ORDER:
In the reference 1st and 2nd cited, the erstwhile APSEB issued orders delegating
the powers to the Director Personnel/Additional Secretary and Member Secretary to
issue No Objection Certificates to its employees to obtain Pass Port.
2) In T.O.O 3rd cited, the APTRANSCO issued orders delegating powers to certain
officers for sanction of various types of leaves to the different categories of employees
of APTRANSCO.
3) Some of the leaves sanctioning authorities of APTRANSCO are raising doubts
regarding the authority competent to sanction leaves to the employees who are visiting
outside the country.
4) After careful examination, the APTRANSCO hereby directs that “the authority
competent to issue NOC for obtaining Passport is the authority competent to
sanction leave for visiting outside the country.”
