Background
• Under the existing Public Utilities and Sewerage & Drainage Acts, PUB is
empowered to fine/prosecute/recover costs from the responsible party
in the event of damage to water and sewer pipes.
• In spite of the Acts, PUB still encounters contractors who do not
exercise due diligence when working near our water and sewer pipes
resulting in subsequent damages. These damages usually result in a loss
of precious water supply, used water resources as well as service
disruptions to our customers.
• Hence, there is a need to further strengthen the current legislation
which aims to reduce the number of damages to PUB infrastructure.

Regulations to Protect PUB Infrastructure
• On 30 Jun 2017, PUB gazetted 2 new regulations, Public Utilities (Protection of
Water Pipes Infrastructure) and Sewerage and Drainage (Protection of Public
Sewerage) Regulations 2017.
• The aim is to get industries to notify/seek approval before specified activities are
carried out in the public sewer and water pipe corridors. This is to ensure
protection measures to pipes are in place prior to the commencement of works.
• Details of the new Regulations can be found in http://statutes.agc.gov.sg/.
• PUB has developed an Online Submission System to facilitate the submissions by
Qualified Persons (QPs)/ Professional Engineers (PEs)/Contractors. This system will
allow PUB to process, track and approve submissions for works near water and
sewer pipes.

Benefits for the Industry from the Online Submission System
ONE-STOP PORTAL for all works affecting Water and Sewer Pipes:
Provides clear guidelines for QPs/PEs/Contractors to make submissions
Ability to auto-check completeness of documents submitted
Auto-generate timely reminders to QPs/PEs/Contractors on their
submissions
Ability to capture the proposals and declarations from
QPs/PEs/Contractors through a centralised database system
Provides one-stop submission system for industry to make submissions
in relation to works involving various departments within PUB
Auto-route submissions internally to relevant PUB officers for evaluation
QPs/PEs/Contractors are able to track the status of the submissions via
the system

Additional features of the Online Submission System
• For works that involve manual excavations (e.g Trial Trenches) ,
approvals will be automatically granted upon receipt of submission. This
will speed up approval process for works that are of lower risk to the
water and sewer pipes.
• Notwithstanding, the QPs/PEs/Contractors are required to exercise
duty of care to check for the presence of water and sewer pipes by
purchasing the services plans and looking out for valve chambers,
water meters and other appurtenances on site. This requirement will
be stated in the automatically generated approval letter.
• For works that are in the vicinity (but not within the setback distance) of
water pipes of dia <300mm, notification to PUB via the Online
Submission System will suffice prior to the commencement of work.
