MONTHLY SUMMARY FORTHE MONTH OF December' 2019
F Under the reforms initiative in PDS, a total of 4.67 lakh (87 '5o/o) Fair Price Shops
(FPSs) have been automated by installing electronics Point of Sale (ePoSJ device,
atong with biometric/ Aadhaar authentication facilities. As per Annavitran portal, in
the month of December, 2019, about 72.9o/o of total ePoS based transactions (in
States/ UTs with operational ePoS devices) were biometric/ Aadhaar authenticated.
Further, in the month of November 2019, about 63.730/o of total transactions
(including online and offline transactions) were biometric/ Aadhaar authenticated.
) Supply Chain Management of foodgrains has been automated in Assam taking
total the number of implemented States/ UTs to 28.
F lntra-State portability of ration card holders, which enables them to lift their
entitled foodgrains from any FPS within the State/ UT, is operational in 1.6 States. As
per Annavitran portal, about 87.38 lakh Intra-State portability transactions were
performed in the month of December 2019.
i The facility of inter-State portability has been enabled in B States i.e. 4 clusters of 2
adjoining States each, namely - Andhra Pradesh & Telangana, Gujarat &
Maharashtra, Haryana & Rajasthan and Kerala & Karnataka. Further, trial and
testing to integrate these states into one single cluster along with 4 more states i.e.
Madhya Pradesh, fharkhand, Goa and Tripura has been completed to start seamless
portability of ration card holders in l-2 States w.e.i1st January 2020.
The stocks of foodgrains in the Central Pool as on 07.72.2019 were 564.54 LMT
(Wheat 351.75 LMT and Rice 212.79 LMT) which are much higher than foodgrain
stocking norms of 307.70 LMT [wheat 205.20 LMT and Rice 102.50 LMT) for the
quarter beginning 0ctober 7, 2019. Such high stocks of foodgrains are causing
serious problem for storage as also for the ongoing paddy procurement operations.
)> Through the Open Market Sales Scheme [OMSS), a total quantity of 14.48 Lakh
MT of wheat and 6.62 Lakh MT of rice have been sold in the open market till 4th
tender of December, 2019.
i To enhance liquidation of excess stock of rice, vide letter dated 31.12.2019, reserve
price of Grade 'A' rice for sale under OMSS(D) for the rest of 2019-20 has been
reduced and is fixed at Rs.2250/- per quintal. All other terms and conditions of the
policy re ma in unchanged.
> During ongoing Kharif Marketing Season (KMS) 2019-20 (as on 31.1'2.2019) in
Eastern Sates 27.92 LMT of paddy in terms of rice has been procured as against
14.35LMT during the corresponding period of KMS 2018-19. During KMS 2018-19,
71.63 LMT of paddy in terms of rice was procured in Eastern States.
i During ongoing KMS 2019-20, 278.031 LMT of paddy in terms of rice has already
been procured against the target of 416 LMT (as on 31.72.2019). During KMS 2018-
19 (Kharif & Rabi), 443.31 LMT of paddy in terms of rice was procured against the
target of 448.39 LMT.
F In Decembet, 2019, a total capacity of 2500 MT has been created by FCI in
Manipur under the Central Sector Scheme-
; As far as construction of modern silos is concerned, silo operators have been
selected for a total capacity of 44.25 LMT at 85 locations. Against this, a total
capacity of 7 .25 LMT has been created at 15 locations (as on 31..12.2019). During the
month, FCI has also granted permission for commencement of work for a capacity of
0.50 LMT each at Dhamora and Basti in Uttar Pradesh.
i As per online reports received from the sugar mills, the production of sugar from
sugarcane including domestic raw sugar during the sugar season 2019-20 (October-
September) as on 31.12.2019 is about 79.05 lakh tonnes as against 111.86 lakh
tones during the corresponding period ofthe Iast sugar season 2018-19.
i For the sugar season 2018-19, as on 31.12.2019, out of total payable cane price of
Rs.86,723 crore, an amount of Rs.83,324 crore has been paid and cane dues ofabout
Rs.3,399 crore are pending.
z During current Sugar Season 2019-20, as on 31.12.2019 about 7.82 LMT of sugar
has also been delivered from sugar mills for export under 0pen General License
(oGL).
