Abstract

In the contemporary era, one of the main issues that are faced by cities is that how they deal
with the smartness, which includes infrastructure, economic, social and environmental issues.
At the moment, from current problems on a general scale, when trying to find solutions for
urban social needs, rely on the concept of the "smart city". It is now certain that new
considerations for the modernization of cities, which are the most important goal of the
overall layout, can be found in the "smart city". As the literature shows, this is a continuous
thematic explanation among researchers, clearly about social problems, countries or
territories in which it arises, for example in GCC areas. Dubai, a city in the United Arab
Emirates, is a place where after oil extraction in 1970, one small and respected urban
settlement evolved into a pioneering reference to the stringent requirements of urban areas.
Thus, this research paper presents information about plants with large urban zones, their
advantages and key segments, their intelligent systems and features in cultural, social and
environmental categories.
1. Introduction
In the modern era, urban regions are going through a dynamic period in every aspect, taking
into account the way urban areas are perceived as engines for improving the economy and
progress of nations. They are seen as key segments for the future, expecting central activity in
the financial and social perspective around the world and have a huge impact on nature.
In parallel, a large proportion of urban areas and urban locations with current social needs are
struggling with various uncomfortable problems. Among them is a rapidly growing
population, especially in recent decades. Certainly, urban domains are made up of almost
150,000 people who consistently achieve them through movement or birth. As shown by the
United Nations, in 2014 over 54% of complete people lived in urban, diverse and 30% zones
in 1950, and typical climbing in 2050 would be around 68%.
Another issue faced by urban networks is related to the increasing transmission of ozone-
harmful substances. Currently, 70% of the overall increase in CO2 emissions begins in urban
regions. At the moment, a larger piece of carbon dioxide is transferred through the use of
necessary resources, structures, industry and transport (Kocjan, 2017). There is also a lack of
benefits in urban networks, especially non-zero food costs (range of air, fuel or water),
stopping traffic, worries about human well-being, air pollution or self-destruction and plant
development. This maintains long-term care and stress on urban issues, generally and
explicitly with regard to biological and mechanical progress, which creates a sincere need to
rethink urban networks, how to determine their progress, management or capabilities to
reduce problems that arise (Singh, 2015).

1.1 Objective
The objective of this study is to have an insight to see the way that Dubai smart is being a
pioneer in the area of UAE and GCC. The aim of the paper is based on a speculative system
created to acquire greater knowledge of acute urban areas in the characterization of Arabian
areas. In the conclusion, it is likely that the process of urban change in contemporary social
demands for the provision of intelligence should concern the use of technology / information
and communication, as well as information and correspondence.

1.2 Research Questions

 What are the factors that make Dubai Smart to act as a pioneer?
 What are the needs of the Smart city regions?

1.3 Significance of study


As there are various developments taking place in Dubai and UAE region, so Dubai Smart
will be taking the Smart cities to a next level with the high level of technology that is being
used. This study would help in knowing the major developments in the area of UAE and
GCC region. It will also enable the researcher to investigate that the way that the Dubai
Smart is becoming a major revolution in the Smart City. The Dubai example showed that
pioneers built each zone and part of the city in a solid presentation to think about support
well. This city is now a reference point in this matter in the Middle East because it takes into
account the overall scale.
Moreover, this will contribute to an ever better introduction and physical convenience by
improving the use of compulsory resources (for example, the oil imperative), as well as
giving tips on progress in understanding and controlling methodologies in urban areas
(transport or water) among others. This research paper is currently based on a framework to
achieve money-related, social and universal rationality in urban regions by choosing flexible
game plans that misuse information and develop trade (ICT). Undoubtedly, information and
communication technologies can contribute to increasing the efficiency of urban areas,
reducing expenses and redesigning the individual satisfaction of their tenants. At the last
point, composing reveals that urban regions really rely on improving their displays, taking
into account the strategy that is usually suggested as "Smart Cities."

2. Literature review

2.1 Smart urban zones' crucial features


Smart urban zones started by combining problems related to progress in the field and
urbanization to achieve real improvements in urban conditions. From one perspective, Smart
connected with the city is an instrumental, not standard, term related to functions, not to the
introduction of urban regions. This information is a trademark of organizations, things and
organizations in which ICTs accept noteworthy activities. Although the City is also an
instrumental term that can combine skillful and reasonable edges to keep them within reach,
it involves a human structure and state in which great directions can be used to logically
achieve significant progress (Kadhim, 2019). Indeed, there is no comprehensive definition of
an acute city among specialists. In fact, it introduces different things to different points of
view, but no doubt the sharp downtown areas around the use of ICT at all stages of life.
Currently, several creators share the opinion that Smart City is a place where IT technologies
(advanced information) are collected along with systems, design, normal things and people to
solve social, money-related and shared problems (Breslow, 2020).

