“CONSTITUTION AND BY-LAWS”
Preamble
We, the members of the Brain Teasers Club, imploring the aid of the Almighty God, in order to
       establish an organization that shall embody our ideas, promote the general welfare,
       conserve and develop the patrimony of our nation, and secure to ourselves and our
       posterity the blessings of democracy under a regime of justice, peace, liberty, and
       equality, do ordain and promulgate this Constitution and By-Laws.
                          Article I: Name of the Organization
Sec.1. This club shall be known as the BUKIDNON STATE UNIVERSITY - BRAIN TEASERS CLUB.
                                   Article II: Objectives
Sec. 1. The objectives of the club shall be the following:
        a) To ensure a united, coordinated and cooperative efforts for the development of each
           individual in the field of mathematics.
        b) To develop environmental awareness among its members as well as to the whole
           community, and
        c) To enhance the academic and social growth of each member.
                                 Article III: Membership
Sec.1. The club shall consist of two groups of members, namely the First Members and the
        Second Members.
Sec.2. The First Members shall be composed of all students of Bukidnon State University taking
        up of any of the following courses: Bachelor of Secondary Education Major in
        Mathematics, and the Bachelor of Science in Mathematics.
Sec.3. The Second Members of the club shall be composed of all students of Bukidnon State
        University taking any mathematics subjects.
Sec.4. The amount of twenty pesos (P20.00), as membership fee, shall be collected from each
        member every semester. The officers and advisers shall determine the manner of
        collection.
Sec.5. The fees collected shall be used as funds to finance the programs and activities covered
        in the club’s semestral budgets, subject to the auditing rules and regulations.
                            Article IV: Rights and Privileges
Sec.1. Each member is privileged to have student assistance.
Sec.2. Every member has the right to join other organizations, provided that they abide the
         existing rules and regulations (policies) of the club.
Sec.3. The student assistant are privilege to earn extra credits after rendering very satisfactory
         services to the subjects and the club as a whole. Based on the agreements made by the
         advisers, the student assistant and the deserving officers of the club shall be given the
         following privileges; a) a grade of 1.0 in his class participation, which includes
         recitation, homework, sit work and attendance except quizzes; and b) a
         recommendation for recognition specially to the graduating students.
Sec.4. The right of every member to actively participate in every undertaking of the club shall
         be recognized.
Sec.5. After graduation, every BTCians has the right to use the facilities of the club, provided not
         contrary to the house rules.
                                      Article V: Officers
Sec.1. There shall be club officers composed of a president, vice president, a secretary, an
          assistant secretary, a treasurer, an assistant treasurer, an auditor, an assistant auditor,
          a press information officer, an assistant press information officer, and two social
          managers.
Sec.2. The officers shall be elected through secret balloting provided that they qualify to the
          guidelines of the Brain Teasers Club Commission on Election. The guidelines of the BTC
          COMELEC shall be followed during the election of officers.
Sec.3. The elected officer shall be given one year term and shall qualify for reelection except for
          some positions as stated in the guidelines of the BTC COMELEC.
Sec.4. It shall be the duty of every officer to supervise the members of the club.
Sec.5. In case of vacancy on certain position, qualified BTCians may be appointed by the
          president and by the advisers to fill the vacant position.
                             Article VI: Duties and Obligations
Sec.1. It shall be the duty of each member to help one another for the accomplishment of the
         goals and objectives of the club.
Sec.2. Every member should report to the office on the time of the schedule given.
Sec.3. All BTCians should meet once a week.
Sec.4. All BTCians are required to render one hour of tutorial services every week.
Sec.5. The officers should meet once in a week. Emergency meeting will be called as the need
         arises.
Sec6. The following are the duties and functions of the president:
        a) Presides over the meeting,
        b) Supervises all the activities of the club,
        c) Appoints student assistants,
        d) Assigns BTCians to render tutorial services,
        e) Creates different committees for any activities then (if necessary), and
        f) Recommends to the advisers the subjects which need further consultation.
