                                      Executive Summary
The proposed project Youth Action Against Poverty (YAAP) was founded in September 2018 as
a nonprofit community based organization based in Nebbi District in the Westnile region of
Uganda. The project intends to register over 5 orphans and vulnerable children (3 girls and 2
boys) from the area. The project is especially intended to address the problems of orphans and
vulnerable children in Nebbi District especially in terms of education and income needs, due to
AIDS scourge in this District which has increased the number of orphans and disadvantaged
children and or worsening their condition of living. However, the major goal of this project is to
help disadvantaged children to obtain quality and practical education for self reliance and NOT
dependants on the community they live in.

1.0 Background and Justifications
Every child requires basic needs to develop and grow to a healthy and responsible adult (United
Nations International Children's Emergency Fund [UNICEF], 2016). Despite this reality, the
number of orphans and vulnerable children (OVC) worldwide was reportedly high and estimated
at 151 million in 2013 (UNICEF, 2013). The increasing number of OVC has been attributed to
the tragic consequences of the AIDs epidemic, civil war, and natural disasters particularly in sub-
Saharan Africa (De Witt & Lessing, 2010). Uganda currently is home to approximately two
million orphaned and vulnerable children who often lack even the basic necessities of life (Save
the Children, 2011).
In Uganda, most orphaned children are as a result of HIV/AIDS (United Nations Programme on
HIV and AIDS [UNAIDS], 2016). In most cases, the OVC are left in the hands of poor and
older family members who are unable to look after them because of old age, poverty and
consequently, lack education, sanitary towels for girls and health care services (Abebe and Aase,
2007; Kamya & Poindexter, 2009). This has contributed to the increasing number of street kids,
child domestic labour and prostitution (Mathambo & Gibbs, 2009).
Youth Action Against Poverty (YAAP) was therefore was founded as response to this problems
faced by these orphans. The organization was set up to give a hope to the lives of these orphans,
to fund their education, to give them relevance in life and improve on their overall wellbeing.
Therefore, solving this problem is vital however, financial constraints have become a bottleneck
for the realization of this objective, therefore, the community, the government and Non
Governmental Organisations (NGOs) as well as all concerned are expected to support the project
financially.
2.0 Problem Statement
The government of Uganda has responded to OVC challenges through creating a conducive legal
and regulatory framework to enhance protection and care of OVC. The Constitution of the
Republic of Uganda (1995) and the Children’s Statute (1996) are the major legal frameworks in
this regard. Despite these interventions, the orphans and vulnerable children in Uganda still face
a number of challenges such as; child labour, child poverty, lack of education, healthcare
amongst others (Ministry of Labour, Gender and Social Development [MoLGSD], 2013).
Education and health endowments of the individuals are the necessary and important components
of human capital which make them productive and raise their standard of living (United Nations
Educational, Scientific and Cultural Organization [UNESCO], 2007). However access to
education in Nebbi District is low. This is majorly due to poverty and vulnerability (Community
Information Systems [CIS], 2009). Therefore, reversing this situation is of paramount importance
for improving the livelihoods of the OVC and their families. To this end, Youth Action Against
Poverty (YAAP) has planned to support OVC’s education and also empower their families
economically to improve on their wellbeing.
3.0 Needs Assessment
In order to improve the situation of these poor children, it’s necessary for families and local
communities to contribute either individually or as group to supplement government’s effort and
those of other development partners. Therefore, there is need/ a call for both local and
international organizations/ communities/ groups/development partners/corporates and private
individuals to contribute in order to improve the situation under which these children live and
grow. We intend to encourage families, communities and external parties to treat all orphans and
other vulnerable children and youths with respect ensuring that they are not treated as helpless
victims but as actors in their own rights. They should be entitled to express their own views and
be actively involved in matters that relate to them.
4.0 Objectives
The overall objective of this project is to improve the educational status of poor children. The
specific objectives of the project are to initiate the community to advocate for support and
education of poor children, to increase the enrolment of students in school, to increase the access
of poor children to education, to change the life condition of poor children through education and
to empower the households of poor children economically. Major activities to be carried out are
selecting poor children most especially girls, support them, conducting community meeting,
conducting student meeting, empowering the families of the poor children economically,
formation and strengthening of poor children’s student club and employment of coordinator.
Duration of project commence from January 2019 and on-going depending on the agreed donor
time framework and also       availability of resources. The direct beneficiaries of this project are
5 poor children (Girls 3 and Boys2) in Nebbi Town Council where as the indirect beneficiaries
are their families. The expected outputs are 5 poor children supported in education and their
families supported economically.
5.0 Overall Objectives
To improve the livelihoods of orphans and other vulnerable children in Nebbi District.
Specific Objectives
      To provide educational support for 5 orphans and vulnerable children in Nebbi District
      To impart practical skills and knowledge to 5 orphans and vulnerable children in Nebbi
       District
      To improve the livelihood incomes for 5 families with a heavy burden for orphans and
       vulnerable children.
6.0 CHALLENGES:
        Being a local initiative by YAAP, there are quite a lot challenges the organization will
         meet:
        Parents / Guardians do lack resources to make contribution towards the education of
         these poor children and youths.
        Children do lack the required scholastic materials and training materials. Most
         children cannot access proper nutrition which leads to poor health. Some of them
         are HIV positive and chronically sick.
        The organization lacks enough resources and finances.
7.0 Target Group
The main target groups are the most underprivileged children and youths, Internally
Displaced Persons, orphaned /affected by HIV/AIDS of both the urban slum dwellers and
rural village homes in Nebbi District. A total of 5 children (3 girls and 2 boys) shall
directly benefit from the program with emphasis on the girl-child. The age group of 5-20
years.
8.0 Geographical Coverage
The program will cover the two poorest sub counties (Akworo and Nyaravur) Nebbi District.
9.0 Project Implementation
It will be implemented by Action Against Poverty in Nebbi District.
With the availability of resources, the project shall be fully operational within one month
and on-going depending on the agreed donor time framework.
10. Project Activities
      Identify and register 5 orphans, take their pictures and update their profiles.
      Pay school fees, uniforms and other scholastic materials.
      Organize meetings with the guardians, committees and Local leaders.
      Organize training and skills development for the OVCs
      Distribution of mosquito nets

