2 STANDARD REPAIR TIME/OPERATION CODE REVIEW
 You may request that Kia review the labour time allowances and number of operation
codes in the Kia Labour Time Standard (LTS) manuals by submitting the Request for
Repair Time Review to KCI.
Labour Time Standard Development Procedures
The time (in hours and/or tenth of an hour) to complete a replacement, overhaul,
and/or adjustment operation is provided in these labour time standards. The time is
developed by KIA MOTORS CORPORATION personnel under conditions equivalent
to a typical dealership. Each Labour Time Standard is developed under the following
conditions:
   1. Use of engineering prototype vehicles. These vehicles have been tested
      under accelerated durability programs and have accumulated high mileage
      while subjected to mud, gravel and water/salt tests. Actual production vehicles
      are used for final review and verification.
   2. Use of normally available hand tools and equipment. All available special
      service tools and/or equipment which are required to perform quality repairs
      and necessary confirmation testing.
   3. Use of repair procedures prescribed in applicable Kia workshop manuals.
   4. Use of competent generalist mechanic (not specialists in any particular
      vehicle system) who have attended Kia Service Training Education and who
      are qualified by certificate.
Content of Labour Time Standard
Each labour time includes the following:
      The portion of operation associated with the actual removal of part(s)
      Disassembly/cleaning, reassembly, installation, measurement and gasket
       removal
      Emission control functional checks, quality control and/or adjustment of the
       affected component or assembly including routine normal diagnosis time
      Time allowed for seized or broken fasteners
      Road tests
      Other associated time such as obtaining the vehicle, moving the vehicle in
       and out of the work shop, putting the vehicle on a lift or jack
      Obtaining and returning hand tools, power tools, special tools and equipment
      Compensation for technical fatigue and personal time allowance delays due
       to changing the work position
Standard Review Procedures
Review Policy
A formal system is established to provide a validation process for Kia’s Labour Time
Standards. It is Kia’s intent that every effort be made to maintain the accuracy of
these times. KIA will review and adjust if necessary any time which is inconsistent
with the time actually being spent in dealership during warranty repairs.
Review Procedure
In order to assure an accurate appraisal of a labour time which may be in question,
the following steps must be followed completely.
    Dealer Action
           o   Use the “Request for Labour Time Review” form (attached) and be
               sure the form is completely filled out. This form assures the review of
               the specific time in question by describing each step of time
               accurately.
           o   Use one form for each specific time in question (or combination if
               times represent one repair job)
           o   Provide specific performance data for the accomplishment (repair
               punch times). KCI will match search same repair request from other
               dealers to comprise two (2) repair times for comparative analysis.
           o   Identify the individual technician involved as it may be necessary to
               review the process with them.
           o   Provide all pertinent comments which may help in identifying why the
               LTS does not seem correct.
           o   Forward the complete form to KCI Warranty Department/Labour Time
               Review Fax # 905-501-5096. Incomplete request will not be
               considered (i.e. missing punch times for review).
    KCI Action
    Upon receipt of the request, KCI will take the following actions:
           o   Review the labour operation in question by time and motion study in
               our Corporate Technical Centre. Operation code review (the work) will
               be completed two (2) times and average time taken.
               Recommendations and assistance will be offered according to the
               findings of this review.
           o   If KCI Technical Centre review confirms opposite findings (LTS time is
               correct). KCI Warranty will communicate with the dealership the result
               of the review.
           o   If KCI Technical Centre review concurs with the dealer’s findings, a
               request is forwarded with all the necessary findings to KMC to change
               labour hours. (KCI will copy dealer with the communication to KMC)
           o   Once final results are received, KCI Warranty will communicate with
               all dealers.
Note: KMC has the final decision to effect changes.
Sth else
We will provide you with a basic labor estimate in an email that can be
viewed, saved or printed for future use . Auto repair costs are on the rise
so make sure you know what your getting into before you go to the dealer
for repairs. Car Repair Estimates are available free for US Cars and
Trucks from 1990 to 2013.
