Applications in the prescribed Format 'A' given below, are invited from the desirous
candidates for recruitment to the following posts under Group-C cadre as per the scale mentioned against
each category of post.
N.B.:- The applicability of Odisha Group-C & Group-D posts (Contractual appointment ) Rules, 2013 for
the sub-ordinate judiciary of the State is now subjudice before the Hon'ble Court in Judicial side vide
W.P.(C ) No.1273/2014. Therefore, the appointment to the post Junior Clerk-cum-Copyist / Junior Typist /
Stenographer Gr.-lll shall be made on regular basis against the vacancies of sanctioned posts subject to
the result of W.P.(C ) No.1273/2014 pending before the Hon'ble High Court of Orissa.

(*) It includes 4 posts of back log vacancy.

(The number of above vacancies in different categories of the post may increase or decrease)
(a) Out of the vacancies mentioned above, candidates belonging to Person with Disability (PWD), when
selected as per the reservation provided for him, shall be adjusted against the category to which belongs.
(b) In the event of non-availability or availability of insufficient number of eligible female candidates
belonging to any particular category, the vacancies or the remaining vacancies will be filled up by the
male candidates of that category.
(c ) The exchange of reservation between SC & ST will not be considered.
Reservations of vacancies for women, sports persons & ex-serviceman shall be made in
accordance with the provisions made under relevant rules. The undersigned reserves the right to cancel
the recruitment process at any time without prior notice. The decision of the undersigned as regards to
the result of examination shall be final and in no case shall be liable to be challenged.
l.Eligibility of the Candidates:
A candidate in order to be eligible for the above posts
(a) shall be a citizen of India.
(b) shall have passed at least +2 examination conducted by the Council constituted under section 3 of the
Odisha Higher Secondary Education Act 1982 or equivalent examination from a recognized Council, Board
or University as the case may be :
(c) shall have at least passed Diploma in Computer Application from a recognized institute.
(d ) must not be below 18 years and above 38 years of age as on 05.08.2022 (vide Government of
Odisha G.A. & P.G. Notification No.771/Gen., dated 11.01.2022). Provided that, the upper age limit is
relaxable by 5 years in case of SC/ST/SEBC and Women Candidates and 10 years in case of Person with
Disability Candidates. For Ex-Serviceman, after deducting the period of service rendered in Armed Forces
from the present age , the resultant age should not exceed 32 years.
(e) shall be able to speak, read and write Odia and have passed a test in Odia equivalent to the M.E.
Standard.
(f) shall be of good character.
(g) shall be of sound health, good physique and free from organic defects or bodily infirmity.
(h) shall have not more than one spouse living, if married.
(i) shall have no Criminal antecedent.
(j) shall possess a minimum speed of 40 words in type writing in English per minute.( For the post of
Jr.Typist)
(k) shall possess a minimum speed of 80 words in Shorthand and 40 words in typewriting in English per
minute.( For the post of Jr. Stenographers (Grade-Ill))
(l) Government servants, whether temporary or permanent, are eligible to apply provided that they
possess the requisite qualification and are within the prescribed age-limit. They must inform their
respective Fleads of Office in writing regarding submission of their applications for this recruitment and
obtain "No Objection Certificate".
2. Educational Qualification
(A) For the post of Jr. Clerk-cum-Copyist and Jr. Typist :-
The Candidate
(i) Must have passed at least intermediate / +2 examination certificate or equivalent certificate
conducted by the council constituted under Section 3 of the Orissa Fligher Secondary Education Act, 1982
or equivalent examination from a recognized council /Board / University, as the case may be
(ii) Must have possessed a minimum speed of 40 words per minute in typewriting (for the post of Junior
Typist)
(B) For the post of Stenographer Gr.-lll :-
The Candidate
(i) Must have passed at least intermediate / +2 examination certificate or equivalent certificate
conducted by the council constituted under Section 3 of the Orissa Fligher Secondary Education Act, 1982
or equivalent examination from a recognized council /Board / University, as the case may be
(ii) Must have knowledge in short hand with a speed of 80 words per minute and typing in English with a
speed of 40 words per minute.
3. Fee for Examination.
The candidates are required to deposit fees of Rs.100/- (Rupees One Flundred) only in
shape of Treasury Challan under the head "0070-Other Administrative Services-01-Administration of
Justice-501-Services and Service fees-9904650-Law Department-9916730-Examination Fees for
recruitment conducted by Orissa District & Sub-ordinate Courts" and to enclose the deposit challan in
original along with their applications form. The S.C. & S.T. candidates are exempted from payment of
Examination Fees. Fees so deposited are non-refundable.
4. Scheme of Examination:
(a) The scheme of the examination for the post of Jr. Clerk-cum-Copyist shall be as follows
There shall be an examination on the following subjects for the posts of Jr. Clerk-cum-
Copyist only :

(b) The scheme of the examination for the post of Stenographer Grade-Ill and Jr. Typist shall
be as follows :

