NOTIFICATION
Kind Attention SSI Units of Karnataka
With a view to assist the SSI units of the State in marketing of their
products and also to supply the requirements of State / Central undertaking,
Boards and Corporations. KSSIDC has proposed to introduce “Marketing
Assistance Schemes” in the Corporation.
For availing the above facilities, interested SSI Units who are having
Permanent Registration (PMT) issued by District Industries Centre or those
who are registered with MSMEDI may register themselves by submitting
prescribed application along with non refundable registration fee of Rs.
1000/- (Rs One Thousand Only). Duly filled in prescribed application along
with registration fee and other required documents are to be submitted to the
office of the Deputy General Manager (MAS), KSSIDC Limited,
Administrative Building, Industrial Estate, Rajajinagar, Bangalore: 560 010
on or before 31-05-2011 up to 5.30PM.

TERMS AND CONDITIONS PERTAINING TO


REGISTRATION/EMPANNELMENT FOR AVAILING
MARKETTING ASSISTENCE SERVICES FROM KSSIDC :

1. Prescribed application forms can be obtained either from the Office of


DGM-MAS, Admin. Office Building, KSSIDC Limited, Industrial Estate,
Rajajinagar, Bangalore-560010 or the same can be downloaded from our
web site www.kssidc.kar.nic free of cost.

2. At the time of submission of duly filled in application, DD for 1000/- ( Non


refundable ) shall be submitted along with other required documents. DD
shall be in favour of KSSIDC LIMITED payable at Bangalore.

3. The following documents are to be submitted along with the application :

a .Application form with PP size 2 Photos.


b. MSME Registration/ PMT Certificate.

c. VAT/CST Regn., Certificates.

d. Partnership/Pvt. Ltd.,/ Public Ltd.,/Necessary Deed

SALIENT FEATURES OF THE MARKETING ASSISTANCE SCHEME


2. Any Micro and Small Industrial unit Registered with either District
Industries Centers or MSMEDI as Micro and Small Industrial unit
having a Permanent Registration Certificate is eligible to apply for
Empanelment under this scheme.
2. A prescribed application form along with a format of agreement copy
will be provided to such units free of cost. After receiving the
Application for Empanelment with all documents and Empanelment /
Registration fee of Rs.1000/- (in the form of DD), the unit will be
empanelled only after due verification of the details provided and
inspection of the unit by the committee of officers consisting of the
concerned Zonal Deputy General Manager, Asst.General Manager of the
division, representative from internal audit and a representative of
KASSIA. In respect of Bangalore District, Deputy General
Manager(MAS), Asst. General Manager of the Divisional office, Asst.
General Manager (CA) and a representative of KASSIA will inspect the
unit before empanelment.
The units found eligible will be issued a Letter of Intent and called
upon to execute the prescribed Agreement on requisite Stamp paper.
After submission of the Agreement on the requisite Stamp paper, the
name of the Unit will be empanelled and specific ID No. will be provided
to it. The ID no. will be designed in such a manner that the NO. and
letters indicated in the ID No. show the product Code for which the Unit
is empanelled and the Category of the Unit-whether Micro or Small etc.

3. The Empanelled Units will be requested to quote their rates


for the products manufactured by them giving detailed description of
quality /specifications etc., for the items identified for supplying to
Government Departments, PSUs etc., whenever tenders are floated.
List of items to be covered under the MAS is enclosed herewith.

4. A Committee of Officers consisting of


a) General Manager(Coml.) , KSSIDC Member
b) Dy. General Manager(I.A), KSSIDC Member
c) Dy. Gen. Manager(Finance), KSSIDC Member
d) Dy. Gen. Manager(MAS), KSSIDC Member Convener
will fix the rates for the products by scrutinizing and
comparing the rates quoted by the Empanelled units with the
prevailing market rates. Subsequently, the same shall be brought
before Raw material and Finance Committee for perusal. The units
who are willing to supply the items should abide by these rates
and supply the materials to the indenting Organizations against
orders placed on them by KSSIDC.
5. KSSIDC will procure bulk orders from the Indenting PSU’s/
Government departments of the State and Central and
distribute the same amongst the Empanelled units keeping
their core competency, capacity, and track record in view. As far
as possible, it will be ensured that while distributing
orders, preference will be given to the units located near the
places of supply/ delivery. The ordered quantity shall also be kept
in view while distributing the orders considering the economy
factor etc.,
6. The Micro and Small Industrial units who accept the supply order
issued by KSSIDC should deliver the materials to such Indenting
Govt. Departments within the stipulated period and collect papers
in support of dispatch like acknowledged Lorry Receipt along with the
Release Order issued by the Inspecting officer of the Consignee or an
acceptance letter/acknowledgement on the invoice for having received
the Goods as per specification/quantity mentioned in the purchase
order and produce the same to KSSIDC in original.
7. The Micro and Small Industrial units who execute the supply order
are liable to pay 2.5% service charge to KSSIDC and applicable service
tax on the bill amount. In addition to this, the supplying units shall
have to pay 3rd party inspection charges at actuals . On payment of
the service charges and Inspection charges by the Micro and Small
Industrial units along with applicable service tax, KSSIDC will
endorse the bill for making payment in favour of the unit. Otherwise,
2.5% service charge and Inspection charges at actuals along with
applicable service taxes will be recovered from the payment received
from the department by KSSIDC and balance amount released to the
unit.
8. In case of steel furniture orders, important raw materials like CR
sheet/HR sheet etc., may be supplied by KSSIDC to the
manufacturing unit so as to maintain quality, and such material will
be supplied against payment of full amount in the form of DD or
against Bank Guarantee. This is however, subject to availability of the
items with KSSIDC Raw Material Depot/ Channasandra stock yard.
The unit can avail credit facility against Bank Guarantee as per
procedure in vogue.
9. The Micro and Small Industrial units will not be required to pay
tender form cost. KSSIDC will bear such costs out of the service
charges collected. Similarly, KSSIDC will pay SD/EMD charges while
participating in the tenders. However, Government will be approached
to exempt KSSIDC from paying SD/EMD charges and also initial
application fees and efforts will be made to obtain a Government
Order in this regard. But, whenever KSSIDC pays SD/EMD charges
while participating in the tender, such amount will have to be
recovered from the empanelled units at the time of issuing the
supply order.
10. KSSIDC will not assure any minimum quantum of business to the
empanelled units.
11. As regards payment to the supplying empanelled units, efforts will
be made to comply with the payment provisions as under MSMEDI
Act 2006 to the extent possible.