Sec.7. The following the duties and function of the vice president:
        a) Assists the president,
        b) Performs the duties of the president, when out,
        c) Secures the copy of the course outline and consult mathematics instructors of the
           subject matter covered,
        d) Renders 2 hours a week tutorial services, and
        e) Acts as the tutorial services manager.
Sec.8. The following are the duties and functions of the secretary:
        a) reads the minutes of the previous meeting during every meeting,
        b) records the attendance of every meeting in the time the meeting starts and ends,
        c) records the attests to the minutes of every meeting of the club,
        d) custodians of all the records of the officers and members,
        e) takes charge of the registration of all qualified members, and
        f) checks the records and attendance of the officers, members, and the math students
           tutored.
Sec.9.The following are the duties and functions of the assistant secretary:
        a) Assists the secretary
        b) Records the attendance of the club regular meeting and distributes and collects
           attendance slip,
        c) Performs the duties of the secretary, when out
Sec.10. The following are the duties and functions of the treasurer:
        a) Makes records of the clubs funds and expenditures and other properties, and submits
           the same to the officers every end of the month.
        b) Collects and receives contributions from all members of the club,
        c) Disburses funds in accordance with the financial procedure duly approved by the club
           officers and advisers, and
        d) Readies all records any time for auditing purposes.
Sec.11. The following are the duties and functions of the assistant treasurer:
        a) Records and collects income from the photocopying machines and remits to the
           treasurer,
        b) Assists the treasurer, and
        c) Performs the duties and functions of the treasurer when out.
Sec.12. The following are the duties and functions of the auditor:
        a) Takes charges in scrutinizing records of the funds and expenditures of the treasurer,
           and
        b) Counterchecks all the properties of the club and submits all the records to the
           president.
Sec.13. The following are the duties and functions of the assistant auditor:
       a) Audits the daily income of the photocopying machine,
       b) Assists the auditor, and
       c) Performs the duties and functions of the auditor, when out.
Sec.14. The following are the duties and functions of the press information officer:
       a) Coordinates with the secretary for possible information needed to be announced or
           posted and,
       b) In charge of the announcements and publications needed.
Sec.15. The following are the duties and functions of the assistant press information officer:
       a) Assists the press information officer, and
       b) Performs the duties and functions of the press information officer, when out.
Sec.16. The following are the duties and functions of the social managers:
       a) Coordinates with the secretary for possible activities that needs to have programs,
       b) Consults the president and advisers for the possible scripts made, and
       c) Plans out and manage the different activities of the club, both on campus or outside
           the campus.
Sec.17. Each officer must serve as models to the other student in the campus in implementing
         the college codes, and college regulations.
               Article VII: The Creation of the Brain Teasers Club
            Commission on Elections Staff and its Duties and Functions
Sec.1. The Brain Teasers Club Commission on Election shall be composed of a staff chair,
         committee secretary, committee treasurer, committee auditor, committee press
         information officer, and five committee poll clerk.
Sec.2. The Commission on Elections staff shall be appointed by the advisers of the club and by
         the staff of the Mathematics Department.
Sec.3. The following are the duties and functions of the staff chair:
        a) presides over the meeting,
        b) supervises all the activities of the staff,
        c) checks the voter offering to vote from the voting place and shall be in the presence of
           the voter who affix his\her signature on the ballot, and
        d) detaches the coupon and deposit the folded ballot to the ballot box.
Sec.4. The following are the duties and functions of the secretary:
        a) records the minutes of every meeting of the BTC COMELEC,
        b) keeps all the BTC COMELEC documents during and after the election,
        c) in-charge in the filing of the candidacy applications, and
        d) verifies if the ballot bears the voter’s signature and the control number is recorded in
           the voting record.
