National spirit

In the political menu, current national spirits can be seen to the right of the leader portrait.

A national spirit is a modifier that describes unique advantages or disadvantages of

countries. A country can have several national spirits at the same time. They can be
acquired, removed, or modified by finishing national focuses or through certain
events. National spirits can be viewed in the political menu. Some countries already
start with national spirits as can be seen below.
Not to be confused with: the Spirits of a country's officer corps

 France
Victors of the Great War

 Recruitable Population: -0.3%
 War support: -5.00%
 Land Doctrine Cost: +50%
Having emerged victorious from the Great War, the army has developed a dangerously complacent attitude which
causes strategic developments to come slowly and with some reluctance.

Disjointed Government

 Daily  Political Power Cost: +0.8

 Stability: -10.00%
 Surrender Limit: -50%
The state of French politics is far from stable. While reforms are needed and welcome, the nation is divided and getting
drawn into a conflict would put it at great risk.

Protected by the Maginot Line

 Planning Speed: -25.0%
 Max Planning: +25.0%
Having fortified the border gives France the opportunity to plan and prepare carefully, but it does sacrifice some flexibility
in the event of something unexpected.

Full Employment

 Recruitable Population Factor: -25%
We are in the enviable position of having very low unemployment, partially because of the massive bloodshed of the
Great War. However, this has made it difficult for companies to find skilled workers, and the military finds it hard to
compete with the labor market for recruits. Extending the draft would only exaberate the problem. We should try and find
other sources of manpower to make up for the shortfall, either in recruitment or in the economy.

Political Violence
Communists and far-right extremist leagues are always ready to resort to violence to advance their political cause.
Inefficient Economy

 Factory Output: -20.00%
 Dockyard Output: -20.00%
While still a major industrialized country, France has been left behind in terms of concentration of production capabilities.
Major reforms are needed to make our economy more competitive in the global scale.

With the  Man the Guns expansion enabled, France starts with an additional
national spirit:

London Naval Treaty Signatory

 Carrier Max Cost: 9500

 Cruiser Max Cost: 5300
 Heavy Ship Max Cost: 10000

The German General staff was responsible for the continuous study of all aspects of war, including the drawing up and
reviewing of plans for mobilization or campaign. This contributed to a higher level of Organization in the army.

MEFO bills were promissory notes created by Hjalmar Schacht to enable the government to fund rearmament, acting
through the balance sheet entity Metallurgische Forschungsgesellschaft to hide this rearmament from French and British
eyes. These bills must be extended for six-month periods, or their recipients will have to be paid when they fall due.

Our allies betrayed Italy and stabbed us in the back when they broke the Pact of London. We sacrificed so much blood

own hands and ensure that justice is done.

The constitution grants almost total powers to the President, granting him supremacy over the Sejm and Senate.

Looming Peasant's Strike

Angered by a total lack of action to counter the cross impoverished conditions of Eastern Poland, a Peasants' Strike is
on the horizon for Poland. If not addressed before the year is out, Poland risks unknown levels of civil unrest across the
nation.

 Stability: -5.00%
 Daily Support for  Unaligned: +0.02
Supporters of reform, the Sanation Left believe that Walery Sławek is the true successor to the previous dictator, Józef

stability of the regime.

The local administrators believe that their agrarian lifestyle has made a large part of the Indian population simply unfit for
military service or warfare of any kind. They maintain that we should only recruit from the so-called "martial tribes". This
belief is so wide-spread and well-entreched that it will require at least a generation to overcome. For the foreseeable
future, we must accept that they would simply ignore any order to draft farmers.

The Treaty of Trianon is, in many ways, similar to the Treaty of Versailles, crippling our military and preventing
rearmament. Seeing it altered or abolished must be our premier goal. We can do this by seeking a Rapprochement with
the Little Entente, proposing the Bled Agreement, or by renouncing it altogether. The last option will be widely
considered as very aggressive and may provoke a strong response.

King Carol II's Lifestyle

Communist Uprisings
The tensions between communists and nationalists are present in all corners of the country. If communist support in the
country goes too high, the communists will take control of a state.

German Military Advisors

 Land Doctrine Cost: -10.00%

A German military mission led by Alexander von Falkenhausen is present in China, and its advisors are assisting us in
bringing our army up to Western standards.

With the   Waking the Tiger expansion enabled, China starts without Communist
Uprisings but retains German Military Advisors. In addition, it also starts with the
following:
Nine Power Treaty
We still labor under the effects of the Unequal Treaties that formalize the "Open Door Policy" towards China. The
foreigners still have extraterritorial rights, and we are not in full control of our economy.

Army Corruption

 Mobilization speed: -30.00%
 Division Attack: -30.0%
 Division Defense: -30.0%
Our armed force are rife with corruption and nepotism. If we want to turn them into a potent fighting force, we will have to
engage in a lengthy and expensive program of army reform.

Ineffective Bureaucracy

 Recruitable Population Factor: −35%

The chaos of the civil war has disrupted the creation of an effective state apparatus. More than a third of available
recruits are not drafted, simply because no one knows they exist. Reforming the examination process will ensure that we
hire competent people.

