‘The Human Resource activities in ONGC comprises broadly of Recruitment & Promotion
_Establshment, HRD, Traning & Development, Industrial Relations, Administration, LAQ,

2 Role of lc HAVER varies across SBUs based on nature of activities being caried
cout by respective SBU. With introduction and wider acceptance of technology, HR
processes in ONGC have evolved from manual to system dive, Taday, an employee can
se Employee SeltService Portal (WEBICE) to carry out over 80 % of Establishment
activites Further, introduction of paperless office project, DISHA’ has reduced distance,
time and increased efficiency, thus eliminating the need of proximity needed in case of
paper transactions. As. first step to become a more effective efficient and synergised
people oriented function, the time is now opportune for centralization of HR processes at
various locations, thus reducing the need of multiple establishment setups at location.
3 Keeping this in view, a proposal for merging of multiple establishment
functions at aocaton was initiated for the locations Ahmedabad, chennai, Dehradun and
Mumbai. Merger of Establishment function at these locations shall improve gainful
uttization, support uniformity and standardisation of policy interpretation and enhance
cffiene w

1 Personal files of all the employees shall be maintained by the Incharge HR-ER
(st. ofthe centralized HR Establishment, building wise at Mumbai
b. SAP access of personal data pertaining to all employees posted under Personal
‘Areal Organization Unit ofthe merged establishments shallbe given to respective
location incharge HR-ER (Estt.)as indicated in Table | & Il above,
©The posting of incumbents for the roles of merged Establishments shallbe done
by Head RO, in case of Mumbai; HCA In case of Dehradun; Head HRER
‘Ahmedabad, incase of Ahmedabad and Head HR-ER, KG basin for Chennal, as per
BOP provisions. Any proposal needing HQ approval as per BOP may be forwarded
to HR Planner HR for necessary actions.
4. Post transition, review ofthe process shall be carried out by respective le HRER(
