EXECUTIVE ORDER NO. ___ 2023
REORGANIZING THE REVITALIZED BARANGAY ANTI-DRUG
ABUSE COUNCIL (BADAC) OF BARANGAY CADLAN, PILI,
CAMARINES SUR
WHEREAS, drug – related incidents have been constantly present in our country and
resulted in multiple crime incidents;
WHEREAS, the Barangays, as the first line of defense, should lead the fight against illegal
drugs through the campaign program, “MAMAMAYANG AYAW SA ANOMALYA
MAMAMAYANG AYAW SA ILLEGAL NA DROGA (MASA MASID)” pursuant to DILG
MC 2016-116 dated September 2, 2016.
WHEREAS, DILG MC 2015-63 dated June 16, 2015 is issued to emphasize to local
authorities, especially barangay officials, their principal responsibilities in support of overall
government efforts to address peace and order, particularly to curb illegal drugs and other
substances;
NOW THEREFORE, I WALDEN DOMINGO P. BRUSAS, Punong Barangay of
Barangay Cadlan, Pili, Camarines Sur, by virtue of the powers vested in me by law, do hereby
order and direct the following:
Section 1. COMPOSITION OF THE REVITALIZED BARANGAY ANTI – DRUG
ABUSE COUNCIL (BADAC)
Said Council shall compose the following persons:

Section 2.FUNCTIONS OF THE BARANGAY ANTI-DRUG ABUSE COUNCIL
(BADAC).
The BADAC shall perform the following functions:
a. Conduct regular meetings at least once a month and call for special meeting whenever
necessary;
b. Plan, strategize, implemented and evaluate programs and projects on drug abuse
prevention in Barangay;
c. Organized the BADAC Auxiliary Team to compose on ideal number of 25 members
per 2,000 population of the Barangay representing streets, puroks, zone or sitios;
d. Orient BADAC Auxiliary Team of their roles and functions and in formulating plan of
action to address the problem;
e. Equip Barangay Tanods and BADAC Auxiliary on their roles and Functions in the
campaign against street-level illegal drugs trade through seminar or trainings;
f. Coordinate and collaborate with other institutions implementing programs cand projects
on drug abused and pushers;
g. Submit a monthly report to the Municipal Anti- drug Abuse Council (MADAC) and
furnish the DILG Municipal Operations Office copies of said report;
h. Refer suspected drug users to the MADAC and other institutions for corresponding
counseling and/or rehabilitation;
i. Conduct information, education Campaign (IEC) on illegal drug demand and reduction;
j. Monitor disposition and process of drug –related case filed; and
k. Perform other related functions.
