SANGGUNIANG KABATAAN OF BARANGAY SAN ISIDRO VILLAGE HELD AT
THE BARANGAY SESSION HALL ON JULY 7, 2018 (Saturday).

A RESOLUTION ADOPTING/AMENDING THE INTERNAL RULES OF


PROCEDURES (HOUSE RULES) OF THE SANGGUNIANG KABATAAN OF
SAN ISIDRO VILLAGE, VIRAC, CATANDUANES

WHEREAS, we, the duly-elected Sangguniang Kabataan Officials of Barangay San


Isidro Village, Virac, Catanduanes, adhere to the principle of sincere and meaningful
unity among the members of the Sangguniang Kabataan in order to uplift the general
welfare of the youth;

WHEREAS, the challenges that confront the Sangguniang Kabataan keep pace with the
changes that occur in the society;

WHEREAS, pursuant to the provisions of The Sangguniang Kabataan (SK) Reform Act
of 2015 (Republic Act No. 10742), the Sangguniang Kabataan of Barangay San Isidro
must have an Internal Rules of Procedures that is responsive to the demands of the
present times;
NOW THEREFORE, on motion of SK Member Jaquelyn R. Geromo, duly seconded by
SK Member Louella S. Evangelista, present in the session, be it

RESOLVED, as it is hereby resolved, to adopt the 2018 Sangguniang Kabataan Internal


Rules of Procedures for the Youth Council of Barangay San Isidro Village, Virac,
Catanduanes.
Article I

COMPOSITION 

Section 1. The Sangguniang Kabataan of Barangay San Isidro Village, the youth
governing body of this barangay, shall be composed of a Chairman and seven (7)
Members including the Secretary and the Treasurer.

Section 2. All these officials of the Sangguniang Kabataan shall be elected by the
Sangguniang Kabataan registered voters ages 15 years old to 30 years old.

Section 3. The secretary and the treasurer shall be appointed by the chairman from
among the members of the Sangguniang Kabataan, subject to their concurrence.

Article II

NAME AND DOMICILE 

Section 1. The organization shall be known as Sangguniang Kabataan of San Isidro


Village, herein referred to as SK – San Isidro Village.

Section 2. The principal office of the SK – San Isidro Village shall be located within the
area of Barangay San Isidro Village.

Article III

POWERS AND FUNCTIONS OF THE SK – SAN ISIDRO VILLAGE

Section 1. The SK – San Isidro Village should have the following powers and functions:
(Chapter 2, Section 8, p. 4-5 of the SK Reform Act of 2015)

a. Formulates Comprehensive Barangay Youth Development, a three (3)-year rolling


plancreated in consultation and with concurrence of KK; this plan is the basis for
preparing the ABYIP(Annual Barangay Youth Investment Program).

b. Approves the annual budget of the Annual Barangay Youth Investment Plan — as well
as a supplemental budget, if the SK funds allows.
c. Promulgates resolutions to carry out the objectives of the CBYDP and the applicable
provisions of RA No.10742 and its IRR.

d. Initiates and implements, in coordination with any national government agency and/or
any private or nongovernment institution, programs and projects promoting the general
welfare, development, and empowerment of the youth.

e. Holds fund-raising activities that are in line with the CBYDP.

f. Creates regular or special committees.

g. Submits annual and end-of-term program accomplishments and financial reports to the
Sangguniang Barangay and presents the same during the KK assembly, with copies
furnished the LGOO, LYDC, COA, and NYC.

g. Partners with the LYDC in planning and executing projects and programs of specific
advocacies8.

h. Conducts youth profiling and establishes, maintains, and updates a database of youth
and ensures submission to NYC and the proper turn-over to the next set of SK officials of
this database.

h. Assists in the establishment and registration of youth organizations and youth-serving


organizations, in accordance with the guidelines of the NYC.

i. Adopts and implements a policy of full public disclosure of all SK transactions and
documents of public interest, in accordance with guidelines promulgated by DILG.

k. Authorizes the SK Chairperson to enter into contracts on behalf of the SK.

l. When necessary, as in the case of the SK Chairperson and the SK Treasurer, complies
with requirements for the posting of bonds.

m. Exercises such other powers and performs such other functions as may be prescribed
by law or ordinance, or as may be delegated by the SB or NYC.

Article IV

THE SK – SAN ISIDRO VILLAGE OFFICIALS

Section 1. The SK – San Isidro Village Officials composed of the following:

Article V

POWERS AND FUNCTIONS OF THE OFFICIALS OF THE SK – SAN ISIDRO


VILLAGE
 
Section 1. The Sangguniang Kabataan Chairman shall: (Chapter 2, Section 13, p. 6-7 of
the SK Reform Act of 2015)

a. Serves as an ex-officio member of the Sangguniang Barangay.

b. Acts as Chairperson of the Committee on Youth and Sports Development of the


concerned SB.

c. Calls and presides over all meetings of the SK and assemblies of the KK, and votes in
case of a tie, except when one (1) of the agenda to be discussed involves disciplinary
action against her/him, in which case the highest ranking SK member shall preside.

d. Takes the lead in the formulation of the CBYDP and in the preparation and
implementation of the ABYIP.

e. Ensures the proper implementation of policies, programs, and projects, in coordination


with the SB and the C/MYDC.

f. Signs all required documents such as financial reports and related documents and
warrants/ checks drawn against SK funds for all expenditures.

g. Exercises general supervision over the affairs and activities of the SK and the KK as
well as over the official conduct of its members.

h. Appoints from among the members of the KK a secretary and a treasurer, with the
concurrence of the majority of all the SK members.
i. Coordinates with SB and other youth organizations regarding youth-related programs
and projects that they wish to initiate and implement.

j. Exercises other powers and performs other duties and functions as may be prescribed
by law or ordinance.

