ANALYSIS ON METRO MANILA’S FLOW OF TRAFFIC UNDER UNIFIED

VEHICULAR VOLUME REDUCTION PROGRAM (UVVRP)

 Our main goal is to determine the status of traffic, investigate the number coding
schemes, compute the flow of traffic, examine the impact of (UVVRP) and assess
the performance or the effectiveness of implementation of (UVVRP) in relevance
to the growth of vehicles in Metro Manila.

 Traffic congestion is always present on the roads of Metro Manila everyday. This
issue is remain inescapable due to the continuos growing of population not only
the people but also the Registered Vehicles in Metro Manila. Most of them are
Private vehicles. It is one of the common problem that causes traffic congestion. In
that, our commuters also affect there travel hours due to the inescapable traffic
congestion. As reported by BusinessMirror, the average Filipino wastes 28,000
hours in traffic each year or approximately 188 hours per year delayed in rush
hour. In government’s response, they created the Unified Vehicular Volume
Reduction Program (UVVRP). A policy that implemented by MMDA to plan and
coordinate functions within Metro Manila. The number Coding System tends to
reduce traffic congestion by regulating vehicles that use public roadways. As the
population growth, the Filipino commuting culture is characterized by the
insufficiency of PUV’s, inefficient public transit system and ineffective road and
traffic management.

Reduction Program (UVVRP). Metro Manila is the busiest region in the
Philippines. In 2022, the traffic index in the capital city of in the Philippines was
255.4, reflecting a decrease from previous year. Manila had the highest traffic
index among Southeast Asian capital cities that year. For business and maybe in
general population, whether of them relies on private vehicle or public
transportation, the traffic causing them late to work and in schools, disruption of
transportation of goods and services, canceled meetings and transactions and
overall lost of time and revenue.

 In response to that problem, the government come up to the solution of number


coding or color coding, rerouting of public utility vehicles to reduce the traffic
congestion in Metro Manila specially during peak/rush hour. But, with millions of
private vehicles (that continuously increasing) these solutions work only as a
band-aid solution. In 2021, the average daily traffic volume in Metro Manila
amounted to about 3.2 million vehicles, this reflects an increase in previous year’s
total of 2.9 million vehicles. So we come up to this topic to evaluate the
effectiveness of UVVRP in relation to the reduction of traffic congestion in Metro
Manila.
