Secure e-Voting with Fingerprint

This document is a proposal for a secure online election (e-voting) system using fingerprint authentication. The system aims to [1] authenticate voters using their fingerprints matched against a local or national database, [2] check voter eligibility by calculating age from the database, making voting cards redundant, and [3] allow simultaneous voting at different levels like parliamentary or municipal elections. The proposal outlines the scope of the project, relevant technologies, and a Gantt chart timeline for completion in 3-4 months.

Abstract:
Fingerprint verification is an important biometric technique for personal
identification his is largely due to its easy and cost effective integration in existing
and upcoming technologies. The integration of biometric with electronic voting
machine requires less manpower, save much time of voters and eliminate rigging,
ensure accuracy, transparency and fast results in election. This project proposes a
secure online election system that uses Local or NADRA database as its backend.
The system ensures authentication of an individual by matching fingerprints and
eligibility is checked by calculating the age of the voter thus making the existing
voting cards redundant. The proposed system can handle voting at different levels
such as Parliamentary, Municipality, State legislative assembly, etc simultaneously.
The project will bring transparency in the voting process by assuring the voters that
their votes will be in favor of the candidates of their choice. Besides electronic
recording and counting of votes will be faster, more accurate. The design of this
system will make voting process more convenient and may therefore lead to
improve the turnout.
Introduction:
Integrity of the election process will determine the integrity of democracy itself. So
the election system must be secure and robust against a variety of fraudulent
behaviors, should be transparent and comprehensible that voters and candidates
can accept the results of an election [12].
In paper-based elections voters cast their votes by simply depositing their ballots
in sealed boxes distributed across the electoral circuits around a given country.
When the election period ends, all these boxes are opened and votes are counted
manually in presence of the certified officials. In this process there can be error in
counting of votes or in some cases voters find ways to vote more than once.
Sometimes votes are even manipulated to distort the results of an election in favor
of certain candidates [6] [8]. This process warrants transparency at vote casting
time as well as at counting time [8].
One of the main issues in the conventional voting system is that it
consumes lots of man-power as well as resources and the
preparation have been started many days before the
commencement of the election. During this preparation some
people may involve in illegal arrangement with each other or try
to replace with their henchmen in this process to win the election.

Project Scope:

There are some drawbacks in conventional voting system such as

damage of machines, chances of violence, dummy voting and
problem of proper monitoring. Manual voting system has been
followed in many parts of our country so people could not poll
their vote because it is place oriented and there is region wise
distribution, voters need to reach the place of voting. To
overcome these problems a new confidential Online Election
system is introduced which provides security to the election
system by detection and recognizing voter’s fingerprint who is
going to cast his/her vote. In this system the voter’s fingerprint is
detected using scanner and stored in the database then match
the scanned fingerprint with the fingerprint already stored on
database to recognize the person. If match occurs then the
person is allow to cast their vote once the vote is casted the same
person will not be permitted to cast votes this provide security
against duplicate vote and fraudulent and make the system more
efficient and user friendly.
Problem Statement:
As information technology evolves over time, the need for a better, faster, more
convenient and secure electronic voting is essential requirement. The security is
one of the main concerns, such as authentication, confidentiality, integrity and non-
repetition. It is not an easy task to achieve secure e-voting.

Conclusion:
In this proposal, we have proposed an online e-voting system which can tackle all
earlier issues encountered in a conventional (manual) voting system. The proposed
system is capable of denying access to any illegal voter/s, preventing multiple
votes by the same voter, and blocking any introduced forms of malice that would
adversely affect the voting process altogether.
Moreover, the proposed voting system caters for the needs of the physically
challenged voters by providing special multimedia amenities that would facilitate
voting to a voter’s convenience.
With the use of an e-voting system, as the one proposed in this proposal, many of
the issues, that have challenged traditional voting systems in the past, are bound to
be resolved providing peace of mind to both voters and election candidates. It is
well expected that with a well administered/designed e-voting system, countries
that have long been observed by international monitoring bodies, while carrying
out election processes of their own, will soon be able to work on their own and,
yet, achieve the election integrity they have longed for.