Section 2. The SK Kagawad:

a. Formulates and enacts youth policies in the form of resolutions;

b. Assists the SK Chairperson in the exercise of the powers, functions, and duties of SK;

c. The SK Chairperson and SK Kagawad are referred to as the SK Officials;

d. Serves as head of different SK committees;

e. Presides over committee meetings and SK and KK meetings, in the absence of the SK
Chairperson; and

f. Performs other duties and functions in exercise of her/his role as SK official and as
prescribed by the SK Chairperson.

Section 3. The SK Secretary (Chapter 2, Section 14, p. 5 of SK Reform Act of 2015)

a. Keeps and in coordination with other SK members, prepares and updates all the
records of the KK, and ensures the submission of these records to NYC and the proper
turn-over of the data to the next set of SK officials

b. Posts a copy of the following official documents and papers on the barangay bulletin
board and in at least three (3) conspicuous places within the jurisdiction of the barangay,
as well as makes available to any person for her/his legal use:

 all resolutions approved by the SK;


 annual and end-of term reports of the programs and projects implemented by the
SK; and
 CBYDP and ABYIP.

c. Furnish concerned offices, institutions, and individuals with the said documents and
papers.

d. Prepare and keep the minutes of all SK meetings and all KK assemblies.

Section 4. The SK Treasurer (Chapter 2, Section 15,p. 6 of the SK Reform Act of 2015)
a. Takes custody of all SK properties and funds and ensures proper turnover to the next
SK Treasurer;

b. Collects and receives contributions, monies, materials, and all other resources intended
for SK and KK, and issues the corresponding official receipts;

c. Serves as cosignatory in all withdrawals from SK funds;

d. Disburses funds in accordance with the approved annual budget and supplemental
budget and other accounting laws provided under the SK Reform Act.

e. Certifies the availability of SK funds;

f. At the end of every fiscal quarter, submits certified and detailed Statements of Actual
Income and Expenditures (SOAIE) to SK and SB ;

g. Posts a copy of the SOAIE on the barangay bulletin board and in at least three (3)
conspicuous places within the jurisdiction of the barangay; and

h. Prepares a written financial report of all SK funds and property under her/his custody,
renders and makes printed copies of this financial report available to KK members during
the regular KK assembly.

Article VI

MEETINGS, ORDER OF BUSINESS AND QUORUM 

Section 1. The regular meeting of the SK – San Isidro shall be every Second Sunday of
each month, 2 o’clock in the afternoon at the Barangay Session Hall.

Section 2. Order of Business in Regular meeting shall be as follows:

a. Call to Order

b. Invocation

c. National Anthem

d. Roll Call

e. Reading and Consideration of the Previous Minutes

f. Agenda

– Unfinished Business
– Business for the Day

– Others

g. Announcement

h. Adjournment

Section 3. Special meetings maybe called by the SK Chairman or any three (3) of the
Members by giving written notice to all members of the date, time, place, agenda of the
meeting at least one (1) day in advance.

Section 4. Notices of regular or special meetings shall be furnished the Punong Barangay
and the Sangguniang Barangay for their information.

Section 5. A majority of all the SK – San Isidro Village officials shall constitute a
quorum in order to transact official business.

Article VII

DECORUM AND PENALTIES AND FINES

Section 1. Conduct during meetings, during every regular and/or special meeting, the SK
– San Isidro Members should observe the following rules and policies:

a. The meeting will start at 2:00 in the afternoon and five minutes before the start of the
meeting;

b. Early quitting during regular meeting is not allowed except for emergency cases as
permit by the majority of the members present;

c. Tardiness is not allowed with some provisions of fifteen (15) minutes is the grace
period but sixteen (16) minutes to thirty (30) late had a fine of Php 50.00;

d. Absent without justifiable reason for not more than two (2) consecutive meetings or
not more than four (4) accumulated absence within a period of twelve (12) months
during regular and/or special meeting will be fined of Php 75.00;

e. Proper attire will be wore and violation hereof will be fined of Php 50.00;

Section 2. Discipline of Members, the SK – San Isidro Village Members may punish its
members for disorderly behavior and with the concurrence of two-thirds (2/3) of its
Members, suspend or exclude from the session a Member, but if the penalty is
suspension, this shall not exceed sixty (60) days.
Article VIII

GROUNDS FOR DISCIPLINARY ACTION

Section 1. Any SK – San Isidro Village Official may be disciplined, suspended, or


removed from office on any of the following grounds:

a. absence from the regular SK meetings without valid cause for two (2) consecutive
meetings or accumulated absence of four (4) days within a period of twelve (12) months.

b. Disloyalty to the Republic of the Philippines;

c. Culpable violation of the Constitution of the Republic of the Philippines and SK San
Isidro Village Internal Rules of Procedures;

d. Dishonesty, oppression, misconduct in office, gross negligence, or dereliction of duty;

e. Abuse of authority; and

f. Such other grounds as may be provided in the Local Government Code of 1991, and
The Sangguniang Kabataan Reform Act of 2015, and their respective Internal Rules of
Procedures, and other laws.

Article IX

AMENDMENTS

Section 1. Any portion of this Internal Rules of Procedures may be amended by a


majority of all the SK – San Isidro Village Members.

Article X

EFFECTIVITY

Section 1. This Internal Rules of Procedures shall take effect on the date of adoption of
this Sangguniang Kabataan of Barangay San Isidro Village.

ADOPTED, this 7th day of July, 2018 at San Isidro Village, Virac, Catanduanes.
