Having fortified the border gives France the opportunity to plan and prepare carefully, but it does sacrifice some flexibility
in the event of something unexpected.
Full Employment
Recruitable Population Factor: -25%
We are in the enviable position of having very low unemployment, partially because of the massive bloodshed of the
Great War. However, this has made it difficult for companies to find skilled workers, and the military finds it hard to
compete with the labor market for recruits. Extending the draft would only exaberate the problem. We should try and find
other sources of manpower to make up for the shortfall, either in recruitment or in the economy.

The Treaty of Trianon is, in many ways, similar to the Treaty of Versailles, crippling our military and preventing
rearmament. Seeing it altered or abolished must be our premier goal. We can do this by seeking a Rapprochement with
the Little Entente, proposing the Bled Agreement, or by renouncing it altogether. The last option will be widely
considered as very aggressive and may provoke a strong response.
Romania
King Carol II's Lifestyle
King Carol II is well known for his expensive tastes and his willingness to indulge the even more lavish tastes of his
mistress. He has caused considerable scandals in the past, and will likely continue to do so unless he is replaced or
shown the error of his ways.

Communist Uprisings
The tensions between communists and nationalists are present in all corners of the country. If communist support in the
country goes too high, the communists will take control of a state.
With the Waking the Tiger expansion enabled, China starts without Communist

Emperor Puyi is the legitimate descendent of the Qing emperors who ruled China for three hundred years. The Xinhai
Revolution which deposed him in 1911 was very popular, as the late Qing government was powerless against both the
foreigners stealing Chinese land and the regional governors establishing themselves as warlords. Emperor Puyi's
installation as Emperor of Manchukuo is not yet accepted by the Manchurian populace, let alone the rest of China. We
will have to establish the Emperor's independence from Japan to rally the nation under him.

The supporters of Calles are enriching themselves and abusing their power. Appointed for loyalty rather than ability, they
perpetuate a patronage system which corrupts every office and rank in the country. Unless they are reigned in, ordinary
Mexicans will continue to deride our ruling government as 'roboluncionarios', robber-revolutionaries.
Weak Church
Factory Output: +10.00%
The Constitution of 1917 requires measures aimed against the influence of the Catholic Church in Mexico. The Cristeros
rebelled in the 1920s because of attempts to enforce those laws, but the people may now be ready for a secular state.
Oil Concessions
In order to exploit oil in Mexico, foreign companies have signed concession contracts ensuring that they can freely
extract oil on defined territories for a prolonged period of time in exchange for payments. However the sum paid by the
companies was far below the value of the oil extracted and enabled them to get a profit margin much higher than in
countries such as the US, while putting the oil reserves of Mexico indirectly under foreign control.

Wilhelmina
Popular Figurehead
Stability: +15.00%
For centuries the family of Orange-Nassau has been interwoven with the very history of the Netherlands itself. Like her
forefather William the Silent in the Eighty Years' War, the current Queen, Wilhelmina, will undoubtedly prove an
inspiration for Dutchmen rallying to the defense of their homeland, should their country ever be invaded.
Aloof Neutrality
Recruitable Population Factor: -50%
Factory Output: -25.00%
Dockyard Output: -10.00%
At the neutral Netherlands was the closest safe haven for refugees from the Western Front, the Dutch have been but all
too close a spectator to the horrors of the Great War. As a result, a strong pacifist movement has grown to permeate
large parts of the public, and presents the government with great difficulties in implementing any increase of military
expenditure. Only the navy still enjoys a certain measure of prestige in the public eye.
A defensive war or a "war on pacifism" would be needed to truly rid the country of this sentiment.
De Crisisjaren
Construction Speed: -50.00%
Due to the peculiarities of global economics, the Great Depression has hit in the Netherlands much later than elsewhere,
The Dutch decision to maintain the Gold Standard, while other nations abandoned it rather quickly, has further
exacerbated the "crisis years" in the Netherlands tremendously. In keeping the Guilder from devaluating, no funds are
left to aid the ailing Dutch economy, let alone improve the poor state of national defenses.
The crisis can be reduced by investing in public works, and will become largely irrelevant if we capitulate and lose
control of the crisis-stricken mainland.

In 1830 King Ferdinand VII promulgated the Pragmatic Sanction and made his daughter, the future Isabella II, heir
presumptive. This act removed his brother Infante Carlos from the line of succession, and so, upon the King's death,
supporters of Infante Carlos ignited a series of civil wars, uniting under the banner of Carlism and fighting for the
reinstatement of the Salic line of succession.
A century later, the Carlist movement is still very much alive, and its militas, called Requetés, train unceasingly in
preparation for the time where they will once more be needed to defend Christianity and champion the return of the
rightful King.

Following our defeat in the Great War, the Treaty of Neuilly-sur-Seine forced us to cede vast territories that now belong
to Yugoslavia, Greece, and Romania, and until recently the League of Nations required us to prioritize the payments of
large sums of war reparations, crippling our economy and inevitably increasing the debt of our country. The national

Second National Catastrophe...

stipulate the number of rifles we can use.

Between 1924 and 1935 we have had twenty three changes of government, thirteen coups, and a dictatorship! The
people have had enough and are ready for some stability in their government, but they also remain cautiously skeptical

The Turkish Armed Forces is young much like the country of Turkey itself. Even though our armies emerged from the
War of Liberation victorious against the Entente and the Ottomans, our nation paid the price for freedom in blood. There
has been little to no enthusiasm for war after losing nearly a quarter of our population in the Great War, but with the
spectre of war looming over the world once again it seems that we will have no choice but to either modernize our forces
fast, or ensure that the war never reaches our borders.