loan/ Advance to Micro and Small Industrial units who desire to
discount their bills, after supplies to Govt.Departments, State / Central
Public sector undertakings only. This facility will be made available to
the Micro and Small Industrial units who are empanelled in KSSIDC for
availing MAS facility and engaged in manufacturing activity only. The
following procedure shall be adopted for releasing advance under the Bill
Discounting Scheme.

1. Micro and Small Industrial units who are willing to take


advance under this scheme shall be empanelled with KSSIDC.

2. The committee consisting of Deputy General Manager ( MAS), Asst.


General Manager (MAS) and Asst. General Manager (CA) shall
scrutinize all applications for sanction and fixing the limit.

3. Minimum advance amount will be Rs.50,000/- (Rupees Fifty


thousand only) and maximum limit is Rs.5.00 lakhs (Rupees Five
Lakhs only) per unit. 0.5% service charge on the invoice amount
along with applicable service taxes and interest at 12% per annum
will have to be paid by the unit within a period of 60 days and 14%
per annum from 61st day to 90th day and the bill has to be
crystallized within 90 days.

4. Purchasing authority should sign the payment releases and


material acceptance letter duly indicating that they have received
Quality goods as per specifications. Competent authority of the
Purchasing Dept. should attest and countersign the signature of
above Purchasing authority.

5. While sanctioning fresh advance, the previous advance drawn


along with interest should be cleared in full and amount realized
and credited to KSSIDC account. Care should be taken to obtain
post dated cheque for the entire principal amount, interest there
on and applicable service charges. Collateral security should be
taken for more than two times of the advance amount released.

6. After supply of goods, the supplier should produce delivery notes


and acceptance certificate and the bill addressed to the purchaser
along with a requisition for 75% payment in the prescribed
application form which is available in the office (in duplicate).

7. The power of Attorney given by Micro and Small Industrial


units (as per proforma of KSSIDC) in favour of KSSIDC for
collecting the proceeds of the bills from the purchaser
should be either empanelled or registered, with the ‘Payment
Releasing Authority’ and they should give clear
commitment letter stating that. “ power of attorney has been
empanelled / registered with us and all amounts payable to M/s

8. If Micro and Small Industrial units intend to avail 75% advance


payment against supplies, they should produce the letters from
the concerned purchaser as follows:

9. For all out-station bills, the Micro and Small Industrial units should
get an endorsement from the concerned AGMs / Branch Managers
along with recommendation letter for sanctioning advance.

10. The sanction of advances upto Rs.2.00 lakh shall be considered


by the Deputy General Manager ( MAS) and from Rs.2.00 to 4.00 lakhs
by General Manager(Coml). If it is more than Rs.4.00 lakhs , GM will
review and recommend to Managing Director for consideration.

11. The supplier shall apply for advance only in the


prescribed application form duly attested with seal of the firm/
company. Application signed on behalf of proprietor/ partner/
Director is liable to be rejected.

12. No defaulters should be given fresh advance, and if the unit is


defaulted for repayment for 60 days and above for more than TWO
times, such unit should be considered as defaulter and discouraged
for extending fresh advance under the BDS.

13. Wherever payments are received for different and subsequent


bills, the same shall be adjusted to over due advances of any bill
pending in the units name.

14. Bills from Govt. departments like Zilla Panchayaths, Mandal


Panchayaths, Taluk Panchayaths, Public Sectors etc., should
invariably be accompanied by attested copies of purchasing authorities
approval.

15. Legal opinion shall be obtained from the legal wing before release of
Ist advance.

16. Surety shall be a KSSIDC empanelment unit having a continuous


business.

17. Confirmation shall be obtained by Asst. General Manager (MAS)


from all the purchasing institutions about payment of dues under
BDS periodically and carefully perused and monitored.
