villas, Water Supply, Electricity,
illustrating the versatility of the Horizon Construction expertise.
Quality people mean quality products. The company's most prized assets are its people. A
highly motivated team of qualified construction managers, engineers, and technicians form the
backbone of Horizon Construction. Quality is a team effort and every employee beginning with
the General Manager, holds himself responsible for the quality of the final product.

C. Material Production
We have a stone crushing machine in Musanze District which produces aggregates to be used
in buildings and roads construction. At the moment we have a contract with NPD-COTRACO at
18 million Rwanda Francs; we produce aggregates also for our different projects.
