ICC Verification Tool Kit

 Bid to remediate any item reported as "No."


 Complete an ABC check in via mobile app on every work order.
 If property is remote or rural, be sure to know where property lines end so that all exterior issues are fully addressed.
 Ensure that all exterior debris/personals/hazards and detached buildings are accurately evaluated if they are part of
the property.
 Document all rooms, closets, attics, basements, crawlspaces, and sheds via photos. Every wall, floor, ceiling, yard angle
and roofline should be photographed.
 Evaluate these questions for every property unit.
The following information is based on HUD guidelines/regulations.

o Are utilities off unless a situation exists that requires that a utility be on (example: temperature requirements, sump pump
present)?
o If required by law, are smoke detectors and carbon dioxide monitors installed?

o Does the property have a building structure on it? (As opposed to being a vacant lot.)
o If property is remote or rural, do you know where property lines end?
o Is property accessible by road/driveway? (If no, a bid to add a driveway or means of access may be needed).
o Are entryways, walkways, porches and driveways clear of 2 inches or less of snow?
o Is fence in good condition, undamaged, free of missing or falling pieces?
o Is fence secured with padlock if required (example: if pool is present)?
o Free of exterior graffiti?
o Free of exterior debris?
o Free from vehicle, boat, motorcycle, etc.?
o Free from depressions or holes in yard that would make a trip hazard (example: yard depression from removed pool)?
o Free from exterior wood boarding?
o If property is approved to convey with wood boarding, does the wood fully cover each opening with no gaps?

o Free from missing, damaged, rotting or sagging fascia or soffit?
o Will gutters prevent water from entering house?
o Free from missing, damaged, or sagging gutters or downspouts?
o Crawlspaces with exterior entry secured with a padlock?
o Free from trip hazards on exterior stairs and decking?
o Is decking solid and structurally sound (including deck steps)?
o Do all exterior stairs have handrails, if needed?
o Are deck railings intact and sturdy?
o Lockbox installed, if applicable?
o Were all locks changed that provide immediate access to a living area or basement?
o Do doors close securely without gaps in seal? (Exterior doors that do not close are a security issue)
o If car port is present, is it structurally sound and not tarped or leaking?

o During winterization did all water supply lines pass a standard pressure test to 35 PSI?
o Is water shut off at the curb unless it is required to be on to protect the property (examples shared water system)?
o Is existing winterization intact? (Mark as no if a winterization refresh is needed.)

o If property has above ground pool, does it have decking around the pool? (IF no, bid to remove.)

o Exterior closed structures free of graffiti?

o Exterior closed structures free from fire or smoke damage?

o Are all windows free of missing panes and or cracks? Note: dual pane windows with one pane missing are acceptable as long as all
broken glass has been removed.
o Are exterior closed structures windows secure and free from boarding?
o Trees and shrubs are not touching the exterior closed structures?

o Was VIN previously provided to MCS by contractor?
o Is skirting present and intact?
o Evidence of poured cement foundation or presence of strapping and cement pillars?