Incompetent Officers

 Daily Command Power Gain Multiplier: -70%

Our officers are not yet up to the task of managing a modern war. Hard lessons will have to be learned before they are
truly equal to their counterparts in other nations. Educating them will be part of a bigger program of army reform.

Low Inflation

 Consumer Goods Factories: 5%

After the 1905 seizure of Dalian from Russia, the Kwantung (Kantō in Japanese) garrison placed there became
politicized, with expansionist generals taking the initiative in seizing more land for Japan. This culminated in the Mukden
Incident in 1932, when the Empire of Manchukuo was carved out of the petty warlords of the north-east. The Kwantung
Army continues to dominate the area and places the interests of their generals above the needs of Manchukuo. We will
only resolve this by getting the Japanese army to recognize us as equals, or by throwing them out by force.

Low Legitimacy

 Stability: -50.00%
 War Support: -50.00%
Emperor Puyi is the legitimate descendent of the Qing emperors who ruled China for three hundred years. The Xinhai
Revolution which deposed him in 1911 was very popular, as the late Qing government was powerless against both the
foreigners stealing Chinese land and the regional governors establishing themselves as warlords. Emperor Puyi's
installation as Emperor of Manchukuo is not yet accepted by the Manchurian populace, let alone the rest of China. We
will have to establish the Emperor's independence from Japan to rally the nation under him.

Factory Output: +10.00%
The Constitution of 1917 requires measures aimed against the influence of the Catholic Church in Mexico. The Cristeros
rebelled in the 1920s because of attempts to enforce those laws, but the people may now be ready for a secular state.

Oil Concessions
In order to exploit oil in Mexico, foreign companies have signed concession contracts ensuring that they can freely
extract oil on defined territories for a prolonged period of time in exchange for payments. However the sum paid by the
companies was far below the value of the oil extracted and enabled them to get a profit margin much higher than in
countries such as the US, while putting the oil reserves of Mexico indirectly under foreign control.

Politicized Army

 Military Leaders Cost: +100.00%

 Planning Speed: -20.0%
The rulers of Mexico have been drawn from revolutionary army officers for almost three decades. The turbulent times we
went through demanded firm leadership. The question is: has the turbulence passed, or is it becoming more severe?
Should we professionalize the army or allow regional strongmen - caciques and caudillos - to carve out petty fiefdoms?
Generals like Saturnino Cedillo in San Luis Potosí are raising private militias to protect their power. The many rebellions
launched by disatisfied officers in the past are likely to continue unless we act.

Caudillo Tensions Moderate

Stability: -5.00%
General Saturnino Cedillo and the caudillos aligned to him are jealously guarding their influence. We may have to act
against them if they stand in the way of the government.

 Netherlands

Wilhelmina
Popular Figurehead

 Stability: +15.00%
For centuries the family of Orange-Nassau has been interwoven with the very history of the Netherlands itself. Like her
forefather William the Silent in the Eighty Years' War, the current Queen, Wilhelmina, will undoubtedly prove an
inspiration for Dutchmen rallying to the defense of their homeland, should their country ever be invaded.

Aloof Neutrality

 Join faction tension limit: +100.0%

 Send volunteers tension limit: +50.0%
 Guarantee tension limit: +100.0%
A policy of strict Neutrality has kept the Dutch out of wars with any of its neighbours for nearly 150 years, and, above all,
has kept them out of the Great War. The public's belief in their "talisman of protection" is therefore almost fervent, and
the weak Dutch government finds itself unable to go against the will of the people and take a strong stand in
international politics. Instead, it has resolved to put its faith in the League of Nations, and otherwise adopts an aloof
attitude to world events.
Shell-shocked Spectator of the Great War

 Recruitable  Population Factor: -50%
 Factory Output: -25.00%
 Dockyard Output: -10.00%
At the neutral Netherlands was the closest safe haven for refugees from the Western Front, the Dutch have been but all
too close a spectator to the horrors of the Great War. As a result, a strong pacifist movement has grown to permeate
large parts of the public, and presents the government with great difficulties in implementing any increase of military
expenditure. Only the navy still enjoys a certain measure of prestige in the public eye.
A defensive war or a "war on pacifism" would be needed to truly rid the country of this sentiment.

De Crisisjaren

 Construction Speed: -50.00%
Due to the peculiarities of global economics, the Great Depression has hit in the Netherlands much later than elsewhere,
The Dutch decision to maintain the Gold Standard, while other nations abandoned it rather quickly, has further
exacerbated the "crisis years" in the Netherlands tremendously. In keeping the Guilder from devaluating, no funds are
left to aid the ailing Dutch economy, let alone improve the poor state of national defenses.
The crisis can be reduced by investing in public works, and will become largely irrelevant if we capitulate and lose
control of the crisis-stricken mainland.

Weak Government

 Daily  Political Power Cost: +0.50

 Stability: -10.00%
The Dutch government in recent years has been marred by weakness. It would not take much to topple it yet again.

