Governor Jared Polis Appoints Mark T. Bailey and Sarah B.


Wallace to the 2nd Judicial District Court
DENVER — Today, Governor Polis appointed Mark T. Bailey and Sarah B. Wallace to the 2nd
Judicial District Court. Mark T. Bailey will fill the vacancy created by the retirement of the
Honorable Brian Whitney, effective October 5, 2022. Sarah B. Wallace will fill the vacancy
created by the retirement of the Honorable Ross Buchanan, effective January 10, 2023.

Mr. Bailey is a Senior Assistant Attorney General II in the Consumer Fraud Unit of the Colorado
Attorney General’s Office, a position he has held since 2010. His practice consists of consumer
protection enforcement. Previously, he was an Associate Attorney with Reilly Pozner, LLP
(2006-2010) and Law Clerk for Justice Nancy E. Rice of the Colorado Supreme Court (2005-
2006). Mr. Bailey earned his B.A. from Luther College in 2000 and his J.D. from the University
of Iowa College of Law in 2005.

Ms. Wallace is a Partner at Ballard Spahr, LLP, a position she has held since 2013. Her
practice consists of complex commercial litigation, including breach of contract, business
torts, and employment law, as well as appellate matters. Previously, Ms. Wallace was a
Partner at Featherstone Petrie DeSisto, LLP (2006-2013); Associate Attorney at Petrie Bauer,
LLP (2000-2006); and Law Clerk to Chief Justice Pamela Minzner of the New Mexico Supreme
Court (1999-2000). Ms. Wallace earned her B.A. from Colby College in 1992 and her J.D. from
the University of Colorado School of Law in 1999.
