DR. ADISH C AGGARWALA
Senior Advocate
Dr. Adish C. Aggarwala (Gold medalist, Ph. D. in Law and designated Senior
Advocate) is a dynamic high profile lawyer, writer and social activist. He had the
rare distinction of serving as Senior Additional Advocate General of Government of
Haryana and Additional Advocate General of Governments of States of Uttar
Pradesh, Tamil Nadu and Punjab and Special Counsel and Senior Central
Government Counsel in the Supreme Court of India.
His current involvements include: President of International Council of Jurists,
London (www.internationaljurists.org); President of International Commission of
Writers, Geneva; Chairman of All India Bar Association (www.allindiabar.org);
President of Supreme Court Bar Association (www.scbaindia.org); Convener of
Indian Council of Jurists (www.indianjurists.org); Chairman of India Legal
Information Institute (www.indlii.org); and Secretary General of All India Senior
Advocates Association. He has been Executive Council Member and General
Council Member of National Law School of India University, Bangalore
(www.nls.ac.in) and Governing Council Member of National Law University, Delhi
and Academic Council Member of Chanakya National Law University, Patna.
He has been the youngest elected Acting Chairman and Elected Vice-Chairman of
Bar Council of India (www.barcouncilofindia.org), which is the apex statutory body
of lawyers constituted under the Advocates Act, 1961. As in-charge of legal
education in India, Dr. Aggarwala was responsible for the closure of more than 150
sub-standard law schools across the country. He is credited with raising standards
of legal education and has established 140 new law schools. He is a visiting faculty
in many reputed law schools in India and abroad.
He has the rare distinction of creating new records in Bar Association elections
from Sub-Division to Supreme Court levels. In 1998, for the first time in the history
of Bar Councils, two brothers Dr. Adish C. Aggarwala and Mr. Satish Aggarwala
won the election at the same time.
He also has the rare distinction of being elected (with record margin) as 2-terms
Senior Executive Committee Member of Supreme Court Bar Association and 2-
terms Executive Committee Member of Supreme Court Bar Association; 1-term
Executive Committee Member of Delhi High Court Bar Association; Joint Secretary
of Rohtak District Bar Association and Joint Secretary of Bahadurgarh Bar
Associaton He has also been singularly conferred with the honour of looking after
the matters of Govt. of India as its Senior counsel, under the Prime Ministership of
Mr. Rajiv Gandhi, Mr. V.P. Singh, Mr. Chandra Shekhar, Mr. P.V. Narasimha Rao,
Mr. H.D. Deve Gowda, Mr. I.K. Gujral, Mr. Atal Behari Vajpayee, Dr. Manmohan
Singh and Mr. Narendra Modi. He has had the rare distinction of serving as
Additional Advocate General of Punjab, Haryana and Tamil Nadu simultaneously –
all three states remaining under the governance of different political parties
opposed to each other.
Dr. Aggarwala studied in Vaish High School and Vaish College, Rohtak and was
the Elected Head of the Students Central Association (Students Union) of Vaish
College, Rohtak. He successfully fought for setting up of the University and Radio
Station at Rohtak.
Started writing from his school days, Dr. Aggarwala was the Editor of Vaish
College, Rohtak‟s magazine. He also edited an English fortnightly “Socialist Age”
from New Delhi and Rohtak for twelve years. The special issues of the fortnightly
were released by the then Presidents of India Mr. Fakhruddin Ali Ahmed in Ashoka
Hall of Rastrapati Bhawan and Giani Zail Singh in Mughal Garden of Rastrapati
Bhawan, the then Prime Ministers Mrs. Indira Gandhi and Mr. Rajiv Gandhi and the
then Information & Broadcasting Minister Mr. Inder Kumar Gujral.
He has served as Special Counsel for the Government of India of 10 successive
Central Governments starting from the Prime Ministership of Mr. Rajiv Gandhi to
Mr. Narendra Modi. Dr. Aggarwala also served as the Additional Advocate General
of Uttar Pradesh Govt. of Samajwadi Party of Mr. Mulayam Singh Yadav; Additional
Advocate General of Punjab Govt. of Akali Dal & BJP of Mr. Prakash Singh Badal;
Senior Additional Advocate General of Haryana Govt. of Congress of Mr.
Bhupinder Singh Hooda; and Additional Advocate General of Tamil Nadu Govt. of
DMK of Mr. M. Karunanidhi.
Dr. Aggarwala has also served as Acting Chairman of Bar Council of India, elected
Vice-Chairman of Bar Council of India and elected Member of Bar Council of India;
elected Chairman and elected Vice- Chairman of Bar Council of Delhi; and elected
Member of Bar Council of Delhi for 3 terms. In the SCBA elections 1991-1992, Dr.
Aggarwala was elected as an Executive Member after having secured 85% votes
and further secured 87% votes in SCBA Elections 1992-1993. In SCBA
Presidential Elections – 2011, Dr. Aggarwala secured 755 votes and lost to Mr P.H.
Parekh by just 2 votes while Mr. Ram Jethamalani was trailing behind Dr. Adish
Aggarwala by 23 votes. In the year 2009, Dr. Aggarwala contested and won the
SCBA elections for the post of Vice- President by a margin of 407 votes.
He has been Member Executive of Delhi High Court Bar Association, Joint
Secretary of Rohtak District Bar Association and Bahadaurgarh Bar Association
and elected Head of Students Central Association (Students’ Union) of Vaish
College, Rohtak.
Being head of International Council of Jurists, London, All India Bar Association
and National Citizen’s Committee and Secretary General of All India Senior