Sec.5. The following are the duties and functions of the treasurer:
        a) keeps records of every financial matters used and to be used by the committee, and
        b) submits budget proposals to the adviser for every matter that involve finances.
Sec.6. The following are the duties and functions of the auditor:
        a) audits all the financial matters of the committee, and
        b) submits audited records to the BTC treasurer.
Sec.7. The following are the duties and functions of the press information officer:
        a) announces or posts any information that is needed , and
        b) coordinates with the secretary for possible information needed to be announced or
            posted.
Sec.8. The following are the duties and functions of the poll clerks:
        a) acts as police before and during the election, and
        b) implements all the guidelines for the election.
Sec.9. The Brain Teasers Club Commission on Elections has the right to disqualify any candidate,
         upon showing any misconducts and violations to the Brain Teasers Club Constitution
         and By-Laws and the guidelines of the Brain Teasers Club Commission on Elections.
Sec.10. The Brain Teasers Club Commission on Election has the right to terminate any officers of
         the club upon showing any misconducts and violations to the Brain Teasers Club
         Constitution and By-Laws and the guidelines of the Brain Teasers Club Commission on
         Elections.
Sec.11. The Brain Teasers Club Commission on Elections shall meet once in a month, and an
         emergency meeting shall be called anytime when the need arises.
   Article VIII: The Brain Teasers Club Commission on Elections Guidelines
Sec.1. Every candidates for any position in the club must possess the following:
         a) a bona fide student of Bukidnon State University, taking either Bachelor of
            Secondary Education Major in Math, or Bachelor of Science in Mathematics,
         b) have no violation to Bukidnon State College code of conducts,
         c) a member of at least one semester to the organization, in case the candidate/s
            is/are shiftee/s or transferee/s; and
         d) must possess a good type of leadership.
Sec.2. The following are the guidelines set for the president:
         a) must be a second year or third year student , subject to the guidelines stated in sec.
           1 in this article,
         b) he/she is not authorized to run or to hold any present position to any clubs and/or
           organizations in the campus, and
         c) cannot run for the reelection of the same position.
Sec. 3. The following are the guidelines set for the vice-president:
         a) must be a second year student, subject to the guidelines stated in sec.1 in this
            article,
         b) is not authorized to run for a position of president in any club and/or organization in
            the campus, and
         c) he/she can run for the reelection of the same position.
Sec.4. The following are the guidelines set for the secretary, treasurer, and auditor:
        a) must be a third year students, subject to the guidelines stated in sec.1 in this article,
           and
        b) is not authorized to run for higher positions in other clubs and/ organizations in the
           campus.
Sec.5 The following are the guidelines set for the assistant secretary, assistant treasurer,
         assistant auditor and assistant press information officer:
         a) must be first year or second year students, subject to the guidelines stated in sec.1
             in this article, and
         b) can run for any position in other clubs and/or organization in the campus.
Sec.6. The following are the guidelines set for the press information officer:
         a) must be a second year or third year student, subject to the guidelines stated in sec.1
             in this article, and
         b) can run for any position in other clubs and/or organization.
Sec.7.The following are the guidelines set for the social managers:
         a) can be a student in any year level, subject to the guidelines stated in sec.1 in this
             article, and
         b) Can run for any position in other clubs and/or organization in the campus.
Sec.8. In filing for the candidacy, each aspirant must submit an accomplished certificate of filing
         for the candidacy.
Sec.9. In filing for the candidacy, each party must have a name related to Math. The parties
         name must be registered with and recognized by the BTC Commission on Elections and
         the party must not allow itself to be supported by any partisan political party.
Sec.10.The following are the guidelines of the propaganda material:
         a) Only written or printed materials with maximum size of Carolina shall be allowed to
             be displayed on designated areas by the BTC COMELEC and approved by the DSA.
         b) All election propagandas submitted to the BTC COMELEC starting the campaign
             period are subject for approval prior to posting.
         c) All election propaganda shall be removed on the day before the election by the
             candidates or party concerned.
