lost everything to events completely beyond their control. ARC provides shelter, clean water
and sanitation, health care, skills training, microcredit education, protection and whatever
support we can to let people begin again.
The Myanmar country program of American Refugee Committee is actively responding to
humanitarian concerns in Myanmar, particularly in remote areas of the Southeast and Northeast
region. ARC is working closely with national and local authorities to galvanize concerted and
coordinated lifesaving humanitarian assistance to people in need. Primary interventions focus
on community health responses to endemic malaria among hard-to-reach or transient
populations.
Project Overview
The Greater Mekong Sub-region (GMS) Regional Artemisinin resistance Initiative 2
Elimination (RAI-2E) contributes to the elimination of malaria in Myanmar, as well as
prevention of the emergence or spread of Artemisinin resistance in new areas. This program,
supported by Global Fund, is a multi-state program focused on the Southeast region and
Northeast region of Myanmar, partnering with Ethnic Health Organizations, Karen Department
of Health and Welfare (KDHW) and Mon National Health Committee (MNHC), National
Malaria Control Program (NMCP), Ministry of Health and Sports (MoHS) and serving
primarily ethnic minority populations in hard-to-reach localities.
Primary Purpose of the Position
The Logistics Associate will be responsible for providing necessary assistant and technical
support to KDHW with delivery of all logistics related activities, commensurate with their level
of knowledge and experience, in accordance with ARC, KDHW and The Global Fund’s
Logistic and Supply Chain Management policies and procedures. The Logistic Associate will
be responsible for implementing, and managing systems to collect, manage, and analyze data

produced by project townships in KDHW project area. This position is based in Mawlamyine,
with frequent travel to the field.
Specific Duties and Responsibilities
Stock and Warehouse Management
Manage proactive tracking of all medical supplies, equipment, materials and food in transit,
through its receipt, storage, and onward distribution.
Manage capturing pipeline information from KDHW office and field team, to help ensure
that Program staffs are kept well-informed of incoming goods and materiel.
Manage and engage timely reporting on stock status, to help Program staff with planning
of stock replenishment and, support Program staff to verify that distribution has occurred
according to the intentions and plans of Operations.
Receive, Review, consolidate field stock reports and help prepare Monthly stock report,
and submit to ARC after final review from KDHW’s supervisor.
Provide technical support and training to KDHW’s logistics personnel including Field
Supervisors, ensuring all stock documents are properly recorded, updated and documented,
in coordination with Logistics officer from KDHW.
Ensure all day-to-day inventory transactions (stock card, bin card, inventory reports and
related documents) are updated accurately on a real-time basis.
Monitor any inventory shortage and inform timely to program and logistics focal persons
from KDHW and ARC.
Ensure proper documentation on daily deliveries and shipments.
Engage and coordinate with KDHW program team to forecast medical and non-medical
commodities need appropriately.
Review expiry date of all stock items in the warehouse and in the field regularly and report
expiring items and amounts to Program and Logistics focal from KDHW and ARC. Plan
for disposal of all expired stock under guidance of KDHW and ARC logistics focal person.
Review the expired commodities and coordinate with KDHW and ARC to plan for disposal
in accordance with The Global Fund’s policy.
Ensure stock tracking system is effectively implementing in all RAI2E project area.
Ensure the KDHW Pharmacy warehouse is kept clean and drug supplies are alphabetically
organized as groups.
Maintain safe storage and temperature control of the drugs and supplies.
Monitor and guide on store equipment including pallets, shelves, cupboards, log tags, and
dehumidifier utilization as per warehouse requirements from KDHW, ARC and Donor
guidelines.
Asset and Insurance Management
Ensure all assets and non-capital equipment (NCE) are correctly and effectively recorded,
updated at all time.
Conduct and report to supervisor for monthly physical count of asset and NCE, in
coordination with program and finance team.
Ensure all asset and NCE are labelled at all time.
Communicate with all projects for asset and NCE reports, combine and submit to KDHW’s
supervisor.
Ensure relevant forms (Asset requisition form, Asset Receipt Form) are used and fully
authorized by all parties.
Ensure all asset assigned, relocation is tracked and recorded in time.

Ensure asset and NCE disposal are done in accordance with KDHW, ARC and Donor
policies.
Ensure all asset and NCE are insured and regularly renew for fire insurance in all project
areas.
Ensure all vehicle and Motorbike (Asset) are insured and regularly renew for
comprehensive insurance and third-party liability insurance.
Office Management
Manage and maintain accurate filing systems, documented and supported records of actions
for audit purposes.
Support for office lease, rental services when necessary.
Support for procurement, event and travel, transportation in his/her ability when necessary.
Additional Tasks
Engage with freight forwarding agencies to ensure that cargo is managed at all points of
the supply chain with guidance from supervisor.
Must be flexible and manage your time accordingly, to be prepared to tackle other tasks
commensurate with your role, and level of experience, at short notice by supervisor.
Education, Technical Skills and Knowledge Required
Professional degree in the relevant field required.
3-5 years’ experience with an international NGO.
At least 3 years of practical field experience in logistics and supply chain management is
preferred.
Experience with malaria and/or other infectious disease prevention, control and treatment.
Experience with Donor’s guideline (Global Fund) on warehouse and stock management is
preferred.
Good Microsoft Office skills including MS Word, Excel, PowerPoint and Outlook.
Fluency in Karen Ethnic Language is preferred.
