Background of the study

For almost half a century, the United States colonized the Philippines. As a colonial
power, the United States pursued policies which it rightfully believed would promote the
social and material wellbeing of the Filipino. In act no. 74 of 1901, created the
Department of Public Instruction, laid the foundations of the public school system in
the Philippines, provided for the establishment of the Philippine Normal School in Manila
and made English as the medium of instruction. One of the policies was the introduction
of the American system of education, and so pervasive and far-reaching was its impact
and influence on the life and culture of the Filipino during and after the colonial period.

According to the study about The Impact of English as a Global Language on


Filipino Language Practices, the results from the spot observations, media
observations, and in-depth, semi-structured individual interviews, it was evident that
cultured Filipinos localized English to a large extent. English names were given to
Filipino children. English is the language of commerce and law, as well as the primary
medium of instruction in education. From media observations, English language is used
mostly in advertisements. For almost half a century, the United States governed the
Philippines. As a colonial power, the United States pursued policies which it rightfully
believed would promote the social and material wellbeing of the Filipino. One such
policy was the introduction of the American system of education, and so pervasive and
far-reaching was its impact and influence on the life and culture of the Filipino during
and after the colonial period that it is generally regarded as the "greatest contribution" of
American colonialism in the Philippines. (Chureson, 2013)

The standardization of english shaped the culture of Filipinos. Phillipson,


SkutnabbKangas and Africa (1986) discussed that the multilingual society that
portrayed the same situation as the Philippines. The continuation of the practice of
former colonial language brings a serious risk as “it is retained as medium of
instruction”. Though English is bridging the gaps between dialects, races, and cultures;
it also restrains other native and local languages. The native languages spoken by the
minorities can slowly become marginalized.Standardization of english language is
necessary in order to facilitate communications, provide establishment of an
agreed orthography, and same form for school books. However, filipino culture was
affected by the standardization of english language in a way that some english
language learners were bullied due to mispronounciation or grammatical errors.
This study is conceived to know the effects of learning english language towards
filipino culture.

IMPORTANCE OF THE STUDY

The study will be conducted for the benefits of the following:

1. To the Department of Education, this study will help them evaluate the efficacy of
Republic Act 10627, or the Anti-Bullying Act.

2. To the English language teachers, this study will help them encourage the english
language learners to treat the national language as a national treasure that should be
preserved and value mental health of students by discouraging learners to bully
incompetent english speakers.

3. To the English language learners, this study will be a platform to reveal bad practices
that became part of our filipino culture that will protect the learners’ mental health.
Issue: Effects of learning English language towards Filipinos

Have you ever heard someone during a conference who mispronounced an English
word? Or used a wrong subject verb agreement and you can see everyone around you
laughing?

This research is about finding out the impacts of learning English language towards a
non English speakers like us Filipinos. The purpose of this research is also letting
people see the other perspective of how others react when we pronounced or produce
errors upon speaking the target language.

A country’s national language is a national treasure that should be preserved and


passed on from generation to generation. In some multilingual contexts, as in the
Philippines, the national language is evolving, being mixed with English possibly as a
consequence of globalization. In an effort to create an awareness of this trend and
foster the preservation of a country’s national language, this research explores the
impact of the emergence of English as a global language on the Filipino language.

Language and Globalization

Language is our means of communicating and learning. In the past few decades,
English has taken up a very significant role by enabling effective communication among
different races, and dialects. This phenomenon of “the coming together of the world’s
cultures and economies is commonly known as “globalization”. Although the benefits of
using English as dominant language in the global scale are considerable, there are also
concerns raised against English as the dominant language. Some of them are the
suppression, degradation, and even extinction of other languages. (Bernard, H. R., &
Ryan, G. W. , 2010)
Commentary

The only issue we can see is that more and more people are getting into learning
new languages nowadays because of globalization and some of them are forgetting
their mother tongue languages which might lead into endangerment of the language.