Sec.11.The following are the rules during the campaign:
         a) All parties or candidates will be allowed to hold a campaign during the second
             General Assembly Meeting of the Brain Teasers Club and will not be allowed to hold
             a campaign during the second General Assembly Meeting of the Brain Teaser Club
             and will not be allowed to hold a room- to- room campaign, and
         b) All parties/ candidates are not allowed to use Harsh Language, Black Propaganda
             during the campaign period and refrain from name- calling.
Sec.12. the following are the guidelines for the voters:
         a.) the voter shall cast his vote secretly inside the Brain Teasers Club Tutorial room,
              and
         b.) After casting his vote, he shall affix his signature, student number and his right
              thumb mark on spaces provided for.
Sec.13. the following are the guidelines for the counting and recording of votes:
        a) immediately after the closing of votes, the counting of votes shall be conducted
           publicly without interruptions or delay after fully implemented,
        b) Presumes every ballot to be valid unless there is a clear ground for its rejection. The
           Committee on Elections should see to it that the objects of the election is to find out
           the true will of the voters and questions shall be decided by the majority of the
           members of the Committee,
        c) As the ballots are read by the chairman of the Elections, the members shall record
           the tally sheet, and
        d) As soon as the votes shall be tallied, the Chairman and members shall sign the
           certification form for the report of the election report.
              Article IX: The Creation of the Party of Representatives
                           and its Duties and Functions
Sec.1. The Party of Representatives shall be composed of at least seven members.
Sec.2. Each year level must have at least one representative and at most two representatives to
         the club.
Sec.3. The creation of the Party of Representatives is based on the recommendation of any
         BTCians, with respect to their year level and is appointed by the president, vice-
         president, secretary, and the advisers of the club.
Sec.5. Every member of the Party of Representatives shall be required to attend any regular
         sessions made by the club, either to officer’s sessions or to the members’ regular
         sessions.
Sec.6. Every representative is given the task to inform their respective colleagues to any
         proceeding of the club and of any requirements being required the members.
Sec.7. The Party of Representatives must give a report to any planned action to any activities
         and proceedings of the club, and must give a report to any actions done to any
         activities of the club.
Sec.8. The Party of Representatives must take part of any actions left undone by any assigned
         committees.
Sec.9. It is a duty of every representative to take the attendance of its colleagues to any
         activities of the club, and take records to any membership of any committees to every
         activity.
Sec.10. Each member of the Party of Representatives is given the task to forbid any misconduct
         made by any BTCians of the campus.
Sec.11. The Party of Representatives shall make house rules and regulations in using the Brain
         Teasers Club Tutorial Room and in using the clubs facilities.
Sec.12. The Party of Representatives must consult the president, vice-president and the adviser
         in taking any plans.
Sec.13. Any members of the Party of Representatives can be thrown out from the position by
         that BTC president, vice-president, and advisers upon showing any misconducts or
         violations to the constitution and by-laws of the club.
                                  Article X. Amendments
Sec.1. This article is known as the “amendment protection” for the Brain Teasers Club
         Constitution and By- Laws.
Sec.2. Any amendment to, or revision of, this Constitution and By-Laws maybe proposed by at
         least one-third (1/3) of the club’s first members and two-thirds (2/3) of the club’s
         officers.
Sec.3. Any amendment or revision made to the Brain Teasers Club Constitution and By-Laws
         shall not take effect without the following:
        a) Accomplished and formally formed resolution for the subject matter, stating the
           necessity, benefits, and practicability of the amendment, and
        b) Accomplished approval sheet for the amendment, duly signed by the Brain Teasers
           Club officers and by the Brain Teasers Club advisers
Sec.4. Any amendment to, or revision of, this constitution and By-Laws shall be valid when
         ratified by a majority votes cast in a plebiscite, which shall be held later than a month
         after the approval of such amendment or revision.
