B. TECHNICAL DESCRIPTION
Program / Project / Study Title

Abstract
1. Introduction:
The Armed Forces of the Philippines has a huge role in maintaining peace and order
in the entire nation. They are giving all their best to protect the country up to the extent of
putting their lives into danger. They are obeying “Comply First Before You Complain”. They
even sacrificing their own families for the country. They are the most in demand government
employees when calamities come at the most unexpected times. They are obliged to go and
save people before protecting their own families as a servant for people and nation. They are
always ready anytime to support and share their knowledge, skills and resources for the
benefits of all mankind to where they are destined as public servants.
Today’s global Armed Forces of the Philippines are also undergoing accreditation to
upgrade their services based from standard and they are required to be trained not only to
protect the country but to help upgrade the standard of living of all the people around them
but not to forget to also start with their own families as a model and application of their
responsibilities.
They need advice to balance their way of living by giving attention not only to the
community people but at the same time to the welfare of their own families. They need to
make ways and remedies to provide everything for their own family a descent way of living
despite of being committed, dedicated and passionate public servant for happy and fulfilled
living. They are required to rear their children as a well-nourished, healthy and need to finish
their education for a better life and a productive living.
Hence, one of their advocacies is to support livelihood program towards sustainable
community development: Providing access to livelihood opportunities for their dependents,
for them after retirement and for the people under their care and jurisdiction in the
community where they are assigned, to uplift the moral of every Filipino to combat all trials
and calamities happening on earth especially the covid19 pandemic for them to survive and
be a model individual to all. (RRL)
Their stories and lessons highlighted the importance of convergence, collaboration,
and grassroots, human rights-based approach to community development. It shows that the
military’s role is evolving and it should also be open to collaboration with other government
agencies like SUC’s and different stakeholders to bring peace and improve lives of their own
family and the people under their protection. The Community Support Program is a first step
towards changing their paradigm. They are no longer just focusing on improving their
warfighting skills; they are now also facilitating development like livelihood programs,
reintroducing government services, and bridging the gap between local governments and far-
flung communities.
These programs show that the best way to counter insurgency is to efficiently address
the people’s needs. Therefore: As an extension modality of the ISU, Echague Campus, we
will assist its clients in the adopted 513 th ECB, 51EBDE, PA, CMFDC (ANNEX) BRGY
SOYUNG, ECHAGUE, ISABELA as our partner in the university by providing a Livelihood
Training Workshop Event Management and Food Processing Also, as a state university, ISU
has a social responsibility to its clients to help them improve their standard of living in terms
of increased income to meet their families’ needs aligned to the 17 th Sustainable Development
Goal’s on the part of ISU community, and other stakeholders, will also an avenue where they
can make savings for economic growth and development. It will also support the community
needs as it helps them to be responsible by making them busy for more productive endeavor
and to imbibe a sense of collaboration and promote local economic development to attain
peace and order. Hence, it is the intent of this extension project to be established and
implemented.

2. Objectives
General Objective
The general objective of the project is to strengthen Livelihood Training
Programs of 513th Engineering Construction (NASIGLAT) Battalion, 51st Engineer
Brigade, Philippine Army CAMP Melchor F. Dela Cruz (Annex), Brgy Soyung,
Echague, Isabela.
Specifically, the project aims to:
1. Provide a capacity building towards sustainable development supporting the
existing Livelihood Training Program of 513th Engineer Construction
(NASIGLAT) Battalion, 51st Engineer Brigade, Philippine Army;
2. Provide men and women in uniform in Philippine Army for them to share to
their clienteles and community while still in the service and it will serve as
their livelihood program when they are already retired; and, boost local
economy and strengthen family and community relationship that uplifts their
moral through livelihood programs with the collaborative efforts of the men
and women in uniforms assigned in 513th Engineering Construction
(NASIGLAT) Battalion, 51st Engineer Brigade, PA;