(for Stenographer Gr.-lll) 50 marks 10 minutes for typewriting

(iii) Computer Science Test (Practical) 100 marks. 1 hour
(iv) Viva voce Test 35 marks.
Considering the marks secured in the Written Test one merit list of the general candidates and
separate merit list of each of the reserved categories shall be prepared and candidates up to ten time of
vacancy in each category shall be called for Computer Science Test (practical), short hand and Type
writing test, as the case may be , and the candidates selected in such practical test shall be called for viva
voce test.
For the post of Jr. Typist there will be a separate test in Type writing and in case of
Stenographer Grade-Ill, there will be separate test in Shorthand and Typewriting and such Typewriting
and Shorthand test will be held after publication of the result of written test and the qualifying candidates
are required to bring their own Typewriter machine. The date of such lest will be intimated later on.
The date of examination for Computer Science (Practical) and Viva-Voce Test for qualifying
candidates of Jr. Clerk-cum-Copyist, Stenographer Gr.-lll and Jr. Typist will be intimated later on.
The Written tests for the post of Junior Clerk-cum-Copyist , Stenographer Grade-Ill & Junior
Typist will be intimated later on.
A candidate for the posts of Stenographer Gr.-lll shall possess minimum speed of 80 words in
short hand and 40 words in typewriting per minute. Such minimum qualification for a candidate for the
post of Typist shall be 40 words per minute in typewriting.
A candidate for the post of Stenographer Gr.-lll shall be dictated a passage of 400 words in
English language in 5 minutes which he shall take in short hand on short hand note sheet supplied by the
examiner. He shall reproduce such short hand text of 400 words in type script in 10 minutes.
A candidate for the post of Typist shall be given a written passage containing 400 words in
English language, which he shall reproduce in type script in JO minutes.
5. DETAIL SYLLABUS
The detail Syllabus for each subject of the written lest shall as follows
ENGLISH
(a) An essay to be written in English.
(b) A letter or application to be written in English.
(c) One Oriya passage to be translated into English.
(d) One English passage to be translated into Oriya.
(e) Summary of one English passage.
Note The standard required of a candidate shall be equal to that ol +2 certificate examinations
conducted by the Council of Higher Secondary Education, Orissa.
ARITHMETIC
Vulgar fractions and decimals, H.C.F., and L.C.M. Simple and Compound interest, Percentage, Profit and
Loss, Mixtures, Partnership, Averages, Rates and Taxes, Insurance, Square and Cubic measures, Problems
on time and work and time and distance.
Note : Problems more easily solvable by algebraically methods need not be required to solve
arithmetically.
GENERAL KNOWLEDGE
Knowledge of current events and such other matters of every day observation and experience as may be
expected from an educated person.
COMPUTER SCIENCE TEST (PRACTICAL)
To test the proficiency ol the candidates relating to matters like "test formatting of the paragraphs,
insertion of table, skill to print and save, file transfer, web-site searching/ browsing and downloading,
email, use of pen-drive an(tol!\er software etc and programmes ol accounting".
VIVA VOCE
The object of the viva voce test is to assess suitability of a candidate for the post with particular reference
to the candidate's alertness, general outlook and potential qualities.
6. Last date of receipt of application :
Applications along with the required documents and self attested copies of certificates
duly signed by the candidates shall be sent to the Registrar, Civil Courts, Bhadrak, At-Nalanga, P.O.-
Barikpur Bazar, District -Bhadrak, Pin-756112 by post so as to reach in the Office on or before 5.00 P.M.
on 5.8.2022. The candidates may also drop their application lorm on the "Application Drop Box" kept in
the Office of the Registrar, Civil Courts, Bhadrak. The application received beyond the date and lime shall
be summarily rejected.
7. LIST OF DOCUMENTS TO BE SUBMITTED BY THE CANDIDATES :
1) Treasury Challan in original showing deposit of examination fee of Rs.100/- under the proper head
of account (Except SC & ST Candidates )
• 2) Self attested copies of certificates of +2 Examination or equivalent Examination of a recognized
council, Board or University as the case may be with mark sheet.
3) Self attested copies of certificates of H.S.C. or equivalent Examination from a recognized Board or
University with mark sheet. .
4) Self attested copies of Certificate of Diploma in Computer Application from a recognized institute .
5) Self attested copy of Caste Certificate issued by the competent authority in case of candidates
belonging to S.C./S.T./S.E.B.C. categories.
6) Self attested copy of technical type writing certificate in case of candidate for Jr. Typist and
Stenographer Gr.-lll from a recognized institute.
7) Self attested copy of Short hand certificate in case of Stenographer Gr.-lll.
8) Self attested copy of Medical certificate issued by the Competent Medical Authority/Board in case
of persons with disabilities candidates.
9) Candidates who have not been awarded percentage of marks, but only "Grade Marks" should along
with the application, produce the conversion certificate from the concerned University /Councils /
Boards as the case may be indicating the actual equivalent percentage of marks and conversion
formula failing which, their applications are liable to be rejected ( the conversion certificate can also
be produced by availing the same on downloading process).
10) Two self addressed postal envelopes of size 5"X12" with affixing postal stamps of Rs.22/-(twenty
two) on each.
11) Self attested copy of Employment Exchange registration number.
12) Two character certificates issued by two gazetted Officers/Medical practitioner/Sarpanch etc.
13) Self attested copies of two recent pass port size photographs.
14) Self attested Copy of Certificate / Identity Card of Sports person/ Ex-Serviceman.
15) Separate applications are to be filed by the candidates applying for more than one posts.
N.B.
1. In case of receipt of large number of applications for the post of Junior Clerk-cum-
Copyist/Junior Typist/ Stenographer Gr.-lll , the authority reserves right to short list the candidates in
accordance with the rules contained in the Odisha District and Subordinate Courts Non-Judicial Staff
Services (Method of Recruitment and Condition of Service), Rule, 2008 (Amendment Rule-2010)
2. The decision of the District Judge as to the result of examination shall be final and in no
case shall be liable to be challenged.
3. The candidates are required to mention the category of the posts they are applying for, in
bold letters on the top of their respective applications and on top of the envelopes containing the
applications.
4. Non compliance of any of the requirements mentioned in this advertisement shall entail
rejection of application. The application, if found defective/incomplete in any respect shall be
summarily rejected. No T.A./D.A. will be allowed to the candidates for attending the recruitment
examination. The candidates need not submit their original testimonials with their applications, which
are to be produced at the time of Viva-Voce Test.
5. If any document filed by the candidate is found subsequently to have been obtained
fraudulently, the appointment, if made, shall be cancelled.