2.2 Splendid establishments


The goal of improving urban locations in insightful urban networks has not been achieved by
establishing an approach to work, in any case, by continuing to work as an improvement,
starting with ensuring that basic urban plants encounter normal problems such as low-
pollution and release from home for garbage collection (Virtudes, 2017). In this way, smart
systems work in the structure of the city's spine, allowing to combine physical problems,
progress and enlightenment. The physical segment includes basic systems related to
imperativeness (gas or energy), portability (open transport or use of electric vehicles),
constructions, water (dispersed or storm water on board, open organizations, e.g. counseling
and human administration, between alternative points of view: consolidation of the Wi-Fi
broadband structure, ICT equipment (remote access points, registration, sensors, wireless
networks, cell phones or platforms) and stray data (Hannam, 2018).
This trend now begins in the segment of experts in the organization of urban networks, taking
into account Western social requirements, as well as various social orders. In a similar way,
the Arabian District is definitely not an exceptional case. Currently, among Arab social
demands, there are pioneering opportunities for insightful urban networks forming the Dubai
area, organized in the United Arab Emirates.

3. Methodology
This is a qualitative research in which the researcher conducting the research by contacting
the various companies and organizations that are involved in making the Dubai a Smart city.
This may include contacting with various construction and technology companies who are
playing their important role in the development of the Dubai city.
3.1 Research design
In order to conduct the research study, the research design that has been used for this research
is the observational research. It is type of research design in which the results are drawn by
comparing the subject of study with other control groups. For this research study the subject
is basically the various components of the Smart Dubai city.

3.2 Research instrument


For the purpose of conducting this research, the survey and interviews are used as the
research instruments. The surveys are the best way to gather the information regarding
something. The researcher prepared a questionnaire that was distributed among the staff
members of various companies that were involved in the development of the Dubai Smart
city in order to get an insight onto the way they made all the changes in the country. Also
some of the people who are relevant with the Dubai smart city were interviewed as well in
order to get an opinion about them.

3.3 Interviews as Research tools


In order to conduct the research, the research tool that has been used is taking interviews
from the employees who are working in various organizations and they are actually a part of
Dubai smart. As they are directly involved in making Dubai a smart city, so they will have all
the information that may be required in order to conduct this research. They were interviewed
by the researcher and a questionnaire has to be used which had 10 questions about the Dubai
Smart city and also the way Dubai Smart city is behaving as an initiative in becoming a
pioneer in UAE. The questionnaire consisted of the 10 open ended question in which the
participants in the interview are free to provide their opinion and answer the questions the
way they want to give. They can either give the lengthy answers or they can provide short
and brief answers to the questions that have been asked from them.

3. 4 Data collection and sampling method


The method that is used for data collection and sampling is to make use of the observation
and also taking the opinion of various people who are relevant with the study by distributing
the questionnaire and interviewing the people.
In order to collect samples for the research, the random sampling technique has been used
which means choosing the samples out of the population on random basis.
4. Data analysis
The data that has been collected includes the views and opinion of the people who are part of
the Dubai smart city which gives an insight about the needs and smart city areas and also the
good things about them.

4.1 The needs of smart urban regions


The perception of the needs of large urban areas results from a legitimate interest in fulfilling
the request: how can urban networks be even better? The best answer depends on the impact
area identifier, which has a large impact on urban networks. These areas are related to the
properties of urban districts. At the moment, the developers are introducing six functions that
can help work on the city to be more and more interested (Kadhim, 2019). These functions
are called "Smart city wheel" which includes the transition from the point of view: a. Sharp
economics due to the proximity of soul improvement and business venture, high profitability
(looking at the sum, as well as in terms of quality ), flexibility in the grandstand by reducing
obstacles to trade and opening the door to the neighborhood and the entire market; b. great
people, increasing the contribution to the counseling system to support lifelong learning
through e-skills using information and communication technologies, empowering people and
the system between them so you can quickly exchange information with city network experts
and their residents and master ingenuity by sharing data; down. perfect organization by
maintaining the organization of a leading group of specialists in urban areas, using
information and communication technologies as open data available for open assistance,
fulfilling more significant customer responsibility as a manifestation of simplicity; smart
transport options by providing a smart transport system, with ICT in the plant, turning
vehicles into even greater fuel consumption (e.g. electric), expanding the limitations of this
structure to the extent that the number of people having an automated metro cableway
structure, or stoking use of sensitive means of transport, e.g. cycling, wakefulness or shared
use of a vehicle; For me an insightful state, which concerns the protection of ordinary
resources, such as the need to save, water capacity, decrease in CO2 release, finding green
resources of imperativeness, dynamically speaking to normal conditions, maintained by the
green approach organizing the city; great life related to the structure of systems in which
people live, by placing resources in open organizations, for example counseling or social
protection systems, increasing the attractiveness of the city for residents and guests, while
increasing the importance of security and prosperity for clear layers of tenants, for example
children or more experienced people (Breslow, 2020).
Conclusion
One of the most noteworthy choices about the urban change system of Dubai towards a
splendid city is the way that solitary the fourth time of its urban improvement, which

headways. As demonstrated in previous assessments, the main goal that can be taken into