3. Related Literature
Based from the readings of the soldier’s manual, soldiers’ families nowadays are
different from those before, it has a big difference due to many programs implemented
by the government it changed so much. According to 2019 OPERATIONS RESEARCH
CENTER, PHILIPPINE ARMY, what they have been doing right now? Two things.
First, they are changing their perspective from counter – insurgency to peacebuilding.
Instead of purely focusing on warfighting, which is often still necessary, they are
focusing on the root causes of COMMANDING GENERAL PHILIPPINE ARMY Fort
Andres Bonifacio, Metro Manila insurgency – poverty, hunger, and the need for services.
Through their clearing operations, they are allowing development to set in, and
reintroducing government programs like livelihood programs to all men and women in
uniforms, to even farthest and most in-need communities. Second, they are building
better and lasting relationships with the communities, and in the process, changing the
image of the Filipino soldier.
The apt implementation of the Community Support Program (CSP) is a key step
towards sustainable peace and inclusive development in the country. It is a process that
respects and engages traditional indigenous social structures, assesses the biggest needs
of communities, and influences communities to take the path to peace. The lessons they
have learned from the CSP and peacebuilding stories are important as they continue to
tread the path to peace and development. Their peacebuilding efforts are effecting
positive change, and as Lieutenant General AFP MACAIROG S. ALBERTO said “I
am confident that if we continue this track, we will end the communist threat soon”. The
Armed Forces, focusing on warfighting, has been engaging the enemy on the battlefield
– not knowing that the key to winning the peace is winning the hearts and minds of all
citizens, especially those who are most isolated and marginalized.
4. Methodology

“Strengthening the Knowledge and Skills on Cacao Products and By-Products
Processing Towards Improved Livelihood”

Livelihood is an important part of human existence. For a


population to survive there is a need for a livelihood that will
sustain and support their household. Sustainable livelihood plays
a vital role especially in the current situation we are facing right
now.
The BTLEd faculty unit and the Cacao Directress
facilitated an extension program on the production of Cacao
products and by-products, conducted training on branding,
labeling and digital marketing, and Return of Investment Analysis. The training was held in
Cagayan Valley Cacao Development Center, Isabela State University, Echague, Isabela.
Dr. Jose P. Gallena, Executive Officer of the campus warmly welcomed the
participants from the uniformed men and women of the 513th Engineer Construction
(NASIGLAT) Battalion, 51st Engineer Brigade, their dependents, and another stakeholder.
Dr. Myleen R. Corpuz, the directress of the Center discussed the production of cacao
products, introduced the chocolate products that the center has been manufacturing. She
mentioned the three trees, the tree of love which is the cacao tree, the tree of peace which is
the coffee tree, and the tree of love which is the coconut tree
Dr. Martina R. Peñalber, the project leader discussed
and demonstrated the process on the production of
Cacao products like; Cacao Vinegar, Cacao Juice,
Cacao Marmalade, and Cacao wine and in the
afternoon session, she discussed and demonstrated the
different methods of Preparing cacao by- products like;
Cacao Cocktail and Cacao Mocktail Mixing. Dr.
Peñalber said
here is “Wealth in Waste” She taught them also the
Mixing with an actual demonstration.
important things such as personal hygiene, proper
handling, and sanitation.
Mr. Chistian Lloyd D. Taguba, discussed the upgraded model of digital marketing,
effective branding, and rules in labeling to strengthen the market potential of the product that
the participants will convert into a livelihood and return of investment analysis.
Mr. Mario P. Tamana, the College extension coordinator extended his gratitude for
the unending support of the participants in the different extension activities of the university.
"We are very glad and honored to collaborate with all of you," Tamana said.
Ms. Rosalyn Ruma, a student of Bachelor of
Technology and Livelihood Education did the
processing. While Staff Sergeant Taguba from 513th
Engineer Construction (NASIGLAT) extended his
gratitude to the facilitators. "We look forward to more
projects and activities", Mr. Taguba said. Lastly, the
giving of Certificate of Appreciation to the Resource
speakers and all participants.