12.0 Selection of OVCs
The first activity of the project is selection of beneficiaries.
They will be selected from 5 subcounties in Nebbi District
A team from each of the seven communities will be mobilized to make an objective selection of the
poorest families in their locations.
There shall be criteria to identity the poor from each of the 5 subcounties in Nebbi District and Beneficiaries
will be poorest of poor children.
       Support to Poor Children
The selected poor children will be supported through education. During their education, there are some
provisions that need to be fulfilled. These are stationary materials, clothing and medical expense.
       Community Meetings
The community is the nearest body to the poor and vulnerable children they have the responsibility to support
and advocate for their wellbeing. To this end there is a plan to conduct community representative meeting on
how to support and care for the poor children at community level.
       Student Forum
Here the beneficiaries of these project /poor students/shall meet once annually to discuss on their issues.
       Empowering the families of poor children
Only supporting the girls through provisions is not a sustainable activity. To sustainably support them, they
have to be empowered economically. To this end, there is plan to provide then with small ruminants. Then
their families shall breed the animals to support themselves and their children in the future.
13.0 ORGANIZATION AND MANAGEMENT
YAAP has its own structure of organization through which the association carries out different activities.
YAAP has the responsibility of implementing, monitoring, supervising and evaluating the project.
Monitoring will be carried out on regular basis through projectofficer and coordinator to be employed.
Education desk has the responsibility of providing technical support, monitoring and evaluation.The
community shall involve from planning to hand over of the project. They shall involve in selection of poor
students, monitoring and evaluation of the project. The funding agency shall monitor, evaluate and receive
the financial and physical accomplishment report.

17.0 Implementation Strategies
The strategies to set up the centre will include:-
    To get committed donors with a passion to improve on the livelihoods of OVCs to donate
       funds and other materials that will enable the project to take off the ground.
    To establish the centre in the stages as planned in the areas highlighted and manage it to
       the standards required for the upbringing and rehabilitating the target groups
    To solicit funds from the government, local & international leaders and non government
       organizations, individuals for the management and advancement of the center.
    To engage awareness and civil education lobbying and advocacy programs for the
       advancement of the right and welfare of the child.
 To start up a business training program as part of the self reliance skills training for OVCs
   especially girl child in Income Generating Activities and provision of financial support
   and startup capital especially for women to get startup capital.
 To partner with other local and international NGOs which are assisting OVCs and those
   engaged in livelihood improvement of target group.
18.0 Monitoring and Evaluation
Monitoring shall be an ongoing activity that shall be done on a day-to-day basis and specified
periods of times. In particular, the following monitoring activities shall take place; there will be
monthly planning and review meetings where by all project staff and committees shall meet
monthly (organizational practice) to review progress and plan for the coming month. There shall
also be an assessment of orphan’s progress reports.
At the end of every term, children being supported in school will submit in their school reports.
AAP and other volunteers will assist these children identify and improve on their weaknesses in
class. A report about the general performance shall be prepared to be included in the quarterly
and annual reports. There will be a quarterly progress report.
There will also be children, youth and beneficiaries meetings.            Quarterly meetings for
beneficiaries in each component shall be organized in the 2 sub parishes to give them an
opportunity to express their views about the conduct of the project and how they think they can
best benefit from this project.
19.0 Evaluation
The following evaluation activities shall take place; internally, project staff shall present a
progress report to the Board at the end of every quarter. The agents of the donor shall visit
training places and workshops or any aspects of the project as and when they deem necessary.
The periodic monitoring reports shall be used to inform the end of project evaluation that shall be
undertaken by an external consultant that will be agreed upon by both parties.
20. 0 Sustainability Plan
The sustainability of this project will be guaranteed because the project involves the
participation and collaboration of all concerned line offices and community. These will
involve from planning to evaluation of the project. The families of the poor students will be
provided with incomes to sustain their life. The phasing out shall take place when the
awareness of community to advocate for the poor raises and when the poor families are
capable of educating their children.
