PERSONS INVOLVED : College of Law Professors, Guest Lawyer, Barangay Officials and
Residents of the Barangay

Introduction
Legal rights refers to rights according to law. It exists under the rules of some
particular legal system. Those citizens have rights under the government and they can demand for
those rights. This encouraged the College of Law to conduct a lecture among the folks of the barangay
in coordination with the Community Extension Center of Northwestern University (NWU). The
objectives of the said activity were to acquaint the residents of their rights under the government,
enable the residents to get in touch with the lawyers for free, and educate residents to be active in
asking authorities to solve their legal problems. The activity provided awareness of their rights under
the law and equipped them how to address their grievances through free legal clinic, and to the
proper government agencies.

Activity Proper
In this activity, there were various topics that informed/guided the residents on the common
legal issues today. These were discussed by the assigned 4 th year Law students of NWU.
For the opening program, a prayer was led by Melecio Guillermo. Then, Mr. Joewel Aliga,
the Barangay Chairman, expressed his heartfelt gratitude in choosing their community because they
are in need of knowing their legal rights. Afterwards, Atty. Manuel Aurelio presented the objectives
and purpose of the legal clinic.
The first topic was on Small Claims Cases, Jan Michael Rillion discussed the examples,
purpose, and procedure of the said case. The next topic is on about Election Problems and Offenses
discussed by Kyle Domingo and Melecio Guillermo. This was followed by Faith Arquillo, who talked
on Victims Right.  The right to restitution, the right to a proceedings free from unreasonable delay,
the right to be treated with fairness, and respect for the victims' dignity and privacy. In connection to
this, Ms. Villanueva expounded the definition and examples of Warrant of Arrest.

In the midst of the discussion, Atty. Mariegold Cabrales and other Law Alumna private
lawyers arrived and they were posted at private rooms where residents consulted them regarding their
problems on property ownership, land title, family problems, loan matters, etc. There were 13
residents who consulted their problems to the private lawyers.
Another speaker was Maria Louisa Que, she presented the overview of the Child Abuse Law.
These abuses include physical or emotional harm, endangerment, abandonment, neglect or sexual
abuse. A topic on Cyber Crime Law was delivered by Jo Erika Marquez. She expounded the cyber
crime offense; these are cybersquatting, cybersex, child pornography, identity theft, illegal access to
data and libel. In addition, Cristel Cariaga explained the Liabilities and Penalties of committing the
mentioned offense of the said crime. The last speaker was Kathrine Jessica Calano, she discussed on
Libel which is a method of defamation expressed by print, writing, pictures, signs, effigies, or any
communication embodied in physical form that is injurious to a person's reputation, exposes a person
to public hatred, contempt or ridicule, or injures a person in his/her business 
After the discussion of every topic, questions were raised by the residents and doubts were
clarified by the speakers and lawyers.

It can be gleaned from the gathered data that the lecture had 166 participants dominated by
female (97, 58.43%). Lawyer is a neutral job title but looking closer at the data on Law students,
female were more interested and active in studying Philippine Law that governs the citizens into their
constitutional rights.

Evaluation of the Activity


Evaluation forms were distributed to all participants, that is community beneficiaries and
student participants to determine if the expectations of the students were met and at the same time to
solicit comments and suggestions to improve the implementation of similar activities in the future.
It can be gleaned from Table 1 that the mean across rating given by the Law students and
Nagrebcan beneficiaries were 3.69 and 3.53 respectively, with verbal interpretation of very good.

This indicates that the objectives of the activity were realized. In fact, both the student and
community suggested that this could be conducted over again and replicated in other barangays.
It is also observed from Table 1 that items on “starting and ended the activity on time” were
the lowest rating given both by the student and community participants 3.21and 3.1 respectively, with
a verbal interpretation of good. In addition on the part of the community, they were claimed for a
greater number of attendances.
The factors contributed to the late time of implementation were the Law students were not
able to arrive at the community to the target period because of the usual problem on time
management. While on the part of the community beneficiaries, the number of participants were low
that’s why they have to called more participants before the activity started.