Carlism

In 1830 King Ferdinand VII promulgated the Pragmatic Sanction and made his daughter, the future Isabella II, heir
presumptive. This act removed his brother Infante Carlos from the line of succession, and so, upon the King's death,
supporters of Infante Carlos ignited a series of civil wars, uniting under the banner of Carlism and fighting for the
reinstatement of the Salic line of succession.
A century later, the Carlist movement is still very much alive, and its militas, called Requetés, train unceasingly in
preparation for the time where they will once more be needed to defend Christianity and champion the return of the
rightful King.

Military Disloyalty

The failed "Sanjurjada" military coup attempt in 1932 still casts it shadow over the Spanish military to this day. In the
aftermath, various disloyal military commanders, among them the coup's leader José Sanjurjo, fled to exile in Portugal
and continue their plotting even now.
Even this failure has not discouraged disloyal officers, however, as even within Spain itself many desire to see a return
to a Monarchy, or even a strong Fascist dictatorship. Too strong meddling by the government in the internal affairs of the
military may well spark yet another uprising; far more violent and bloody than the last.

Political Violence

 Stability: -15.00%

The Spanish political scene is one of increasing polarization and violence. Only two years have elapsed since the last

larger and far less localized uprising. It seems unlikely that the upcoming elections will put an end to this downward
spiral of societal unrest.

With the constant coups and counter-coups since the implementation of the Republic in 1910, Army officers are more

several failed revolutionary attempts.

Following our defeat in the Great War, the Treaty of Neuilly-sur-Seine forced us to cede vast territories that now belong
to Yugoslavia, Greece, and Romania, and until recently the League of Nations required us to prioritize the payments of
large sums of war reparations, crippling our economy and inevitably increasing the debt of our country. The national
spirit has never really recovered from this blow, so it is no wonder why this treaty is popularly known in Bulgaria as the
Second National Catastrophe...

Another consequence of the Treaty of Neuilly-sur-Seine are the severe restrictions imposed on our army, not only do
they prohibit compulsory military service, limit the amount of troops and officers in our forces and prevent us from
maintaining any advanced equipment, they also prohibit any military maneuvers or campaign planning and even
stipulate the number of rifles we can use.

IMRO

The constant fratricidal crimes committed by the Internal Macedonian Revolutionary Organization have seriously
damaged our international relations and led in 1934 to the military crackdown of the IMRO stronghold in Petrich, dealing
a critical blow to the organization and forcing most of their leaders to flee abroad. However, some revolutionary cells are
still active in Bulgaria, and most of our diplomatic relations remain in a poor state.

 Greece

George II

 Stability: -5.00%
 Daily Support for  Unaligned: +0.01
George II is the unpopular King of the Hellenes, having been restored to the throne from exile in 1935 thanks to a rigged
plebiscite. He is determined to keep his throne this time.

Debt to the I.F.C.

 Consumer Goods Factories: 15.0%

 Stability: -10.00%
Greece is heavily indebted to the International Financial Commission, a once influential organization now chaired only
by the United Kingdom, France, and Italy. Despite the bloated state of the I.F.C., the countries attached still desire their
debts from Greece to be paid in full - meaning that until we've paid our debts, or escaped them some other way, the
I.F.C. has us by the purse strings.

Foreign Monopolies

 Consumer Goods Factories: 20.0%

 Trade deal opinion factor: +25.00%
 Economy Laws Cost: +25%
 Trade Laws Cost: +25%
Our dependence on the heavy industries of foreign powers has left many of our developing sectors firmly in the hands of
powerful companies answerable only to foreign governments. We cannot expect to fully ramp up our modernization
process until we either strike a deal with these monopolies or we permanently give them the boot from our country.

The brainchild of German economist Hjalmar Schacht, the Schachtplan guarantees Greek access to German markets in
exchange for increased imports of raw materials from Greece to Germany. The Germans have been generously keeping
us afloat, and yet we may have fallen right into their trap by becoming so dependent on their generosity.

Between 1924 and 1935 we have had twenty three changes of government, thirteen coups, and a dictatorship! The
people have had enough and are ready for some stability in their government, but they also remain cautiously skeptical
about the odds of any one government surviving very long. We must prove them wrong and bring an end to the constant
infighting by bringing our political foes to heel.

Agrarian Society

 Recruitable Population Factor: -45%

Greece has traditionally relied on agriculture and light industry with commercial products like tobacco being Greece's

Turkey is beset by internal divisions that are drawn across ideological, religious, and ethnic lines. The Kemalists hope to
turn Turkey into a secularized state, but there is a large percentage of the population who are fundamentally opposed to
the very concept of secularism. In the east, the Kurdish people have caused a great deal of trouble for the Turkish
government and seem determined to go the way of rebellion over assimilation. To mend the internal divisions of our
country, we will either need to approach these issues with a gentle hand or an iron fist.

The Turkish Armed Forces is young much like the country of Turkey itself. Even though our armies emerged from the
War of Liberation victorious against the Entente and the Ottomans, our nation paid the price for freedom in blood. There
has been little to no enthusiasm for war after losing nearly a quarter of our population in the Great War, but with the
spectre of war looming over the world once again it seems that we will have no choice but to either modernize our forces
fast, or ensure that the war never reaches our borders.
