EXPLANATORY NOTE
The Local Government is mandated to ensure the delivery of basic services and the provision of adequate
facilities which includes the delivery of Basic Agricultural services. To this, the Municipal Agriculture Office of the
Local Government was created to ensure that the basic agricultural services will be provided to its farmer and
fisherman constituents. This includes but not limited to provision of technical assistance, provision and
dissemination of available appropriate technologies, provision of agricultural production support and basic
agricultural extension services. However, there is a need to reinforce the Municipal Agriculture Office through the
creation of Barangay Agri Worker (BAW) in the implementation & monitoring of the various Agri-fishery projects
and programs to ensure the realization of these projects and programs. With the creation of BAW, it shall be the
extension of the Municipal Agriculture Office and shall be the front line in the implementation and monitoring of
the various Agriculture & Fisheries related projects of the Local Government Unit of Daet. Thus, attaining the food
security, food availability, ecological sustainability and well-being of the people.
AN ORDINANCE ESTABLISHING THE BARANGAY AGRI WORKER TO BE KNOWN AS “BAW”,
PRESCRIBING GUIDELINES AND PROVIDING FUNDS THEREOF.
Be it ordained by the Sangguniang Bayan in Session Assembled that:
Section 1. Title. This ordinance shall be known as the “Barangay Agri Worker to be known as ‘BAW’.”
Section 2. Declaration of Policy.
Every Local Government unit shall design and implement its own organizational structure and staffing
pattern taking into consideration its services requirements and financial capability, subject to the minimum standards
guidelines prescribed by the service commission.
It is the policy of the local government to protect and promote the food production in accord with the
rhythm and harmony of nature.
Section 3. Objectives of Barangay Agri Worker
In General, the Barangay Agri Worker shall:
Be the frontline agricultural extension provider in the Barangay and ensure the prompt, timely and efficient
supervision and implementation of various Agri-fishery related projects and programs.
Promotes food production in each barangay for the attainment of food affordability, food availability, food
security, ecological sustainability and the well-being of the people.
Provide adequate information and immediate technical assistance to the people of barangay on Agri-fishery
projects and programs.
Section 4. Establishment of the Barangay Agri Worker
The Barangay Agri Worker shall be established by virtue of local legislative action of the local government of Daet.
The Barangay Agri Worker shall be under the Municipal Agriculture Office for coordination and technical support
and supervision.
Section 5. Qualification of Barangay Agri Worker
The Barangay Agri Worker shall be a bona-fide resident of the Barangay where he/she is to be assigned, of
good moral character, preferably a high school graduate, enthusiast in farming and willing, able, and competent to
undergo skills training and seminar anent Agri-fishery projects and programs.
The graduates of Agri-Aral Program (Farmers Scholarship program) of the Municipal Agriculture Office
shall be given priority since they are already equipped with the necessary trainings, seminars and skills relating to
agriculture.
The qualified BAW shall undergo proper training under the Agri-Aral Scholarship program of the
Municipal Agriculture Office.
Section 6. Administrative Authority
The Barangay Agri Worker shall be under the administrative supervision of the Municipality Agriculture
Office in coordination with the Barangay involved. The barangay thru the Punong Barangay shall adopt and support
the implementation and operation of the Barangay Agri Worker assigned in their barangay.
Section 7. Appointing Authority
The Barangay Agri Worker shall be appointed by the (Municipal Mayor) duly indorsed by the Punong
Barangay where he/she is to be assigned.
Section 8. Functions of the Barangay Agri Worker
The Barangay Agri Worker:
Shall operate within the area of jurisdiction in coordination with the Barangay involved.
Shall gather and keep data relative to agriculture projects and programs and Agri-fishery profile of the
barangay.
Shall provide coaching and guidance to the farmers.
Shall be the frontline advocate in the implementation and conduct of all Agri-fishery programs.
Shall assist the Municipal Agriculture Office in the implementation of agriculture projects and programs.
Shall Submit Monthly work plans and Monthly targets to the Municipal Agriculture Office.
Shall submit regular reports and status of Agri-fishery projects & programs to the Municipal Agriculture
Office, copy furnished the Barangay involved.
Section 9. Other Services of the Barangay Agri Worker
Initiate and organize seminars in the barangay with supervision from the Municipal Agriculture Office.
Shall do other tasks relevant to agriculture activities as directed by the Municipal Agriculturist.
Section 10. Appropriation
The amount of at least ________________________ Pesos shall be appropriated annually for the
implementation of Barangay Agri Worker.
Section 11: Compensation
The Barangay Agri Worker shall receive P 2,500.00 monthly honorarium from the annual budget allocated
to the program.
Section 12. Transitory Provisions
1. To ensure the implementation of the Barangay Agri Worker, the Municipal Mayor shall designate The
Municipal Agriculture Office who will directly coordinate with the Barangay Agri Worker.
2. Existing Barangay Agri Worker in some barangays in Daet shall continue on its operation provided that
he/she possesses the qualification requirements.
3. There are barangays that have both farming and fishery operations, it will be the discretion of the Mayor to
appoint 2 BAW worker, or 1 BAW but should be knowledgeable in both Agri and fishery.
Section 13. Final Provision
If any provision of this ordinance or application thereof may be declared unconstitutional, such declaration
shall not affect the remaining
Section 14. This ordinance shall take effect fifteen (15) days upon its publication in at least two (2) local
newspapers of general circulation.
