RESOLUTION REORGANIZING/RECONSTITUTING AND DEFINING THE FUNCTIONS OF THE BARANGAY
PEACE AND ORDER COMMITTEE (BPOC)
WHEREAS, Section 2 of Executive Order No. 366 dated September 5, 1996, amending Executive Order
No. 309 Series of 1987, Executive Order No. 317 Series of 1988 and Executive Order No. 320 Series of
1992, mandates the organization of the Barangay Peace and Order Committee (BPOC) at the barangay
level;
WHEREAS, there is an urgent need to reorganize/reconstitute and strengthen the said committee to
become more functional in the discharge of its duties and functions;
NOW, THEREFORE, on motion of Barangay Kagawad Palermo E. Dizon, Jr. duly seconded by all the
members present;
RESOLVED AS IT IS HEREBY RESOLVED to reorganize/reconstitute and define the functions of the
Barangay Peace and Order Committee (BPOC). Create the BPOC Secretariat and define its functions, and
provide the following: funds, monitoring & reporting, such as:
a) Composition of BPOC

b) Functions of the BPOC
1. Monitor and coordinate the implementation of peace and order programs and projects
at the barangay level;
2. Serves as an information-gathering mechanism;
3. Monitor and check the nefarious activities of criminal elements;
4. Identify barangay constituents with strong deviant behavior for referral to appropriate
authorities;
5. Maintain continuing dialogue, close coordination and rapport with the higher levels of
the peace and order councils and law enforcement units;
6. Formulate plans and recommend such measures which will improve or enhance peace
and order and public safety in their area or responsibility;
7. Monitor, coordinate and supervise the operation of all community-based anti-crime
movements within the barangay;
8. Make periodic assessment of the prevailing peace and order situation in their respective
areas of responsibility and submit report with appropriate recommendations to the
higher level Peace and Order Council; and
9. Perform such other functions which may be assigned by the higher level peace and order
councils.

c) Secretariat of the BPOC
The Barangay Peace and Order Committee Secretariat shall be headed by the Barangay Secretary. He
shall be assisted by at least two (2) members to be designated by the Punong Barangay.
The BPOC shall be responsible for the implementation of the peace and order program at the barangay
level.
d) Functions of the Barangay Peace and Order Committee Secretariat (BPOCS)
1. Prepare peace and order plans and projects at the barangay level taking into
consideration the prevailing peace and order situation in the area of responsibility;
2. Implement and monitor the BPOC operations;
3. Provide a forum for dialogue on problems and issues affecting peace and order at the
barangay level;
4. Assist in the conduct of research projects and evaluation activities;
5. Take actions on matters affecting peace and order that require immediate attention at
their level and within the scope of their authority;
6. Perform related tasks.
The secretariat at all levels shall be assisted in its functions and duties by the regular staff of the
Office of the Council Chairman.
e) Funds
The Barangay Council and the Municipal Government shall appropriate the necessary funds for the
operation of the BPOC from any available local funds.
f) Monitoring
The BPOC shall submit to the Municipal POC a regular quarterly report on their peace and order
activities.
g) Report
The BPOC report shall be submitted to Municipal POC on the last week of the quarter.
RESOLVED FURTHER, to furnish copies of this resolution to the Honorable Mayor Timoteo “Dick” S. Villar
III, Municipal Peace and Order Council Chairman, Municipal DILG Officer, and to all concerned
agencies/authorities for their information and guidance.