Reasons in attending the activity


The following are the reasons of the student participants in joining the activity: the extension
activity/seminar required by the College of Law; to help realize the objectives of the college which is
to give free legal aid to the community ; to experience and immerse myself with the community to
gain insight into this needs and concerns; to observe this students interact with the community who
needs legal advises so that the next activities to come, I will be aware and contribute my legal
knowledge effectively; to observe how to conduct a legal clinic for me to apply it in the future when
we will be the one in charge of it; to improve our presentation skill; to learn more about law and
jurisprudence; I am one of the speaker on the topic VAWC (RA9296);to be more knowledgeable on
the Philippine National Laws; curiosity and it is a yearly activity.

kadagiti karbengan tayo nga umili; umay agdengngeg kadagiti topiko maipanggep iti legal rights ken
tapno malaw-lawagan dagiti problema maipanggep ti husto a pagalagadan; umay agdengngeg
kadagiti topiko maipanggep iti legal rights ken tapno malaw-lawagan dagiti problema maipanggep ti
husto a pagalagadan; kayat ko nga maawatan ti kalintegan maipanngep ti sanikwa; dahil gusto ko
rin malaman and tamang pag proseso ng mga abogado; para malaman ko ang mga karapatan ko at
hindi.. While the faculty participant, to give proper advice and assistance to those individuals who
cannot afford to pay private lawyers.

Relevance of the activity


The relevance of the activity to the Law students are: my knowledge in law and legal
processes is enhanced. I became more aware of the updates in law as well as my basic human rights; a
review of salient/highlights on the applicable laws applied in our daily lives such as the laws of

succession; as to the skills/knowledge we learn, we are exposed as to how to speak in public and the
use of Iloco dialect; it made me aware that there is a need to be approachable to the ordinary people;
always must good have command of the vernacular language so as not to be intimidating to the
common folk; this is an important activity because the topics I’ve already learned was refreshed and I
am learning new things; it my first time to attend legal clinic and it gave me a review of what will I
encounter on my next subjects; I can use in my studies as well as to apply them in the future; gained
experience and explaining the law in common language; to know more of the real issue that concerns
the community; it helps me on gauging what types of legal problems that people face and what topic
should be discuss more; I learned how to present legal topics to the people in a more competent
manner; to impart the acquired knowledge from Law schools; to use the experience, knowledge and
skills I acquired through this activity in developing and improving my conduct and thinking as a Law
student; to be engaged in such activity and witness an actual consultation scenario as well as to be
more equipped on Philippine Laws; eve as an advantage in my studies especially those topic that I
haven’t taken up.
While the community beneficiaries stated that: para kanyak no kasano ti nasayaat nga intay
aramiden no adda problema nga kasapulan ti advise naamwan mi dagiti banag nga pagsayaatan
panggep ti pamilya; adu dagiti naipalawag nga rumbeng nga pagalagadan/linteg maipanngep dagiti
sanikwa kas koma iti daga, wenno ti problema ti maysa a asawa wenno nagbasol ti madi; naamwak
dagiti rumbeng no kas bilang ta adda saan a nasayaat a mapasamak ket kumamang iti linteg; masaya
po ako dahil sa araw na ito nadaragdagan ang aking kaalaman hindi lang pang pamilya kundi pang
pribado pa; nalaman ko ang mga bagay na legal at hindi legal.
On the part of faculty participant, I have given the chance to share my knowledge to the
community.

Comments and suggestions to improve the activity


Comments and suggestions of the Law students and community beneficiary’s were also
gathered for further improvements of same kind of activity.
For the students: there should be more participants coming from the community/barangay; the
activity was informative and helpful; there must be icebreakers; conduct a survey about the relevant
topics that people in the locality would like to learn about; increase coordination and dissemination to
improve turn out of residents participants; conduct the activity in a more accessible in two barangays
so that invite more listeners and serve more people; start the activity on time; make sure all the
students cooperate by listening during lectures; before a day the activity began, technicians must
properly check the devices to be use in the activity to avoid technical problems for a smoother
discussion.
On the other hand, the comments and suggestions of the community beneficiaries were:

nakaumay ket bareng makaumay danton ken uray dagitay immay ket baka addan to pay kayat da nga
damagen; ti maited ko nga balakad ket ad-adu koma ti immay naki atendar tapno napainpintas koma
pay daytoy nga aktibidad; continue the good work; agkakalaing da amin nga nagsarita; nakapsut ti
uni da dagita dadduma nga nagsarita nga estudyante;detoy nga aktibidad ket nakaited ti napintas
nga adal kanyak; sana mas marami pa ang mag-aaral nga abogasya para sa ating mahihirap at sa
ating bansa; making at sumunod sa mga karapatan.
On the part of faculty participant, to encourage more individuals or participants to engage in
this kind of activity, so we can help them in their problems.

Recommendations:
1. Increase dissemination for a larger number of participants
2. More games or ice-breakers to entertain the crowd
3. Similar activity should be replicated to other barangay
4. Devices should be readily prepared to avoid technical problem
